6 The regular meeting was called to order at 7:01 p.m. by Mayor Marciano.

16 a. MAYORS VETERANS CHECK PRESENTATION.
17 Casey Mitchell, Director of Golf, and Michael Armit, Operations Manager, presented the check to
18 the Veterans Affairs from the 13 th Annual Mayor's Veterans Golf Classic held in November 2019 .
19 Maria T. Nguyen, Assistant Director of the West Palm Beach VA Medical Center, provided a
20 report on the use of funds raised.
21 b. UPDATE ON THE ONE YEAR ANNIVERSARY OF THE CLOSEST TO THE PIN CHARITY
22 EVENTS.
23 Casey Mitchell, Director of Golf, presented an update on the donations raised for local charities
24 with the Closest to the Pin competitions since the initiative began in February 2019.
25 c. PALM BEACH GARDENS POLICE AND FIRE RESCUE FOUNDATION SUPPORT OF THE
26 VETERAN'S HOSPITAL.
27 Irwin Edenzon, President of the Palm Beach Garden Police & Fire Rescue Foundation, provided
28 an update on their mission, expansion and funds provided over the past year.
29 Item E was presented before Item D.
30 e. OPERATION120, INC. -EMPOWERING FEMALE VETERANS.
31 Renette Verhaeghe, Founder & President, and Elida Barrios, Executive Director of Operation 120,
32 introduced its mission to empower homeless and at-risk female military veterans and reintegrate
33 them into life after service by providing supportive housing and transitional life skill services.
34 d. COMMISSION ON ACCREDITATION OF AMBULANCE SERVICES AWARD.
35 Cory Bessette, Fire Division Chief of EMS, and Beth Stuglik, Fire Administration Manager, gave
36 a presentation on their accreditation in December 2019 which is awarded through the support and
37 promotion of high-quality patient care through compliance with national standards.
38 V. ITEMS OF RESIDENT INTEREST AND BOARD/COMMITTEE REPORTS
39 Vice Mayor Rachelle Litt: Attended the Palm Beach County Day 2020 event in Tallahassee
40 advocating for home rule, the League of Cities meeting at Sandhill Crane Golf Club and the Palm
41 Beach County Water Task Force meeting. Visited with students from Meyer Preparatory
42 Academy and Score Academy and also spoke with the Government Association students at Palm
43 Beach State College regarding the current bus routes and the safety of students crossing PGA
44 Boulevard to get to class.
45 Councilmember Matthew Lane: Extended gratitude and appreciation to Janice Massie,
46 Executive Assistant to the City Manager, for her hard work and dedication to the residents of Palm
47 Beach Gardens. Attended the Palm Beach North Chamber of Commerce Government Affairs
48 Committee meeting, the 18 th Anniversary of the Gardens GreenMarket, the 21 st Annual Arbor Day
49 event, the Ballenlsles Golf South Course opening, the Economic Forum presentation meeting, the

3 Councilmember Maria Marino: Attended the PGA National Homeowners and Property Owners
4 Association annual meeting, the Loxahatchee River Management Coordinating Council meeting
5 and the Ballenlsles Concert featuring the Motowners with special thanks to Amy Stepper,
6 Recreation Supervisor, and Monette Preston, Operations Manager, along with all the City staff for
7 their hard work on a great event. Emceed the Melanoma Foundation luncheon. Attended the
8 Impact 100 Palm Beach County A wards Ceremony and the Palm Beach Historical Society
9 luncheon with new President, Ryan Darling, and the South Florida Fair Thank a Farmer Awards
10 Ceremony.
11 Councilmember Carl Woods: Attended the PGA National Homeowners and Property Owners
12 Association annual meeting and other community homeowners associations to get involved with
13 residents ' concerns. Attended the Chabad of Palm Beach Gardens anti-Semitism meeting.
14 Participated in the ribbon cutting of Bascom Palmer Eye Institute's brand-new Lois Pope Center
15 for Retinal and Macular Degeneration Research. Announced the opening of Cressey Sports
16 Performance Center. Attended the Palm Beach County Association of Chiefs of Police 2020
17 Installation Breakfast Banquet for Police Chief Clinton Shannon.
18 Mayor Mark Marciano: Attended the Government Affairs Committee meeting. Participated in
19 Public Safety Day and the Gardens Trailblazer SK Run at Gardens North County District Park, the
20 18th Anniversary of the Gardens GreenMarket and the Arbor Day presentation at Honor Park.
21 Attended the Ballenlsles Golf South Course opening, the Palm Beach County Day 2020 event in
22 Tallahassee , the Palm Beach North Chamber of Commerce meeting with Mayor Keith James, the
23 Palm Beach County League of Cities meeting at Sandhill Crane Golf Club , the Economic
24 Development Committee meeting and the Palm Beach Historical Society luncheon. Met with
25 students from Score Academy. Attended the Palm Beach State Liberal Arts Conference, the
26 Mobility Plan workshop at City Hall and the Forum Club luncheon. Announced the opening of
27 Cressey Sports Center. Attended the National Honor Society induction event at Dwyer High
28 School and the Little Free Library opening event at Gardens North County District Park with
29 students from Watson B. Duncan Middle School.

34 City Manager, Ron Ferris, introduced City Engineer, Todd Engle, who provided an update on the
35 progression of the Virgin Train construction and future road closures and a presentation about the
36 Coastal Flood High Hazard FEMA Map revisions.
37 City Manager, Ron Ferris, announced the Trucks 'n Stuff event on Saturday , February 8, 2020
38 from 11 :00 a.m. to 2:00 p.m. showcasing the new Operations Center.
39 City Manager, Ron Ferris , requested Item XII . City Attorney Report be presented.
40 XII. CITY ATTORNEY REPORT
41 City Attorney, R. Max Lohman, announced the City had prevailed over the Dinerstein lawsuits
42 against the City Charter amendments. The City has spent under $100,000 dollars to defend a total
43 of four lawsuits in order to represent and work on behalf of the residents of Palm Beach Gardens.
44 All Councilmembers thanked R. Max Lohman for all his efforts in supporting and defending the
45 City and its residents in these legal matters.

XI. ITEMS FOR COUNCIL ACTION/DISCUSSION
a. DISCUSSION ON ADOPTING A RESOLUTION DENOUNCING THE "BOYCOTT,
DIVESTMENT , AND SANCTIONS" (BOS) MOVEMENT AS AN ANTI-SEMITIC ATTEMPT TO
DELEGITIMIZE ISRAEL.
Vice Mayor Litt shared that representatives of the Jewish community in Palm Beach Gardens would
like to address the anti-Semitism issue in a resolution but in a more complete manner for our City
and leave out the foreign policy issues. All Councilmembers agreed to get more input in order to
compose a more complete resolution with City Attorney, R. Max Lohman, and to postpone this
discussion to the March meeting.
Mayor Marciano announced that he will not be seeking the role of Mayor for the next year but is
happy to serve on Council. He commented for a future charter amendment allowing the residents of
the City to vote for their choice of Mayor and for communication to run better through the Mayor's
office so that the Mayor's position has the opportunity to speak and the message be consistent for
community events.
