6 The regular meeting was called to order at 7:00 p.m. by Mayor Marciano.

9 PRESENT: Mayor Marciano , Vice Mayor Litt, Councilmember Marino, Councilmember
10 Woods, Councilmember Lane. (Due to the Coronavirus Pandemic, the following
11 Councilmembers attended the meeting remotely via Zoom: Mayor Marciano, Vice Mayor Litt,
12 Councilmember Lane and Councilmember-elect Reed.)

15 The City Clerk read Resolution 15, 2020 by title.
16 a. RESOLUTION 15, 2020 -DECLARING THE RESULTS OF THE MUNICIPAL ELECTION.
17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS,
18 FLORIDA, DECLARING THE RESULTS OF -THE GENERAL ELECTION HELD ON MARCH
19 17, 2020, PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES .
20 Vice Mayor Litt made a motion to approve to Resolution 15, 2020.
21 Councilmember Woods seconded.
22 Motion passed 5-0.
23 b. ADMINISTER OATH OF OFFICE.
24 City Clerk, Patricia Snider, administered the Oath of Office to Councilmember-elect Chelsea
25 Reed .
26 All Councilmembers welcomed new Councilmember Reed. Before former Councilmember Lane
27 exited the meeting, the City Council thanked him for his service and wished him well.
28 IV. REORGANIZATION
29 a. APPOINTMENT OF MAYOR
30 b. APPOINTMENT OF VICE MAYOR.
31 Councilmember Marino made a motion to appoint Carl Woods for Mayor, Maria Marino for
32 Vice Mayor and Rachelle Litt for Vice Mayor Pro Tern.
33 Vice Mayor Litt made a motion to appoint Carl Woods for Mayor, Maria Marino for Vice
34 Mayor and Rachelle Litt for Vice Mayor.
35 Councilmember Woods seconded Councilmember Marino 's motion to appoint Carl Woods for
36 Mayor, Maria Marino for Vice Mayor and Rachelle Litt for Vice Mayor Pro Tern.
37 Mayor Marciano brought the Reorganization back for discussion. Discussion ensued.
38 Motion passed 5-0 with the following appointments:

16 APPLICATION FOR A TRANSPORTATION ALTERNATIVES PROGRAM GRANT TO THE
17 FLORIDA DEPARTMENT OF TRANSPORTATION THROUGH THE PALM BEACH

18 Development Board -Council consensus was to send information to the Palm Beach North
19 Chamber of Commerce and the PGA Corridor Association to seek a potential appointee from the
20 business community by means of an application process. Appointee and Alternate will be
21 discussed and determined during the June 4, 2020 City Council meeting from the applications
22 received.
23 Councilrnernber Marciano stated there needs to be more effort in coordinating information
24 from Councilmembers to residents and suggested a daily or weekly report of talking points.
25 Vice Mayor Pro Tern Litt thanked City staff for all the communication but also wanted to get
26 more specific clarification on what material can be transferred to the public. Expressed that
27 residents do not know where to go for information.
28 Councilrnernber Reed concurred that she needs more direction on what to share and not to share
29 and would like to know any restrictions. Encouraged residents to sign-up for City emails and
30 shared posts on social media.
31 Councilrnernber Marino commented that information sent out from Councilmembers needs to
32 be consistent and the same. Conveyed that it is hard to do a daily briefing.
33 Mayor Woods stated that City emails provide a huge resource of news and data and did not
34 want Councilmembers to micro-manage City staff.
35 City Manager, Ron Ferris asserted that an extraordinary amount of informational material has
36 been continuously sent out to City Council, and the City does an excellent job in communicating
3 7 to residents. It is the obligation of Councilmembers to send out this information as they see fit.
38 Keeping the City operating and overseeing City government is more than a full-time job during
39 this State of Emergency. Has always had an open-door policy. The information being shared
40 with Councilmembers is what the City receives.
41 Mayor Woods agreed. If a Councilmember has a specific question, the City Manager is always
42 available.
