ROLL CALL 10 Members Present: Chair Craig Kunkle (left meeting at 7:30 p.m.), Vice Chair Douglas Pennell, 11 Randolph Hansen, Joy Hecht, Barry Present, Michael Panczak, Amir Kanel, Joanne Koerner 12 (2nd Alternate sitting for Chair Kunkle at 7:30 p.m.). 13 Members Absent: None 14 Also Present: City Attorney Keith Davis, Growth Management Administrator Kara Irwin, 15 Planning Manager Natalie Wong, Planner Richard Marrero, City Forester Mark Hendrickson, 16 Forestry Technician Ray Caranci, Planner Martin Schneider, Engineering Associate Denise 17 Alfonso. 18 IV. APPROVAL OF MINUTES 23 Randolph Hansen made a motion for approval of the June 23, 2009 meeting minutes. 24 Vice Chair Pennell seconded. 25 Motion passed 7 -0. 26 Randolph Hansen made a motion for approval of the July 14, 2009 meeting minutes. 27 Vice Chair Pennell seconded. 28 Motion passed 7 -0. 29 VII. PUBLIC HEARINGS 30 1. Ex Parte Communication (Public Workshop) 31 Ex pane communication was declared bar: Randolph Hansen, Joanne Koerner. 32 LDRA-09 -02 -000020 Text Amendment to the Land Development Regulations (LDRA) for 33 the Briger Tract 34 PDRI -09 -024M00002 Briger Development of Regional Impact (DRI) 35 PPCD-09 -02- 000002 Briger Planned Community Development (PCD) 36 Public Workshop: A request by Mr. Ken Tuma, of Urban Design Kilday Studios, on behalf of 37 the property owners, The Lester Family Investments, L.P., et al, and Palm Beach County, for 38 approval of a rezoning from Planned Development Area (PDA) zoning designation to a Planned 39 Community Development Overlay (PCD) zoning designation. The proposed PCD/DRI will 40 consist of 1.6 million square feet of biotech research space for Phase II of The Scripps Research 41 Institute's (TSRI) Florida campus, 2.4 million square feet of biotechnological/biomedical, 42 pharmaceutical and related ancillary uses, 500,000 square feet of commercial development, and 43 2,700 dwelling units. The subject site is approximately 681 acres and is located south of Donald 44 Ross Road, north of Hood Road and east and west of Interstate 95. 45 The following individuals commented on this agenda item: Ken Tuma, Urban Design Kilday 46 Studios; Planning Manager Natalie Wong.
