ITEMS BY COUNCIL LIAISON 20 Council Liaison Levy reported the City Council will look at Ordinance 5, 2009 again. 21 Two openings are available for the Citizens Police Academy. 22 Chair Wisneski asked Council Liaison Levy about Ordinance 21, 2009 and Ordinance 23 22, 2009. 24 VI. ITEMS BY STAFF LIASION 25 None. 26 VII. OLD BUSINESS 27 A. Adopt-A-Street Program 28 Public Works Superintendent Prince Alexander presented the Adopt-A-Street 29 program. Marketing the program was discussed. 30 Frances Heaslip made a motion adopting the Adopt-A -Street program as presented. 31 Mark Lenow seconded. 32 Motion passed 3-0. 33 VIII. It is meant to define our organization's mission, values and principles, linking them with standards of professional co nduct and industry standards. This document will be an important communication tool to help sustain consistency around the world and create an eve n playing field for all Certified Arborists. The Code of Ethics policy will be sent to all current ISA Ce rtified Arborist to sign in the next few months and will become par t of the application process for all new incoming applicants. We anticipate that implementing this policy will help to reduce poor professional cond uct and practices. ISA Certified Arborists will be held accountable for their action s and in turn improve their business relations within their co mmunity and amongst their peers. This Code of Ethics will offer an invaluable opportu nity for ISA to continue building a positive industry image wh ich will increase confidence and trust in our certification program. All 5 credential applications are available for online submission! All first time applicants can submit their application online. Plea se make sure that no required information was overlooked aft er you have clicked "submit". You should receive a "Thank You" message to assure your application was fully completed. ISA Certified Arborist exam changed its passing score from 70% to 72%. The Test Committee recently met and reviewed the passing score, as set in the previous format of domains, and considered the pa ssing score for the exam. Based upon the Angoff Technique, widely used in many ce rtification programs in North America, the Test Committee dete rmined to set the passing score at 2% points higher than the 70% set more than 15 years ago. In addition to the Angoff technique, the Test Co mmittee, made up of a diverse group of professionals from all segments of the arborist community, justified the slight incremental change in the passing score as consistent with the increase in training and educational materi als now available as well the increased expectations of employer s of Certified Arborists. The change in exam format and the application of the new passing score will be July 1, 2009.You will be required to obtain a 72 % overall score on the exam in order to have a passing score. If a passing score of 72% is not achieved you will have to retake the entire exam until a passing score is obtained to gain certification. Unfortunately, when changes like this occur, there is always a gr oup caught in transition. You must complete your exam under th e existing requirements and you will have until September 30, 2009 to do so. The ISA Certification team unde rstands your challenges and wi ll work with you in every way possible to help you complete your domain retakes before that date.
