CALL TO ORDER The regular meeting was called to order at 6:00 p.m. by Chair Hansen. II. PLEDGE OF ALLEGIANCE III. ROLL CALL Members Present: Chair Randolph Hansen, Vice Chair Michael Panczak, L. Marc Cohn, Roma Josephs, Christopher Oftedal, Erez Sela. (Chelsea Reed took her place on the dais at 6:06 p.m. sitting in for Carl Sabatello ). Members Absent: Carl Sabatello. Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley. IV. ADDITIONS, DELETIONS, MODIFICATIONS Staff requested that Chair Hansen reorder the agenda so Item 1 (CPMA 19-02-000028) becomes Item 5, and Item 2 (PPUD 19-02-000055) becomes Item 6, Item 3 becomes Item 1, Item 4 becomes Item 2, and all items remain following in same order as presented. Vice Chair Panczak made a motion to approve the modification to the agenda. Board Member Josephs seconded. Motion passed 6-0. Vote taken prior to Chelsea Reed being seated on the dais. V. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY Reported that the following items were approved at the June 6, 2019 City Council meeting: The Costco petitions were approved on second and final reading, the Tax Collector petition was approved on second and final reading, and Life Time Health Club Facility PCD and Site Plan petitions and the A venir Clubhouse were also approved. City Council voted unanimously to postpone Ballenlsles East Outparcel indefinitely. VI. APPROVAL OF MINUTES Vice Chair Panczak made a motion to approve the May 14, 2019 meeting minutes. Board Mem her Josephs seconded. Motion passed 6-0. Vote taken prior to Chelsea Reed being seated on the dais. Board Member Hansen asked for an ex-parte. None. Recommendation to City Collllcil (Public Hearing) -QUASI-JUDICIAL HEARING 20 PCDA-18-10-000036: PGA Office Center Master Plan Amendment 21 A request by Florida Power and Light Company for approval of an amendment to the PGA Office 22 Center Planned Community Development (PCD) Master Plan to combine Parcel A and Parcel B, 23 realign the northern 400 feet of RCA Center Drive for a new intersection location with Kyoto Gardens 24 Drive, and to add 1.3 acres of lake area to Parcel A. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING 2 SPLN-18-10-000032: PGA Office Center Site Plan Approval 3 A request by Florida Power and Light Company for approval of a site plan for a 270,000 square-foot- 4 office building and 3-story parking garage. Recommendation to City Council (Public Hearing) 33 CPMA-19-02-000028: Bay Hill Estates Large Scale CPMA 34 A City-initiated petition for the Bay Hill Estates and The Preserve at Bay Hill Estates communities to 35 adopt a Large-Scale Comprehensive Plan Map Amendment to change the land-use designation of a 36 977.81-acre parcel from Palm Beach County Rural Residential, 1 dwelling unit/2.5 acres (PBC RR- 37 2.5) to Palm Beach Gardens Residential Low (PBG RL) and Palm Beach Gardens Conservation (PBG 38 CONS) for recently annexed property. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING 2 PPUD-19-02-000055: Bay Hill Estates Rezoning 3 A City-initiated petition for the Bay Hill Estates and The Preserve at Bay Hill Estates communities 4 seeking to rezone an approximately 977.81-acre parcel from Palm Beach County Residential PUD to 5 a Palm Beach Gardens Planned Unit Development (PBG PUD) overlay with underlying zoning 6 designations of Residential Low (PBG RL-3) and Conservation (PBG CONS) for recently annexed 7 property.
