6 The regular meeting was called to order at 7:00 p.m. by Mayor Woods.

10 Marciano, Councilmember Reed. (Due to the Coronavirus Pandemic, Vice Mayor Pro Tern Litt
11 attended the meeting remotely via Zoom).

13 III.ADDITIONS, DELETIONS, MODIFICATIONS
14 Item IV Announcements and Presentations -RESOLUTION 45, 2020 -THE ECONOMIC
15 RECOVERY ACT (ERA) GRANT FUND IN RESPONSE TO THE COVID-19 PANDEMIC.
16 Vice Mayor Marino made a motion to add Resolution 45, 2020.
17 Vice Mayor Pro Tern Litt seconded.
18 Motion passed 5-0.
19 IV. ANNOUNCEMENTS AND PRESENTATIONS
20 Noel Martinez, President and CEO of Palm Beach North Chamber of Commerce, and Dana
21 Middleton, Chair of the PGA Corridor Association presented the "Economic Recovery Act II"
22 establishing the Food Services Stabilization Fund. The FSSF will provide financial support to 30
23 or more food service businesses with a one-time grant payment of up to $15,000 for each
24 qualifying applicant.
25 City Manager, Ron Ferris reported 54 applications were received for the Small Business Relief
26 Fund. A total of 21 applications were approved. $403,895 funds are being distributed. Upon the
27 completion of Phase II, the possibility of Phase III will be considered to include additional
28 businesses.

35 PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
36 Councilmember Marciano made a motion to approve Resolution 45, 2020.
37 Councilmember Reed seconded.
38 Mayor Woods brought the item back for discussion. Discussion ensued.
39 Motion passed 5-0.
40 City Manager, Ron Ferris thanked Noel Martinez and Dana Middleton for their dedication in
41 serving the community and their extraordinary hard work in orchestrating the Economic
42 Recovery Act Phase II.
43 Vice Mayor Marino inquired if the PGA Corridor Association had an opinion about the
44 Northlake Boulevard overlay.
45 Dana Middleton informed Councilmembers the PGA Corridor has not had an opportunity to
46 review it.

2 VI. CITY MANAGER REPORT
3 City Manager, Ron Ferris provided an update on the operations and status of the City during the
4 COVID-19 pandemic. Currently , expedited reviews are tal<lng place for restaurants expanding
5 outdoor seating space. Additionally , 345 businesses have participated in the City's voluntary
6 verification program as being COVID-19 CDC compliant. The Unemployed Resident Relief Fund
7 was very successful. To date , 1,124 Publix gift cards have been distributed. The City is working
8 with Christ Fellowship Church to identify other residents in need of the remaining gift cards.
9 Thanked Councilmembers, staff and volunteers from Christ Fellowship Church for their
10 extraordinary help in service to the City.
11 Police Chief, Clint Shannon provided an overview of the policies and training of the Police
12 Department which has been nationally accredited by the Commission on Accreditation for Law
13 Enforcement Agencies (CALEA) and the Commission for Florida Law Enforcement
14 Accreditation (CFA). During the Department's consecutive 15-year term of accreditations by both
15 commissions, there have been no non-compliance issues. Accordingly , the Police Department has
16 reached CALEA ' s "meritorious level" and CF A's "excelsior level" for its superior performance.
17 The Department is one of only two duly accredited agencies in Palm Beach County. In the State
18 of Florida, the Department is one of only 28 duly accredited out of a populace of 387 agencies .
19 Multiple first-line supervisors are working on the street all the time , 24/7 . All officers receive
20 monthly in-house training in our state-of-the-art tactical training facility , as well as extensive
21 training in a multitude of areas including cris is intervention and cultural and diversity issues.
22 Since 2016, police officers are fully deployed with an extensive body camera system and adhere
23 to strict policies on activation and retention. The Department has been recognized throughout
24 Palm Beach County and the State Attorney 's Office for having a model body-worn camera
25 program. The Department is partnered with many community outreach programs including Suits
26 for Seniors , Ball Stars Basketball Camp, Public Safety Day , Mothers Against Murderers
27 Association, Riviera Beach Youth Recreation Association , and the Clergy Coalition of Palm
28 Beach County. Commented he was extremely proud of the entire police staff for all their hard
29 work , individual commitment to excellence, and superior service to the City.
30 All Councilmembers thanked Chief Shannon for his exceptional leadership and the Police
31 Department for their extraordinary efforts , outstanding community service and continued
32 professionalism in all situations.

48 a. APPOINTMENTS TO THE LOCAL WORKFORCE DEVELOPMENT BOARD .
49 Councilmember Marciano inquired if Dave Markarian from Markarian & Hayes law firm, who
50 had shown interest, had applied.

1 City Clerk, Patricia Snider, informed Council that no applications have been received.
2 Councilmember Marciano stated he would follow up with Dave Markarian. Thanked students
3 from Palm Beach State College for attending the City Council meeting to learn more about
4 governmental leadership. Commented on Vice Mayor Marino 's letter of resignation effective
5 October 2, 2020; thanked her for her dedicated service to the City, wishing her well, as she is a
6 candidate running for election to Palm Beach County Commissioner District 1. Inquired about
7 the election process to fill the vacant City Council seat.
8 City Attorney, R. Max Lohman informed Council that the seat could remain vacant until the
9 March 2021 election or an appointment could be made to fill the interim.
10 Vice Mayor Pro Tern Litt inquired on the status of the traffic light at Sandhill Crane and Bay
11 Hill on Northlake Boulevard.
12 City Manager, Ron Ferris stated the light is currently not warranted by the County. Further
13 discussion between the North County Neighborhood Coalition, Osprey Isles, Palm Beach
14 County, and the City will occur later this month.
15 Vice Mayor Pro Tern Litt and Councilmember Reed expressed the importance of acceptance,
16 justice and racial equality throughout the community and society in general.
1 7 All Councilmembers reflected on the seriousness of working toward real change in achieving
18 diversity and social justice. Remarked how the City consistently leads by example with
19 leadership and staff making a positive difference in the community.
20 b. CITY MANAGER EVALUATION .
21 Vice Mayor Marino noted the City's reserve accounts were almost depleted in September 2001.
22 Under Ron Ferris's management, the reserves have been built up to over $23 million. The City
23 has been very good with doing more with less. City staff appreciates his leadership,
24 encouragement, and mentorship to our community and to our County.
25 Vice Mayor Pro Tern Litt expressed gratitude for his great work during the COVID-19
26 Pandemic as his responses are organized, targeted and appropriate. With all City staff, his
27 leadership and relationship are greatly valued and he continues to make the City the best that it
28 can be.
29 Councilmember Reed shared her appreciation for his informative , direct manner and helpful
30 guidance in her transition to City Council during the COVID-19 Pandemic.
31 Councilmember Marciano expressed how the results of his continued leadership , hard work
32 and compassion for residents is apparent and appreciates his willingness to have open dialogue.
33 Mayor Woods reflecte d how Ron Ferris has become a mentor and a friend and is grateful for his
34 guidance in making the best decisions in the community. His great vision and remarkable
35 leadership skills are evident in the City and his dedicated time and service are truly appreciated.
36 XI.CITY ATTORNEY REPORT
37 On June 2, 2020, the City received a lawsuit from the Palm Beach County Tax Collector
38 regarding the refusal to properly dedicate a 20 foot strip of right away for public access along the
39 western border of the property proposed for the new Palm Beach Tax Collector's office. A
40 response needs to be filed by June 22, 2020. Any questions raised by Councilmembers will be
41 discussed individually.
