Biography
•1970’s –career began in San Francisco becoming notorious for pioneering water sculptures in copper and driftwood, many of which were kinetic, utilizing water pressure to move metal wheels, bearings and cubs.
•1976 -moved to Lake Tahoe, Nevada and opened a sculpture studio and art gallery to have freedom to create more complex metal sculptures, such as life sized figured, mobiles, and small figurative bronzed castings.
•1978 -moved to Hawaii and enrolled in the University of Hawaii to learn art foundry practices and procedures. There he began showing sculptures in better known galleries, such as Gallery Hawaii and Center Art Galleries. Moving back to the Mainland (Minden, Nevada) in
•1983 -opened his own art bronze foundry. Within two years he moved his art studio to Newcastle, California and La Porte, California and began producing limited edition bronzes and exhibiting sculptures at Art Expo New York and Art Expo Los Angeles.
•1990 -moved to West Palm Beach, Florida. Opened his own studio and built an art bronze foundry.
•1996 -His first monumental bronze was completed in Michigan (17 feet tall)
•1998 -he began a series of life size limited edition bronzes, “Homage to the Masters”, which three dimensionalizes and adds to selected paintings of contemporary masters.
•His commissioned works are now exhibited in collections in Europe, Asia, North America, and Latin America.

The City of Palm Beach Gardens is celebrat ing being incorporated for 50 years and is in search of an
artist to design, fabricate, and install outdoor art piece(s), or aesthetic enhancement(s) to be placed /
installed adjacent to a lake at the at the southern portion of Lake Catherine Park, site located at 9470
MacArthur Boulevard, Palm Beach Gardens, Florida. The sele cted artist will design a historical art work
which can be viewed from several different vantage points. The exterior art and amenities project should
be conceptually unique and shall include memorializing important events in history for the City of Palm
Beach Gardens . The budget f or the project is $XXXX and covers all costs associated with the project
including artist fee, design, fabrication, lighting, construction, installation, and travel / transportation. The
successful Artist will have demonstrated through the submission of pr oposal materials, the capability to
successfully complete the project with an innovative approach to the exterior space.

All submittals, one (1) original h ardcopy and twelve (12) compact discs in PDF format, must be received
at the address below in the City Clerk’s Office, no later than TBD , at 2:00 p.m., at which time all
Proposals will be publicly opened and read. Receipt of a response by any City office, receptionist, or
personnel other than the City Clerk’s Office does not constitute "receipt" as required by this solicitation.
The City Clerk’s time stamp shall be conclusive as to the timeliness of receipt.

The City of Palm Beach Gardens reserves the right to accept or reject any or all Proposals, in whole or in
part, with or without cause, to waive any informalities and technicalities, and to award the Contract on
such coverage and terms it deems will best serve the interest of the City. Criteria utilized by the City of
Palm Beach Gardens for determining the most responsible Proposer includes, but is not limited to, cost,
whether the Pr oposer meets the City of Palm Beach Gardens published specifications, the Proposer’s
experience, skill, ability, financial capacity, and any other factors which could reasonably be asserted as
being relevant to successful performance of Proposer. Proposers should anticipate the City may
negotiate some or all of the components of a Proposal with one or more of the Proposers in order to
obtain the best value of services offered.

PROJECT SUMMARY
Project: LAKE CATHERINE PARK HISTORY ART PROJECT - CALL TO ARTIST
Location: 9470 MacArthur Boulevard , Palm Beach Gardens, FL 33410 – adjacent to Lake
Catherine
Budget: $XXXX covers all costs associated with the project including artist fee, design,
fabrication, lighting, construction, installation, and travel / transportation.
BACKGROUND
City of Palm Beach Gardens , Florida
The City o f Palm Beach Gardens is residence to over 52,000 people and is located on the
southeast coast of Florida; approximately 10 miles north of West Palm Beach , FL (see Exhibit
1 ). The City was founded in 1959 and therefore is currently celebrating 50 years as a City.
Art in Public Places Ordinance
The C ity has had in place an Art in Public Places O rdinance since 1988. This O rdinance
requires that all non -residential developments over $1 -million in total development cost provide
a percentage of the development cost to public art, or contribute to the City's art fund. From the
art fund, the Art in Public Places Board is authorized to make recommendation to the City
Council to purchase works of art for public spaces in and around the C ity.
Art in Public Places Board and Recreation Advisory Board
Both t he Art i n Public Places Advisory Board (AIPP) and Recreation Advisory Board (RAB) are
comprised of City residents from a variety of professions, all with a strong interest and
commitment to serving in the best interest for the public, both in art and in parks .
PROJECT SCOPE
In order to commemorate the 50 years of history, t he City of Palm Beach Gardens is in search
of an artist to design, fabricate, and install outdoor historical art piece(s), or aesthetic
enhancement(s) to be placed / installed adjacent to the lake at the southern portion of Lake
Catherine Park, located at 9470 M acArthur Boulevard, Palm Beach Gardens, Florida (Exhibit 2).
The selected artist will design art works which can be viewed from several different vantage
points. The exterior art and amenities project should be conceptually unique and shall serve to
memorialize importa nt events in history of the City of Palm Beach Gardens . The successful
Artist will have demonstrated through the submission of proposal materials, the capability to
successfully complete the project with an innovative approach to the exterior space as wel l as
incorporating the history of the City of Palm Beach Gardens. Exhibit 3 includes ideas and
concepts from the Palm Beach Gardens Historical Society, however, it would be advantageous
for the artist(s) to research the history and include their graphic in terpretation within the art
piece(s). The art piece(s) should be developed as a place -specific installation which responds to
the characteristics of the designated space within the park , including, but not limited to, the
history, physical environment and diversity of the people within the community. The project
should have a clear benefit to and involvement of the community. The project should support
artistic excellence, and be of high quality. In addition, it should also include a public outreach or
education compone nt. The project location is a passive park across from a middle school, the
ideal concept would allow those to use the park as well as draw visitors to the park to learn
about the history of the City. Exhibit 4 lists web links to audio files of actual meetings

BUDGET
The total not -to -exceed budget for the commiss ion is $XXX . The budget includes artist fees,
gallery commission (if applicable), all materials, lighting of the project (?), fabrication,
transportation, on -site project management, installation including any site modifications
required , installation equ ipment, engineering fees, insurance fees, all artist travel costs to and
from the site, per diem expenses, project documentation, plaques and/or signage, and a
contingency to cover unexpected expenses and all fees , including permits, for all items
associat ed with the art piece(s).
AR TIST ELIGIBILITY
Open to all A rtists at least 18 years old. Students are not eligible (?). Artists must be able to
demonstrate through the submission of proposal materials, a proven tract record for having
successfully integr ated artwork and/or amenities into outdoor areas utilizing the materials
necessary to meet the project goals and guidelines provided below.
PROJECT GOALS
The goal of the project is to commission artwork for L ake Catherine Park located at 9470
MacArthur Bo ulevard , Palm Beach Gardens, Florida that :
(1) Art incorporates the documentation of h istory of Palm Beach Gardens
(2) User -friendly - be accessible to everyone in the community including children.
(3) May incorporate some type of technology with no maintenance
(4) Unorthodox approach t o a history monument in the City.- something “Fascinating”
(5) Take into account the environment and green initiatives.
(6) Ar t of an original, site specific design.
(7) Provide the opportunity for area residents, visitors and employees to experience the
history of th e City of Palm Beach Gardens .
(8) The art should be innovative and engaging works of public art that also function as
public amenities and enhancements.
(9) Incorporate and depict important dates of history for the City of Palm Beach
Gardens.
PROJECT GUIDELINES
T he artwork, amenities and enhancements must:
(1) Include shade and seating areas for visitors to see the art/history
(2) History to be viewed from off the pathway as well as along the pathway (uses on
the site must not be negatively impacted)
(3) Be fabricated in materials that will withstand the heat, humidity, wind, drought and
other environmental and climatic conditions common to the region as specified by
regulatory codes.
(4) Have an anticipated, 30 year life span.
(5) Have minimal maintenance requirements.
(6) Elements along the pathway but not impede those using the path.
(7) S hould not be an impediment to users of the park
(8) Vertical spatial definition of proposed artwork
(9) The artwork amenities and enhancements shall comply with all Federal, State and
local rules, regulations, ordinances, guidelines and/or directives.
(10) No thing can be hung over or attached to the L ake.
(11) Not create blind spots where illicit activities may take place .
(12) Not impede any pedestrian traffic.
(13) Have a graffiti -resistant coating applied by the artist where applicable.

SUBMISSION INSTRUCTIONS
1. One (1) original ha rdcopy and twelve (12) compact disc copies in PDF format of the
p reliminary proposal submissions must be delivered by 2 :00 p.m. E.S.T. on TBD.
Submissions not delivered by the time and date specified will be returned to Artist
unopened. Label the name of the single pdf files as: “artist
name_lake _catherine_history_art _project” Please send proposal materials to:

2. The artist must complete, sign and date the application attached. App lication should be
typed or handwritten in ink, in clear legible print.
3. Place application on top of other proposal materials.
4. Artists who submit incomplete proposals may be eliminated from the review process.
5. The City of Palm Beach Gardens will make every effort to protect proposal materials.
However, the City shall not be held responsible for the loss or damage of any materials
submitted.
SUBMISSION CHECK LIST
To be considered for this p roject, the following items must be included in the preliminary
submi ssions . Submissions must be complete for consideration .
The twelve (12) compact discs shall be labeled with name of applicant and “Lake Catherine
History Art Project ”. The name of the single .pdf files shall be titled as follows: “artist
name_lake _catherine _history_art_project_(insert document title)”. For example, “John -
Smith_lake _catherine _his tory_art_project_application”. Exception – Images must be in .jpeg
format.
The original hardcopy sheet/document should be labeled with name of applicant. Collate in
exact order, using 8 -1/2 ” x 11 ” sheet s :
(1) A pplication Form : Complete, sign and date application attached.
(2) Artist Resume: A current resume emphasizing public art experience including
budget size of past projects.
(3) Images: Not to exceed ten (1 0 ) digital images printed in color. On compact discs,
ima ges must be in .jpeg format not to exceed 1.8 megabyte s . Images must be
scanned at no less than 45 0 dpi and no greater than 600 dpi. The files should be
named on the disc with name and corresponding number as listed on a separate
visual image identificati on sheet. Discs not meeting these requirements will not be
eligible for review. These images should be indicative of the type of work that would
be appropriate for this project.
(4) Image List: An annotated image list identifying slides/digital images by nu mber,
artist sur name, title of work/project, location of project, major materials used,
dimensions, project timeline (from contract to completion), budget, name of
commissioning agency, Project Manager’s name and phone number, and
commissioning agency’s go als for the project.
(5) Preliminary Concept Drawings: It is at the Artist’s discretion to submit n o more
than five drawings to illustrate a preliminary proposal and design concepts . Bonus

points shall be awarded for submitted drawings that demonstrate excepti onal
aesthetic quality .
(6) Written Proposal: No more than two pages outlining the relationship between the
slides presented and Artist’s proposal; how the proposed work meets the project’s
goals and guidelines; and background information that support the Art ist’s
qualification to complete the project together with all drawings and design concepts
to be attached.
(7) SASE: If any Offeror / Proposer desire to have their slides returned after the
selection process is complete, please include a n appropriately sized s elf -addressed ,
stamped envelope/container along with a compact disc that contains the same digital
photographs that will be kept by the City in lieu of the slides for record keeping
purposes.
SELECTION PROCESS
The selection process will occur in two phase s. In the first phase, the Art in Public Places
Advisory Board and Recreation Advisory Board will review the submission material , a nd select
no more than three (3) semi -finalists . In the second phase, the semi -finalists will present an in -
person, fully -con ceived proposal including images, scale models, or other materials which will
illustrate the concept of the proposal to the Board . An itemized budget must also be included in
the proposal . Each semi -finalist that makes a live presentation will receive an h onorarium of
$XXXX f or all materials, transportation and lodging for site visits and presentation of the
proposal, and any other costs associated with the proposal . Following the presentations, the Art
in Public Places Advisory Board and Recreation Advisor y Board will select a finalist. The
finalist’s proposal will be reviewed by the Board s for comment , and then recommended to the
City Council for approval.
SEMI -FINALISTS’ REQUIREMENTS
The semi -finalist s will be required to perform the work under contract with the City of Palm
Beach Gardens, a sample of which is attached hereto and incorporated herein as Exhibit 5 .
Semi -finalists will be required to make a live presentation of their proposal to the Art in Public
Places Advisory Board and Recreation Advisory Board o n TBD . Presentation materials must be
delivered to the City Clerks Department that day and need to include:
(1) Conceptual Approach: Provide a t h ree -dimensional model or up to four (4) detailed
drawings to define proposal and design concepts. Drawing s will need to be on 8 ½”
x 11” paper. If drawings are in color, please supply 10 color copies of each,
otherwise drawings will be reproduced in black and white for review.
(2) Written Statement: A typewritten proposal that specifies :
a. In detail t he proposed p ublic art p roject ;
b. How the conceptual approach relates to the site ;
c. H ow the artwork (s), amenities and/or enhancements address site needs ; and
d. H ow the artwork(s) will be maintained .
(3) Schedule : Provide a proposed schedule in days from “Notice to Proceed” thro ugh
“Ribbon Cutting”; total timeline can not exceed 18 months.
(4) Budget : I nclude a breakdown of the proposed project budget to include the
following: artist fees, gallery commission (if applicable), all materials, lighting of the
project, fabrication, transp ortation, on -site project management, installation including
any site modifications required, installation equipment, engineering fees, insurance
fees, all artist travel costs to and from the site, per diem expenses, project
documentation, plaques and/or s ignage, and a contingency to cover unexpected

expenses and all fees, including permits, for all items associated with the art
piece(s).
(5) Material List: A list of proposed materials to be used to design, fabricate, and install
t he project.
(6) References (*see note below): Provide three (3) verifiable references from projects
of a similar scale completed in the last eight (e) years. Please include name,
address, telephone number and e -mail address for each reference.
(7) SASE: A n appropriately sized self -addressed, stamped envelope, mailing tube,
carton, etc. for return of proposal materials.
* References to include name, address, telephone number and e -mail address of the
three references who have commissioned Artist on similar - or large -scale projects within
the last eight (8) years shall be submitted to the City Clerk within two weeks after formal
notification of selection as a Semi -Finalist.
FINALIST’S REQUIREMENT
The finalist will be required to perform the work under contract with the City of Palm Beach
Gard ens , a sample of which is attached hereto and incorporated herein as Exhibit 6 . Prior to
contract execution, the finalist will be required to seek input from the Art in Public Places
Advisory Board and Recreation Advisory Board , and to meet with the City o f Palm Beach
Gardens P roject M anager to develop a detailed plan, budget and timeline based on the
proposal presented. The contract fees, time frame, installation/construction requirement will be
negotiated between the finalist and the City . Regardless of t he foregoing, the Finalist shall be
required to comply with the contract terms including, but not limited to insurance and permit
requirements. Upon execution of contract , a Notice to Proceed (“NTP”) will be issued.
SELECTION CRITERIA
In the Preliminary Review Phase, a combined scoring system of pass/fail and points will be
utilized to select up to five semi -finalists based on the following criteria:

In the Final Review Phase, a point -based scoring system will be utilized to select a finalist for
re commendation to the City Council . Scores will be based on the following criteria as
demonstrated in the presentation, proposal materials and through reference check.

The City is not required to select semi -finalists nor is it under any obligation to sel ect a finalist or
bring the project to completion if in the City’s sole judg m ent , Artists or proposals do not meet
eligibility requirements, project goals and/or guidelines. The City has the right to reject any
proposal, at any time beginning with the sele ction process through to installation on the grounds
that the proposal or artwork, amenities or enhancements appear to have a fault in fabrication;
pose a safety hazard including but not limited to standards as defined by OSHA; are fraudulent
or non -authen tic; require special maintenance or landscaping other than which had been
previously identified and agreed to by the City ; does not meet project goals and guidelines. Any
substantial deviations from the Finalist’s approved design must be approved by the Ci ty Council.
