REGULAR MEETING
October 15, 2019
I. CALL TO ORDER
The regular meeting was called to order at 6:02 p.m. by Chair Hansen.
II. PLEDGE OF ALLEGIANCE

Members Present:
Chair Randolph Hansen, Vice Chair Michael Panczak, L. Marc Cohn, Carl Sabatello, Roma Josephs,
Christopher Oftedal, Erez Sela.
Members Absent: None.
Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley.
IV. BOARD APPOINTMENTS
• Appointment of Chair
Board Member Josephs made a motion to appoint Randolph Hansen as Chair.
Vice Chair Panczak seconded.
Motion passed 7-0.
• Appointment of Vice Chair
Chair Hansen made a motion to appoint Michael Panczak as Vice Chair.
Board Member Josephs seconded.
Motion passed 7-0.
V. BOARD ORIENTATION
City Attorney, R. Max Lohman conducted the annual board member orientation.
VI. ADDITIONS, DELETIONS, MODIFICATIONS
There has been a modification for Item 1. Recommendation to City Council (Public Hearing) Quasi-
Judicial Hearing SPLA-19-02-000052: Avenir Site Plan 1 Architectural Models, Model Row and Entry
Feature for POD 1 and POD 3. The applicant has requested postponement to date uncertain.
VII. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY
The City Council unanimously approved Ordinance 18, 2019 on second and final reading regarding tree
trimming and removal.
VIII. APPROVAL OF MINUTES
Board Member Oftedal made a motion to approve the September 10, 2019 meeting minutes.
Vice Chair Panczak seconded.
Motion passed 7-0.
Chair Hansen asked for any ex-parte.
All Board Members declared ex-partes for Item 2 through Item 7. as all had met with staff members
regarding the petitions.

A request by A venir Development, LLC for a site plan amendment to approve architectural models,
a model row, and an enhanced entry feature for residential Pod 1 and Pod 3. The Avenir Planned
