CALL TO ORDER 6 The regular meeting was called to order at 6:02 p.m. by Chair Hansen. 7 H. PLEDGE OF ALLEGIANCE 8 III. ADMINISTER OATH OF OFFICE TO NEW MEMBERS 9 Assistant to the City Clerk administered the Oath of Office to Erez Sela and Timothy Coppage. to IV. ROLL CALL 11 Members Present: 12 Chair Randolph Hansen, Vice Chair Michael Panczak, L. Marc Cohn, Roma Josephs, Christopher 13 Oftedal, Erez Sela, Timothy Coppage (sitting in for Carl Sabatello) 14 Members Absent: Carl Sabatello. 15 Also Present: Assistant City Attorney, Abigail Joranby; Director of Planning and Zoning, Natalie 16 Crowley. 17 V. BOARD APPOINTMENTS 18 1. Appointment of Chair 19 Vice Chair Panczak nominated Randy Hansen for Chair. 20 Board Member Josephs seconded. 21 Nomination passed 7-0. 22 2. Appointment of Vice Chair 23 Chair Hansen nominated Michael Panczak for Vice Chair. 24 Board Member Josephs seconded. 25 Nomination passed 7-0. 26 VI. BOARD ORIENTATION 27 Assistant City Attorney Abigail Jorandby conducted Board Member orientation to PZAB 28 members. 29 VII. ADDITIONS, DELETIONS, MODIFICATIONS 30 None. 31 VIII. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE 32 CROWLEY 33 Reported at the October 4, 2018 City Council meeting, the City Council approved the Carlton Oaks 34 and Osprey Isles Ordinances and Resolutions for the zoning and land use petitions due to the 35 annexation in 2017, Carl's Plaza Annexation, Bonnette Club and Site Plan Rezoning, Outdoor 36 Display and the Master Signage Program for the Alton Town Center. 37 IX. APPROVAL OF MINUTES 38 Vice Chair Panczak made a motion to approve the September 12, 2018 meeting minutes. 39 Board Member Cohn seconded. 40 Motion passed 7-0. 41 Chair Hansen asked for any ex -parte. 42 None. 43 X. PUBLIC HEARINGS 44 Those preparing to give testimony were sworn in. 45 1. Recommendation to City Council (Public Hearing) QUASI-JUDICIAL HEARING PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING Page 1 10-09-18 1 SPLN-17-09-000026 — Avenir Holdings Site Plan II for Age Restricted Single Family Homes 2 - A request by Avenir Holdings, LLC for site plan approval to allow the development of 469 age - 3 restricted single-family dwelling units on 195.52 acres within Avenir Planned Community 4 Development (PCD). The Avenir PCD is generally located on the north side of Northlake 5 Boulevard, east of Grapeview Boulevard, west of Bay Hill Drive, and south of Beeline Highway. 6 Chair Hansen opened the public hearing. 7 Petitioner: Ken Tuma, Urban Design Kilday Studios. 8 Staff Presentation: Principal Planner, Joann Skaria. 9 Public comment: None. 10 Chair Hansen closed the public hearing. Recommendation to City Council (Public Hearing) - QUASI-JUDICIAL HEARING 15 REZN-18-09-000020 — Rezoning of 11940 US Highway One - A request to rezone a parcel of 16 approximately 5.74 acres from Palm Beach County (PBC) General Commercial (GC) to Palm 17 Beach Gardens (PBG) General Commercial (CG -1) following annexation. The parcel is generally 18 located on the southeast corner of U.S. Highway One and Juno Road, approximately 0.5 miles 19 north of the intersection of PGA Boulevard and U.S. Highway One. 20 Chair Hansen opened the public hearing. 21 Petitioner: None. 22 Staff Presentation: Senior Planner, Martin Fitts 23 Public Comment: None. 24 Chair Hansen closed the public hearing. 25 Board Member Cohn made a motion to recommend to City Council REZN-18-09-000020. 26 Board Member Josephs seconded. 27 Motion passed 7-0. 28 3. Recommendation to City Council (Public Hearing) CPSS-18-09-000012 — Small Scale 29 Land Use Change for 11940 US Highway One - A request for approval of a small-scale Future 30 Land Use Map amendment from Palm Beach County (PBC) Commercial High/Residential High - 31 8 Units per Acre (CH/8) to Palm Beach Gardens (PBG) Commercial (C) for a parcel of 32 approximately 5.74 acres following annexation.
