ITEMS OF RESIDENT INTEREST AND BOARD/COMMITTEE REPORTS 18 Councilmember Carl Woods: Attended the Sabal Ridge Condominium Association's meeting 19 to learn about their infrastructure issues and intro duced Property Manager, Jodi Kelly, to the City 20 Council and City staff in order to address the residents' concerns and the possibility of affordable 21 housing. Attended meetings with other constituents and ground-breaking events. 22 Councilmember Maria Marino: Attended the Chamber of Commerce of the Palm Beaches 23 Chairman's Reception and congratulated the Honorable Rick Rekenies on becoming this year's 24 chair. Emceed the PGA National Veteran's Day celebration. Attended the Palm Beach Gardens 25 Veteran's Day event and the Village of North Palm Beach Veteran's Day event as they unveiled 26 their Gold Star Families memorial organized by Lauren Berkson. Attended the League of Cities 27 Technical Committee presentation of the Palm Beach North Smart and Connect Regions Initiative. 28 Attended the PGA Corridor Association Holiday Reception at Mirasol, the History on the Rocks 29 at the South Florida Fairgrounds, and the Transportation Planning Agency workshop which 30 di scussed the Long Range Transportation Plan (LRTP) from 2040 to 2045. Traveled to Norwalk, 31 Connecticut to receive the Old Timer's Athletic Association Honoree Award and traveled to San 32 Antonio, Texas to rece ive the Woman of Excellence Award from the National Foundation for 33 Women Legislators. Attended the Palm Beach North Chamber Breakfast with Sharon Bock, 34 Forum Club Honor's Committee Board Meeting and the Central Chamber's Farm City luncheon 35 with Agricultural Commissioner Nicki Fried. Volunteered at the Big Heart Brigade Thanksgiving 36 event. Presented at the joint meeting of the Palm Beach County Legislative Delegation and the 37 League of Cities. Attended the PGA Members Speaker Series State of the City presentation, the 38 FAU ground-breaking event for their new building, Forum Club luncheon with Javier Pena and 39 Steve Murphy, Miracle League Kick up your Boots fundraiser, Palm Beach County League of 40 Cities board luncheon meeting, Ladies Professional Golf Association Lunch and Learn meeting, 41 North County Tennis Challenge event benefiting autism, Arcadia Gardens ground-breaking event 42 and the Palm Beach North Chamber Annual Holiday Mixer and Supply Drive for Quantum House . 43 Councilmember Matthew Lane: Wished everyone a Merry Christmas, a Hanukkah Sameach 44 and a healthy and happy New Year. Invited everyone to attend the giant menorah lighting on 45 December 22, 2019 at 4:00 p.m. at Palm Beach Gardens City Hall. Attended the Government 46 Affairs Committee meeting, the Chase Bank ribbon cutting event, the PGA Corridor Association 4 7 event at Miraso l, the North County Neighborhood Coalition meeting, the Veteran's Day ceremony 48 at Duncan Mi ddle School and the Palm Beach Gardens Veteran's Day celebration. Attended 2 the 23 rd Annual T hanksgiv ing Eve Interfaith Service at Temple Beth Am with St. Peter Catholic 3 Church and JupiterF IRST Church. Attended the ground-breaking of Arcadia Gardens and the Palm 4 Beach North Chamber Annual Holiday Party . 5 Vice Mayor Rachelle Litt: Meetings and events with many constituents and honored to be able 6 to serve on the City Council for another three years . 7 Mayor Mark Marciano: Honored to be able to serve on City C ouncil for another three years. 8 Attended the Go v ernment Affairs M eeting, Chase Bank ribbon cutting cere mony, Duncan Middle 9 School Veteran's Day event and the North Palm Beach and Palm Beach Gardens Veteran 's Day 10 celebrations . Attended the Palm Beach North Chamber of Commerce 2019 Women of the Year 11 luncheon meeting, Discovery Village 's Honor F light V ariety Show , PGA Corrido r Association 12 meeting , Scusi Trattoria restaurant grand opening, Palm Beach N orth Chamber breakfast, FAU 13 ground-breaking for their new building, JP Mor gan Planning Anniver sary R eception, Young 14 Singers of the Palm Beache s, Sandhill Crane Golf Club brunch with Santa and Mrs. Claus and the 15 ground-breaking event at Arcadia Gardens . Played golf at the Drive Shack facili ty to benefit 16 Catholic charities. Met with Dr. Tunjarnika "Nika" Coleman-Ferrell and students from Palm 17 Beach State College. Invited everyone to attend the annual Christmas tree li ghting at 6:00 p.m. on 18 December 6, 2019 at Burns Road Community Center and the menorah lighting on December 22 , 19 2019 at 4:00 p.m. 20 VI. PUBLIC HEARINGS: (*Designates Quasi-Judicial Hearing) 10 Those preparing to give testimony were sworn in. 11 The City Clerk read Resolution 67, 2019 by title. 12 a. *RESOLUTION 67, 2019 -AVENIR POD 1 AND 3 SITE PLAN AMENDMENT. A 13 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA, 14 APPROVING A SITE PLAN AMENDMENT TO APPROVE RESIDENTIAL MODELS, 15 RESIDENTIAL LOT LANDSCAPING, AND AN UPGRADED ENTRY FEATURE FOR 16 RESIDENTIAL PODS 1 AND 3 OF SITE PLAN #1 WITHIN THE AVENIR PLANNED COMMUNITY 17 DEVELOPMENT (PCD) THAT IS GENERALLY LOCATED ON THE NORTH SIDE OF 18 NORTHLAKE BOULEVARD, EASTOFGRAPEVIEWBOULEVARD, WEST OF BAY HILL DRIVE, 19 AND SOUTH OF BEELINE HIGHWAY, AS MORE PARTICULARLY DESCRIBED HEREIN; 20 PROVIDING CONDITIONS OF APPROVAL; PROVIDING AN EFFECTIVE DATE; AND FOR 21 OTHER PURPOSES. 22 Mayor Marciano opened the Public Hearing. 23 Mayor Marciano asked for any ex-parte. 24 Vice Mayor Litt, Councilmember Woods and Councilmember Lane spoke to Ken Tuma. 25 Mayor Marciano spoke with the applicants and Ken Tuma. 26 Petitioner presentation: Ken Tuma, Urban Design Kilday Studios. 27 Staff presentation: Senior Planner, Brett Leone. 28 Staff recommended approval of Resolution 67, 2019. 29 Public comment: None. 30 Mayor Marciano closed the Public Hearing. 31 Mayor Marciano brought the item back for discussion. Discussion ensued. 32 Councilmember Lane made a motion to approve Resolution 67, 2019. 33 Councilmember Marino seconded. 34 Motion passed 5-0. 35 X. RESOLUTIONS 36 None. 37 XI. ITEMS FOR COUNCIL ACTION/DISCUSSION 38 The Town of Palm Beach requested the support of City Council for their Resolution 122, 2019 to 39 encourage the State Legislature to pass Senate Bill 182 to remove the preemptions of home rule. 40 The City Council concurred that the State should not be telling the cities what they can or cannot 41 do. City Attorney , R. Max Lohman agreed to prepare a draft accordingly. 42 XII. CITY ATTORNEY REPORT 43 As the City is in negotiations with the previous restaurant operator of Sandhill Crane Golf Club 44 regarding their severed contractual agreement, City Attorney, R.
