Thursday, July 2, 20o9, at 2:00 P.M.
Petition PPCD- 09 -02- 000002 — Briger Tract — Requesting Planned
Community Development (PCD) approval within the Briger Tract
Development of Regional Impact (DRI).
Please provide your comments on the subject DRC petition no later than 5:00 p.m. on Friday,
June 26, 2009. Your comments must be forwarded to my attention by that date and time so that
written comments can be given to the applicant in accordance with the timeframes established in the
City's Land Development Code. Should you have no comments, please indicate so next to your name
on the second page and forward this memo to our office. Additional copies of the complete application
are available in the Growth Management Department.
MEETING DATE:
A Development Review Committee meeting will be held on Thursday July 2, 2009, at 2:00 P.M.
in the Palm Beach Gardens City Council Chambers to review the following request:
Petition PPCD- 09 -02- 000002 — Briger Tract:
A request by Ken Tuma, on behalf of the The Lester Family Investments, L.P. et al, and
Palm Beach County, owners of the site, requesting approval of a Planned Community
Development (PCD) zoning designation for 681 acres located south of Donald Ross
Road, north of Hood Road and east and west of Interstate 95.
As part of the PCD request, the applicant is seeking master plan approval for the
following uses: 1.6 million square feet of biotech research space for Phase II of The
Scripps Research Institute's (TSRI) Florida campus, 2.4 million square feet of
biotechnological /biomedical, pharmaceutical and related ancillary uses, 5oo,000
square feet of commercial development, and 2,70o dwelling units.
* *As part of the PCD the applicant is requesting approval of design guidelines that will serve as the
development regulations for the PCD. The Growth Management Department requests that each
reviewer also provide comments on the proposed design guidelines.
City Code Section 78- 155(c) allows for design guidelines to be approved with an overall PCD
development order approval.
Sec. 78 -155. PCD-- Planned community development overlay district (PCD).
(c) Zoning. Property shall be rezoned to a single underlying zoning district and a planned
community district overlay district. The underlying zoning district designation shall be consistent with
the comprehensive plan. The PCD shall be developed consistent with the uses, property development
regulations, and other standards applicable to the underlying zoning district. However, the city
council may, as part of an overall PCD development order, establish use, property development, and
similar regulations for a specific PCD. In that event, the requirements of the development order shall
prevail over the requirements of the underlying zoning oning district designation. In the event the proposed
development of a site within a PCD is not consistent with or comparable to the nature of the
underlying zoning district, such as the commercial portion of a residential PCD, the procedure
outlined below shall apply.
The applicant will be in attendance at this meeting to answer any questions you may have. You are
requested to please review this request and attend the meeting if possible. Receiving your comments
prior to the meeting will allow staff time to compile comments before the meeting to ensure proper
direction, LDR requirements, and other pertinent information being conveyed to the applicant.
