CALL TO ORDER 7 The regular meeting was called to order at 6:01 p.m. by Chair Hansen. 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL 10 Members Present, 11 Chair Randolph Hansen, Vice Chair Michael Panczak, L. Marc Cohn, Roma Josephs, Christopher 12 Oftedal, Erez Sela, 1St Alternate Chelsea Reed (sitting in for Carl Sabatello), 2nd Alternate Timothy 13 Coppage (sitting in for Michael Panczak). 14 Members Absent: Carl Sabatello, Michael Panczak (arrived at 6:09 p.m. left at 6:30 p.m. and was 15 never seated on the dias) 16 Also Present: City Attorney, R. APPROVAL OF MINUTES 23 Board Member Josephs made a motion to approve the February 12, 2019 meeting minutes. 24 Board Member Reed seconded. 25 Motion passed 74 26 Chair Hansen asked for any ex -parte. 27 None. 28 VII. Recommendation to City Council As (Public Hearing) - QUASI-JUDICIAL PPUD4841- 31 000054 — Seacoast Utility Authority PUD and Rezoning - A request by the Seacoast Utility 32 Authority to rezone an approximately 40 -acre parcel from Public and Institutional District (P/I) to 33 Planned Unit Development (PUD) Overlay with an underlying zoning designation of Public and 34 Institutional District (P/I) with PUD Site Plan Approval. 35 Chair Hansen opened the public hearing. 36 Petitioner: Anne Booth, Urban Design Kilday Studios, 37 Staff Presentation: None. Recommendation to City Council - (Public Hearing) - QUASI-JUDICIAL HEARING 44 CUMJ-1841400053 — Seacoast Utility Authority Major Conditional Use - A request by the 45 Seacoast Utility Authority for a Major Conditional Use Amendment for upgrades to the existing 46 Administrative Offices and Maintenance Buildings associated with the Water Treatment Plant within PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING Page 1 03-05-19 I the Public and Institutional District (P/I) zoning district. Recommendation to City Council - (Public Hearing) LDRA-18-05-000069 — Costco 12 Wholesale Corporation Amendment to the Land Development Regulations - An Applicant - 13 initiated request to amend Section 78-159, Table 21. Permitted, Conditional, and Prohibited Uses to 14 add a Membership Club, Retail or Wholesale use as a Major Conditional Use in the General 15 Commercial (CG4) zoning district; Section 78-221, PGA Boulevard Corridor Overlay to prohibit 16 Membership Club, Retail or Wholesale within the PGA Boulevard Corridor Overlay; and Section 78- 17 251, Definitions to define Fuel Center. 18 Chair Hansen opened the public hearing. 19 Petitioner: Brian Seymour, Gunster 20 Staff Presentation: Senior Planner, Martin Fitts 21 Public comment: None. 22 Chair Hansen closed the public hearing. 23 Board Member Cohn made a motion to recommend to City Council LDRA- 1 8-05-000069. 24 Board Member Josephs seconded. 25 Motion passed 74 26 4. Recommendation to City Council - (Public Hearing) - QUASI-JUDICIAL HEARING 27 PPUD48-05-000052 — Costco Wholesale Corporation PUD and Rezoning - A request from the 28 Costco Wholesale Corporation requesting to rezone two parcels totaling approximately 16.61 acres 29 from General Commercial (CG4) to Planned Unit Development (PUD) Overlay with an underlying 30 zoning designation of General Commercial (CG4) with PUD Site Plan Approval. The Site Plan 31 approval includes an expansion to the existing Costco building by 20,074 SF, adding a membership 32 fuel center, and various site plan and landscape plan modifications. The property is located on the 33 south side of Northlake Boulevard approximately 0.2 miles west of Congress Avenue. 34 Chair Hansen opened the public hearing. 35 Petitioner: Brian Seymour, Gunster, Brandon Ulmer, Thomas Engineering Group 36 Staff Presentation: Senior Planner, Martin Fitts 37 Public comment: None. 38 Chair Hansen closed the public hearing. 39 Board Member Josephs made a motion to postpone PPUD48-05-000052 to date certain April 9, 4o 2019. 41 Board Member Coppage seconded. 42 Motion passed 74 43 5. Recommendation to City Council (Public Hearing) - QUASI-JUDICIAL HEARING 44 CUMJ-18-05-000052 — Costco Wholesale Corporation Major Conditional Use - A request 45 from the Costco Wholesale Corporation to allow a Membership Club, Retail or Wholesale use with PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING Page 2 03-05-19 I an accessory fuel center use within the General Commercial (CG -1) zoning district.
