CALL TO ORDER The reg ul ar meeti ng was called to order at 6:00 p.m. by Vice Chair Panczak. II. PLEDGE OF ALLEGIANCE III. ROLL CALL Members Present: Vice Chair Michael P anczak, Carl Sabatell o, Roma Josep hs, Christopher Oftedal, Erez Sela. 1st Alternate Che lsea Reed was sitting in for Randy Hansen and 2 nd Alternate Timothy Coppage was sitting in for L. Marc Cohn. Members Absent: Randy Hanse n and L. Marc Cohn. Also Present: Assistant City Attorney, Walt Porr; Di rector of Planning and Zoning, Natalie Crowley. IV. ADDITIONS, DELETIONS, MODIFICATIONS None. V. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY City Co uncil approved Ordinance 16, 2019 on second and final readi ng regarding the mob ility plan and fee. City Council also approved both O rd inance 14, 2019 and Ord inance 15, 2019 along with companion item Reso lut ion 49, 2019 regardi ng the rezoning and land-use d esignation for Bay Hill Estates. VI. APPROVAL OF MINUT E S 15 1 Alternate Board Member Reed made a motion to approve the August 13, 2019 meeting minutes . Board Member Jo sephs seconded . Motion passed 7-0. VII. PUBLIC HEARINGS Those prep aring to give testimony were sworn in. Vice Chair Panczak asked for any ex-parte. Board Member Sel a and 2 nd Alternate Board Member Coppage both declared an ex-parte as they had spoken with A venir developers about four months ago to gain a general overview and better understanding of the project. 1. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING SPLA-19-02-000052: Avenir Site Plan 1 Architectural Models, Model Row and Entry Feature for POD 1 and POD 3. A re q uest by Avenir D evelopment, LLC for a site plan amendment to approve architectu ral models, a model row, and an enhanced entry feature for resi dential Pod 1 and Pod 3. The Avenir Planned Community Deve lopment (PC D) is generally located on the north side of Northlake Boulevard, east of Grapeview Bo u levard, west of Bay Hill Drive, and south of Beeline Highway. Vice Chair Panczak opened the public hearing. Petit ioner presentation: Ken Tuma , U rban Design Kilday Studios. Staff presentation: Senior Planner, Brett Leone . Pub lic comment: None. Vice Chair Panczak closed the pub lic hearing. Vice Chair Panczak brought the item back for discussion. Discussion ensued. Board Member Oftedal made a motion to postpone SPLA-19-02-000052 to the October 15, 2019 Planning, Zoning and App eals Board meeting. Board Member Jo s ephs seconded. Mo t ion passed 7-0. The Avenir Planned Community Development (PCD) is generally located on the north 6 side of Northlake Boulevard, east of Grapeview Boulevard, west of Bay Hill Drive, and south of Beeline 7 Highway. 8 Vice Chair Panczak opened the public hearing. 9 Petitioner presentation: Nicole Plunkett, Cotleur and Hearing . 10 Staff presentation: Senior Planner, Brett Leone. 11 Staffrecommended approval of SPLA-19-04-000053 . 12 Public comment: None . 13 Vice Chair Panczak closed the public hearing. 14 Vice Chair Panczak brought the item back for discussion. Discussion ensued. 15 Board Member Sabatello made a motion to approve SPLA-19-04-000053 . 16 Board Member Josephs seconded. 17 Motion passed 7-0. 18 VIII. OLD BUSINESS 19 None. 20 IX.
