In the absence of 6 the Chair and Vice Chair the meeting was called to order by Patricia Snider, City C lerk, 7 at 5 :30 p.m. in the Council Chambers of the Municipal Complex located at I 0500 North 8 Military Trail, Palm Beach Gardens, Florida. 9 IO I. PLEDGE OF ALL EGIANCE 11 12 II. ROLL CALL 13 Members Present 14 Donna Wisneski 15 Terence Brady 16 Frances Heaslip 17 Albert Jacob 18 Sherry Levy 19 David Anderson 20 Members Absent 21 Gail Vastola, Vice Chair 22 Donald Brown (1st Alternate) 23 Donald Krz.an (2nd Alternate) 24 Also Present 25 Jody Barnett, Councilmember and Council Liaison 26 Mark Hendrickson, City Forester, Staff Liaison 27 28 Patricia Snider, City Clerk requested nominations for a temporary Chair to serve for the 29 November 7, 2007 meeting. Motion received nominating Donna Wisneski, Regular 30 Board Member, as temporary Chair, seconded and carried unanimously. At this time 31 Patricia Snider passed the gavel to Donna Wisneski. 32 33 Donna Wisneski, temporary Chair, requested the swearing in of new board members. 34 Patricia Snider, City Clerk, explained that there will be one swearing in ceremony for all 35 new board members at a date yet to be determined. 36 37 Ill. APPROVAL OF M INUTES 41 • Motion made, seconded and unanimously approved to accept the minutes as 42 written for the September 5, 2007 and October 3, 2007 meetings. 43 44 Community Aesthetics Board Regular Meeting 11 • 07 • 07 Page 1 1 V. ITEMS BY COUNCIL LIAISO N 2 • Jody Barnett, Council Member, Council Liaison, related that a City project 3 (Gander Mountain), going in behind Home Depot, has relocated 100 trees from 4 the forthcoming construction area to the PGA National Park at the property 5 owner's expense. 6 • Albert Jacob questioned how many trees will be replaced at the project. 7 • Mark Hendrickson, City Forester, Staff Liaison, replied that in addition to the 100 8 trees relocated to PGA National Park, 379 more sable palm and oak trees will be 9 relocated to the buffers. Additional trees and plantings are planned. Mr. 10 Hendrickson offered to bring the landscape plans to the next CAB meeting. 11 • Frances H easlip inquired as to the safety of the wild life. 12 • Mark Hendrickson replied that Gander Mountain hired Busch Wildlife Sanctuary 13 to trap and relocate wildl ife and that their efforts have been successful. 14 • Discussion ensued regarding the landscaping and the status of the project. 15 16 VI. ITEMS BY STAFF LIASION 17 • Mark Hendrickson announced the Veterans Plaza project is complete and the 18 dedication ceremony will be Sunday, November 11, 2007 at 11 :00 a .m . 19 • Mark Hendrickson introduced Jeff Johnson, a new planner with the City. 20 • Arbor Day is January 18, 2008 . The Palm Beach Gardens Women's Club will 21 hold its annual celebration at Lake Catherine and the CAB members are always 22 invited. 23 • Tree Day will be January 20, 2008 at the Green Market. This will be the fourth 24 year that the CAB supports this project. 25 26 VII. OLD BUSINESS 27 • Donna Wisneski inquired about the plans for Palm Beach Gardens High Schoo~ 28 noting her concern about the traffic pattern. 29 • Mark Hendrickson stated that he will bring the landscaping plans to the next 30 meeting. He will also invite someone who can discuss the traffic pattern with the 31 board. 32 • Discussion ensued regarding the plans for the new Palm Beach Gardens H igh 33 School. 34 35 VIII. NEW BU SIN ESS 36 • Mark Hendrickson distributed copies of Division 3 Codes and Ordinances 3 7 governing the CAB, for the benefit of the new members. 38 • Mark Hendrickson presented the PGA Boulevard streetscape plans for the Mirasol 39 and PGA National roadway and median areas West of Florida's Turnpike. 40 • Donna Wisneski objected to the aerial photos showing the roofs of area homes. 41 • Mark Hendrickson explained that the photos are acceptable because neither names 42 nor addresses are shown. He went on to explain the plans and further discussion 43 ensued. 44 • Donna Wisneski asked if the board can see and review project plans before they 45 are approved by the City Council. Community Aesthetics Board Regular Meeting 11 • 07 • 07 Page 2 1 • Jody Barnett and Mark Hendrickson explained the board's responsibilities and 2 their opportunities to be proactive. 3 • Discussion regarding issues in other areas of the City ensued. 4 • Donna Wisneski complimented Code Enforcement for their efforts. 5 • David Anderson mentioned that the board members' names on the web site have 6 incorrect addresses. Mark Hendrickson said that the errors would be corrected . 7 • Donna Wisneski and David Anderson expressed their disagreement over board 8 procedures. 9 10 IX.
