December 11, 2018
I. CALL TO ORDER
The regular meeting was called to order at 6:00 p.m. by Chair Hansen.
II. PLEDGE OF ALLEGIANCE

Members Present:
Chair Randolph Hansen, Vice Chair Michael Panczak, Carl Sabatello, L. Marc Cohn, Christopher
Oftedal, Erez Sela, Chelsea Reed (sitting in for Roma Josephs).
Members Absent: Roma Josephs.
Also Present: Assistant City Attorney, Abigail Joranby; Director of Planning and Zoning, Natalie
Crowley.

None.
V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE
CROWLEY
Reported at the December 6, 2018 City Council meeting, the City Council approved the land use
and zoning designation for the Carl's Plaza Annexation, Alton Parcel F PCD amendment and
companion site plan petition for 56 townhomes, Ancient Tree site plan modification, and the
Workforce House Agreement that provides for a cash in lieu of buyout for the Workforce Housing
approved in A venir.
VI. APPROVAL OF MINUTES
Vice Chair Panczak made a motion to approve the November 13, 2018 meeting minutes.
Board Member Oftedal seconded.
Motion passed 7-0.
Chair Hansen asked for any ex-parte.
None.
VII. PUBLIC HEARINGS
Those preparing to give testimony were sworn in.
1. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING
SPLN-17-09-000024: Avenir Holdings Site Plan -A request by Avenir Holdings, LLC for site
plan approval to allow the development of 416 single-family dwelling units on 230.49 acres within
the A venir Planned Community Development (PCD). The A venir PCD is generally located on
the north side of Northlake Boulevard, east of Grapeview Boulevard, west of Bay Hill Drive, and
south of Beeline Highway.
Chair Hansen opened the public hearing.
Petitioner: Ken Tuma, Urban Design Kilday Studios.
Staff Presentation: Senior Planner, Brett Leone
Public Comment: None.
Chair Hansen closed the public hearing.
Board Member Cohn made a motion to recommend to City Council SPLN-17-09-000024.
There was no second to the motion.
Board Member Oftedal made a motion to deny SPLN-17-09-000024.

4 MISC-18-08-000140: DiVosta Towers Signage -A miscellaneous petition requesting approval
5 of building identification signage for the Gardens Corporate Center, known as the "Divosta
6 Towers". Gardens Corporate Center is located on the northeast comer of PGA Boulevard (PGA
7 Bypass) and Alternate AlA.
8 Chair Hansen opened the public hearing.
