CALL TO ORDER 8 H. PLEDGE OF ALLEGIANCE 9 IIL ROLL CALL 10 Members Present: Chair Craig Kunkle, Vice Chair Douglas Pennell, Barry Present, Randolph 11 Hansen, Michael Panczak, Joy Hecht, Amir Kanel. 12 Members Absent: None. 13 Also Present: Alternate Staff Liaison, Planning Manager Natalie Wong; Interim City Attorney R. 14 Max Lohman. 15 IV. ADDITIONS, DELETIONS AND MODIFICATIONS 16 Interim City Attorney Lohman reported that a letter has been received from the Commission on 17 Ethics stating that Joanne Koerner does not have a conflict of interest regarding the Briger property. 18 V. REPORT BY KARA IRWIN, GROWTH MANAGEMENT ADMINISTRATOR 19 Planning Manager Wong reported that at the April 2, 2009 City Council meeting the Ballenlsles 20 Land Use Change petition was postponed until a date certain of November 19, 2009. The 10 -Year 21 Facility Work Plan was adopted and the first reading of the Land Use Amendment was transmitted 22 to the Department of Community Affairs (DCA). 23 VI. APPROVAL OF MINUTES 24 Randolph Hansen made a motion for approval of the March 10, 2009 meeting minutes. 25 Vice Chair Pennell seconded. 26 Motion passed 7 -0. 27 VII. PUBLIC HEARINGS 28 All those preparing to give testimony were sworn in. 29 No ex pane communication was declared. 30 Recommendation to City Council 31 Ea Parte Communication (Public Hearing) 32 1. MISC -08 -12 -000053: Christ Fellowship Miscellaneous Signage Petition: Kathryn 33 Hill, agent for Christ Fellowship Church, is requesting approval of a miscellaneous petition to 34 allow various directional and building signage throughout the Christ Fellowship Planned Unit 35 Development (PUD). MISC- 08 -12- 004054: Legagy Place Mixed Use Planned Community Develo ment Banners: A request by Marty Minor of Urban Design Kilday Studios, as the agent for the Legacy Place Mixed Use Planned Community Development, for approval to allow the placement of sixty -five (65) banners along the streets, sidewalks, and parking areas of the commercial portion of the Legacy Place Mixed Use Planned Community Development (PCD). The commercial site is generally located on the south east corner of PGA Boulevard and Fairchild Gardens Avenue. The following individuals commented on this ilgenda item: Marty Minor, Urban Design Kilday Studio; Planning Manager Natalie Won . Chair Kunkle opened the public hearing. The following individuals made public comment on this Menda item: Donald Krzan, 5184 Peppercorn Street, Palm Beach Gardens. Chair Kunkle closed the public hearing. Board members commented. Amir Kanel made a motion for approval with conditions. Randolph Hansen seconded. Board members commented. Randolph Hansen withdrew his second. Michael Panczak seconded. Marty Minor agreed to the conditions. Motion passed 7 -0. VIII. OLD BUSINESS None. IX. NEW BUSINESS None.
