Request:
On behalf of the property owner PEBB PBG LLC, Cotleur & Hearing is requesting a miscellaneous
petition to allow additional signage for At Home, a home decor retailer, to occupy the LEED certified
Gander Mountain facility. It is the intent of the property owner to utilize the bones of the existing facility as
it was one of the first LEED certified buildings constructed within the City of Palm Beach Gardens. On
December 3rd, 2018 an administrative amendment to the existing site was submitted. The application is
currently under review by the City of Palm Beach Gardens. The signage proposed as part of this
miscellaneous petition was not included within the administrative application because it requires
additional waiver approval from City Council. None of the changes being made to the existing building are
considered an increase in intensity or a nuisance for any surrounding residents. The building square
footage and number of parking spaces remain the same.
The applicant is proposing the relocation of the previously approved south facade sign to a V-shaped
vertical architectural feature that will enhance the new tenants visibility along I-95. Additionally, a new
principle fagade sign on the east side of the building and a tagline sign for brand recognition on the north
fagade is proposed. The signage proposed within this miscellaneous application is vital to this stores
location. The subject property is located along a dead-end road called Sandtree Drive, approximately .32
miles away from Northlake Blvd. The limited access and visibility from major roadways inhibits the
success of the location of this facility. At Home is a national home decor retailer but is new to south
Florida. The additional signage is necessary for the stores success.
Project History:
The Gander Mountain PUD Site Plan was approved by the Palm Beach Gardens City Council with
Resolution 106-2007. There have been three (3) previous amendments filed for the Gander Mountain site
plan. The first was filed in November 2007 which was in response to conditions 1, 2 and 3 of Resolution
106-2007. The second was filed in December of 2007 and approved January 22"d, 2008, for the inclusion
of a restaurant within the building footprint of Gander Mtn. Amendment #3 was filed in March 2008 for the
relocation of a billboard. In addition to the amendments filed for the existing site there was also a zoning
text amendment and a major conditional use approved. These approvals were both in reference to the
Tracker Boats sales and maintenance facility, located within the over building footprint.
The Gander Mtn. facility was an excellent addition to the City of Palm Beach Gardens Commercial
District. In March of 2018 Gander Mtn. filed for bankruptcy, closing approximately 40 stores, including the
location in Palm Beach Gardens. In May of 2018 Camping World purchased Gander Mtn, yet this location
would still remain closed. In August of 2018 PEBB PBG LLC purchased the property from Gan Palm
Beach Lessor Corp. Since the sale of the property there has been no alterations to the site.
On December 31
d, 2018 an administrative amendment was requested to accommodate the new tenant in
the existing Gander Mtn. facility. The proposed changes to the buildings architecture where mostly
cosmetic with minor foundation area modifications. The administrative application is generally consistent
with what was approved for the existing facility and no additional waivers were requested.
Views to the building and signage are limited from I-95 due to the dense landscape buffer.
Signage:
The previously approved commercial use (Gander Mtn.) was approved with four (4) sign locations.
Several waivers were approved for the current sign locations. Waivers approved through Resolution 106-
2007 for the existing building are generally consistent with what was requested for the administrative
amendment submitted on December 3rd, 2018. The new signs and waiver requests proposed as part of
this miscellaneous petition are being requested due to the unique circumstances surrounding this
building's location and visibility. With restricted visibility from 1-95 and no visibility from Northlake Blvd.,
the new tenant will be impacted. At Home does not operate like a traditional large retail store and is new
to South Florida. Without the added sign elements, surviving in this location may prove challenging.
Proposed West Facade Sign:
Resolution 106-2007 approved 3 principle tenant signs for the existing building. The signs approved as
part of Resolution 106-2007 were located on the North, West, and South sides of the building. Waivers
2,3, and 4, as listed below, of the Resolution permitted the number, height, and area of the existing signs.
The future tenant is requesting that the sign approved for the South fagade be relocated to the V-shaped
element on the west side of the building. If staff approves this request there will be no sign located on the
south side of the building. The current sign location on the south side of the building faces the side of an
office building. Access is provided to the site in this location, but this area is the rear of the facility and
visibility is restricted. To provide more visibility it is proposed to locate this sign on the west side of the
building facing southwest. The principal tenant sign intended for the west side of the building will be
placed on the north side of the V-shaped architectural feature and will be facing northwest. It should be
noted that all of the proposed signs represent a reduction in signage area and height.

Waiver #2: Section 78-285, Permitted signs, to allow for two (2) additional principal
tenant signs, for a total of three (3) signs.
*Waiver #2 approved two additional principal tenant signs to be located on the
building.
Waiver #3: Section 78-285, Permitted signs, to allow for one (1) principal tenant sign
with letter height of eight feet, or a waiver of five feet; and to allow for two

The proposed sign will be 5 -feet tall, 23.5 feet wide, and will have an area totaling 118 SF. This is a
reduction in size from what had been approved for the existing building on the other three (3)facades.To
accommodate this sign location there are three (3) waiver modifications being requested.

principal tenant sign to be 240 square feet, or a waiver for an additional
150 square feet to the signage area; and to allow the signage area for two -
24 three (3) principal tenant signs to be 435118 square feet, or a waiver for an
additional 45 28 square feet to the signage area .

The original use (Gander Mtn.) was approved to have an additional tagline sign on the North facade of
the building to advertise the boat services provided (See Image Below). As part of the administrative
-Shape Architectural Feature:
To accommodate the subject properties unique location and limited visibility from major rights-of-way a
two-sided facade wall feature in the shape of a V is proposed on the northwest corner of the building. This
feature will provide enhanced articulation and visual interest to the fagade of the building. The V-shaped
wall feature also provides an innovative solution to the problem of reduced visibility and identification of
the subject property and existing building along 1-95. The sign on the south side of the building will be
relocated to the southwest side of the V and the sign proposed for the west side of the building will be on
the northwest side of the V.

Access to the site is provided off of Sandtree Drive, which intersects with Northlake Blvd. approximately
32 miles from the subject property. This is a large 13+ acre property but due to its shape and location the
actual street frontage is only 70 feet. This severely limits the buildings visibility making it difficult for a
tenant that has not yet established in the area. An additional access point is provided on the south
property line. The south access point provides cross access between the subject site and the Sandtree
Plaza.
There are currently 482 spaces provided on the site. The parking rate at which the Gander Mtn. was
designed for far exceeds what is necessary for the proposed use for the building. The At Home furniture
store operates much like a furniture show room. The existing approved retail store required much more
parking. No changes to the existing parking is proposed.
Architecture:
At Home is a national home decor retailer with over 150 stores in the continental United States. After its
purchase of the former Garden Ridge corporation, At Home re -branded and upgraded its product lines for
a major national expansion. That expansion has gained significant momentum since its Initial Public
Offering six years ago.
Capitalizing on a heavy investment in market research, branding, and architectural and graphic design
schemes, At Home brings a completely new concept to the retail niche of home decor products. And, this
is brought to bear in their proposed store in Palm Beach Gardens.
It is important, as an emerging retailer, to present a consistent and identifiable brand image regardless of
the geographic location. In this way it will garner instant recognition, as is the case with Target, Best Buy,
and many other major retailers.
