I. CALL TO ORDER II. PLEDGE OF ALLEGIANCE III. ROLL CALL The Municipal Services Coordinator called the roll. Members Present: Lee Bickford, Chair Diane Cappella (arrived 5:33 p.m.) Myra Davis Ellen Dukes Cable Neuhaus, Vice Chair Jennifer O'Brien David Porter Susan Tornabene, 1 st Alternate Dianne Sacchetti, 2nd Alternate Members Absent: None Also in Attendance: Eric Jablin, Mayor, Council Liaison Kara Irwin, Growth Management Administrator, Staff Liaison Allyson Black, Resource Manager, Alternate Staff Liaison Todd Engle, Director, Construction Services Mike Morrow, Operations Director, Construction Services Kathryn Wilson, Planner IV. ADDITIONS, DELETIONS. MODIFICATIONS None. V. APPROVAL OF MINUTES None. VI. ITEMS BY COUNCIL LIAISON None. VII. UPDATE BY STAFF LIAISON • Staff Liaison Kara Irwin asked Board members if they are willing to accept CD format for information delivery citing cost savings. David Porter asked if the information could be downloaded from a server. Staff Liaison Irwin stated she would check with the Information Technologies (IT) department. Chair Bickford asked if all Board members would be able to use a CD or download a file from a server. All Board members agreed. Chair Bickford advised Staff Liaison Irwin that the AIPP Advisory Board members would accept information by CD or from a server. VIII. OLD BUSINESS • No report. IX. NEW BUSINESS City-initiated Gardens Park Pla round Art AIPP- 08 -12- 000022 ART IN PUBLIC PLACES ADVISORY BOARD PAGE 1 12.16.08 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 • Operations Director Mike Morrow presented an interactive sculpture of a baseball glove and baseball by artist, Ty Foose, for the Gardens Park baseball field area on Burns Road. • David Porter questioned if this particular piece of art is appropriate to be funded by the Art Fund because he considers it a piece of playground equipment. • Chair Bickford agreed with David Porter and stated the Board could discuss a location with Operations Director Morrow and issue a call to artists to have a piece of art created for the area. • Discussion ensued. Board members agreed that the baseball glove sculpture is not a project they would like to take on at this time. MOTION David Porter made a motion stating the art piece by artist Ty Foose is not unique enough for the City of Palm Beach Gardens and that it not be funded through the Art Fund. Myra Davis seconded. The motion passed unanimously, 7 -0. Art on Private Property • David Porter stated that one particular location in the City has a lot of art out front and it is beginning to look cluttered. Discussion ensued regarding art in commercial settings and how to go about legalizing an Ordinance restricting and determining the number of pieces of art allowed. • Staff Liaison Irwin stated there is an Ordinance requirement that there be no outside sales. Staff Liaison Irwin explained how The Commons outside art evolved. • Discussion ensued regarding the regulation of how much art is allowed at a site. • Staff Liaison Irwin asked if David Porter is recommending that the AIPP Advisory Board have final approval of any art that goes up in the City, whether it is the AIPP Program or any accessory art or additional art not toward the Program. Currently the AIPP Program has purview over the 1- percent developer fee, the art and the location. By expanding the control, Staff Liaison Irwin stated she believes that additional placement of art in the City would be discouraged. Discussion ensued. • Staff Liaison Irwin stated the City Council approved eight or nine pieces from the Rosetta Gallery to be installed on permanent pedestals at the Commons. • Further discussion ensued regarding clutter, regulation and over - regulation. • Mayor Jablin stated his concern regarding over - regulation, but encouraged the AIPP Advisory Board to state their concerns if issues exist that are seen as problems. Mayor Jablin agreed with Jennifer O'Brien that there should be an area around Ordinance approved art pieces that is not obscured so they can be viewed. • Mayor Jablin stated that the permanent pads with revolving art has not worked at Downtown at the Gardens. He does believe that the art should be watched so that clutter does not become an issue. • David Porter suggested the AIPP Advisory Board be involved when permanent pads are to be placed for art pieces. • Chair Bickford suggested that with the loss of the present art at Downtown at the Gardens, perhaps local artists can be notified that there is space available for pieces to be shown. Mayor Jablin stated it is good idea and he will pass it on. • Discussion ensued regarding art clutter at The Commons. Mayor Jablin stated he will discuss the situation with the landlord. ART IN PUBLIC PLACES ADVISORY BOARD 12.16•08 PAGE 2 0 45 46 xI. 47 48 Staff Liaison Kara Irwin stated there is a Development Order condition for The Commons project that if there are no pieces to be installed, they must remove the pedestal and return the area to the way it was before the original approval. • Staff Liaison Irwin agreed that the space bubble is a good idea. Due to a recent "Lease" sign being placed in front of an art piece, the sign code is being reviewed for both permanent and temporary signage and the space is a good idea to prevent conflicts. • David Porter suggested the "safe zone" be added at a future modification to the Art Ordinance as well. Bus_ Stogy • Staff Liaison Irwin stated a package was assembled and distributed showing samples of bus stops in other places and a map showing bus stop locations in the City. • Planner Kathryn Wilson reviewed bus shelter art in other cities. • David Porter suggested a design competition where an artist and architect would work together. • Discussion ensued about the choice of a bus shelter project or park project. • Staff Liaison Irwin stated that if the City builds the bus shelters than the City must maintain them. Staff Liaison Irwin was unsure of the budget that would provide the maintenance funds and stated she would look into it. Insurance is also a consideration. • Location constraints must be considered. • David Porter requested staff provide the locations where enough land is available for a bus shelter. • Discussion ensued about bus shelters having the same theme, but not be identical; bus shelters being totally different from each other and each bus shelter having a different artist. • Chair Bickford asked for a cost estimate for building a bus shelter. • Mayor Jablin stated that the call to artists could include dimensions, criteria and cost limitation. • Staff Liaison Irwin stated the prefabricated bus stops built for Palm Tran cost $2,500.00. They are built and maintained for free for the municipality. The company that built and maintains them gets the proceeds generated by advertising in the bus shelter. • Chair Bickford requested the call to artists include young artists as well as established artists. • David Porter suggested a request for proposal (RFP) for criteria that includes a building permit, follow through construction, must meet Department of Transportation (DOT), Palm Tran, and Americans with Disabilities Act (ADA) regulations. • Discussion ensued regarding an artist and an architect working together. • Chair Bickford, with Board member agreement, stated that due to the interest in the bus shelters, the children's art would be set aside to be considered at a later date. • David Porter suggested Staff Liaison Irwin provide pictures of the areas she surveys. • An RFP for an art consultant for bus stops will be discussed at the January meeting. • Staff Liaison Irwin announced a public workshop for Legends of the Gardens. An artist or a piece have not yet been chosen and they are seeking direction from the AIPP Advisory Board. COMMENTS BY THE PUBLIC • None.
