6 The special meeting was called to order at 6:01 p.m. by Mayor Woods.
7 I. PLEDGE OF ALLEGIANCE
8 II. ROLL CALL
9 PRESENT: Mayor Woods, Vice Mayor Marino, Vice Mayor Pro Tern Litt, Councilmember
10 Marciano, Councilmember Reed. (Due to the Coronavirus Pandemic, Vice Mayor Pro Tern Litt
11 attended the meeting remotely via Zoom).
12 ABSENT: None.
13 III. PUBLIC HEARINGS: {*Designates Quasi-Judicial Hearing)
14 Those preparing to give testimony were sworn in.
15 Mayor Woods opened the Public Hearing.
16 Mayor Woods asked for any ex-parte.
17 Mayor Woods spoke to Eric Jablin (Art in Public Places Board Member). Met with staff, the
18 applicant, Kevin Mysliwiec, and the ShopCore Properties staff in a Zoom meeting. Received many
19 emails from residents.
20 Vice Mayor Pro Tern Litt met with Brian Seymour (Gunster, Yoakley & Stewart, P.A.) and
21 Kevin Mysliwiec (ShopCore Properties) last year discussing where the project was with Planning
22 and Zoning. In November 2019, spoke with Kevin Mysliwiec and Jeff Quinlivan (Wood Partners)
23 discussing their plans and intentions for the hotel. On March 27, 2020 spoke with Kevin Mysliwiec
24 who stated the project was still moving forward with virtual meetings due to COVID-19.
25 Councilmember Reed met with the applicant, Kevin Mysliwiec (ShopCore Properties), and Steve
26 Mathison (Mathison Whittles, LLP) in a Zoom meeting. Spoke with Eric Jablin (former Mayor and
27 current Art in Public Places Board Member), and Carl Sabatello (current Planning, Zoning, and
28 Appeals Board Member). Received about 35 emails from residents both for and against the project.
29 Vice Mayor Marino met with staff, the applicant, Kevin Mysliwiec (ShopCore Properties) and
30 Steve Mathison (Mathison Whittles, LLP) in a Zoom meeting. Received many emails from
31 residents both for and against the project.
32 Councilmember Marciano spoke with Steve Mathison (Mathison Whittles, LLP) on June 11,
33 2020 and spoke with Kevin Mysliwiec (ShopCore Properties) on June 23, 2020. Met with staff, the
34 applicant, and in a Zoom meeting. Spoke with Eric Jablin (Art in Public Places Board Member).
35 Received numerous emails and walked the property many times.
36 The City Clerk read Resolution 43, 2020 by title.
37 a. *RESOLUTION 43, 2020 -EXCEL GARDENS, LLC REQUESTING SITE PLAN ,
38 ELEVATION, HARDSCAPE AND LANDSCAPE CHANGES. A RESOLUTION OF THE CITY
39 COUNCIL OF THE CITY OF PALM BEACH GARDENS , FLORIDA, AMENDING THE SITE
40 PLAN FOR DOWNTOWN PALM BEACH GARDENS (FKA DOWNTOWN AT THE
41 GARDENS), CONSISTING OF 49.04 ACRES , MORE OR LESS , LOCATED ON THE EAST
42 SIDE OF ALTERNATE A1A BETWEEN KYOTO GARDENS DRIVE AND GARDENS
43 PARKWAY , TO REALIGN THE DRIVE AISLE FROM ALTERNATE A1A, RELOCATE THE
44 CAROUSEL TO THE LAKE SIDE, MAKE SITE MODIFICATIONS TO HARDSCAPE AND
45 LANDSCAPING , ARCHITECTURAL MODIFICATIONS TO THE ELEVATIONS FOR
46 BUILDINGS A, D/E, G/H, 1/J, KIF, AND L, UPDATE BUILDING SQUARE FOOTAGES AND
47 USE ALLOCATIONS , AND APPROVE A MASTER SIGN PROGRAM ; PROVIDING
48 WAIVERS ; PROVIDING CONDITIONS OF APPROVAL; PROVIDING AN EFFECTIVE DATE;
49 AND FOR OTHER PURPOSES .

8 Vice Mayor Litt made a motion to approve Resolution 43, 2020.
9 Councilmember Marciano seconded .
10 M otion passed 5-0.
