WENDY SARTORY LINK, PALM BEACH COUNTY SUPERVISOR OF ELECTIONS, 22 PLANS FOR UPCOMING ELECTIONS. 23 V. COMMENTS FROM THE PUBLIC 24 None. 25 VI. CITY MANAGER REPORT 26 City Manager, Ron Ferris provided an update on the status of the City during the COVID-19 27 pandemic with the most recent Fire Rescue reports from local hospitals. 28 Leisure Services Administrator, Charlotte Presensky gave a presentation celebrating the hard 29 work of the Parks and Recreation staff for Happy Park and Recreation Professionals Day. 30 Thanked all the City Departments for their commitment and support. 31 City Manager, Ron Ferris asked Public Media Relations Manager, Candice Temple and 32 Public Media Relations Specialist, Madelyn Marconi to come forward. 33 Mayor Woods and Vice Mayor Marino presented commendation awards to the Public Media 34 Relations team for their outstanding effort and professional conduct in helping to produce the 35 "2020 State of the City" video, which focused on the City's achievements throughout the fiscal 36 year. 37 Public Media Relations Manager, Candice Temple, thanked everyone for this unexpected 38 honor as it is all about teamwork and expressed appreciation for the creative opportunity. 39 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST: 40 Mayor Woods announced City Manager, Ron Ferris, has provided exemplary service to the City 41 of Palm Beach Gardens throughout his 20-year dedicated tenure in guiding the City to become a 42 lauded municipality in the State of Florida. Introduced the initiative of dedicating and naming the 43 newly renovated City Hall, the Ronald M. Ferris Municipal Complex, to honor his hard work, 44 wisdom, leadership abilities and many accomplishments over the decades. 45 Mayor Woods introduced prominent community and business leaders in the City that wished to 46 express their support in commemorating Ron Ferris' superb leadership. 47 Steve Mathison , Attorney from Mathison Whittles, LLP, shared his great enjoyment in working 48 with Ron Ferris during the past 20 years. Stated that sound fiscal management, a superior bond rating, employee healthcare 3 services and employee retention are a few examples of continuity and stability making Palm 4 Beach Gardens special. Shared that Ron Ferris has always stepped forward with honesty to do the 5 right thing leading to a better result in decision-making. Expressed his appreciation that the 6 Mayor and City Council are now recognizing his accomplishments in proposing this honor. 7 Tom Cairnes , Director of Construction, Forbes Company, expressed his pleasure for the 8 opportunity to be present this evening in recognition of Ron Ferris as he has worked with him 9 over the past 20 years. Shared that he has the foresight to see the ability people have and strives to 10 promote from within when possible, and accordingly, employees love working for the City. 11 Highlighted his emphasis of integrity and honesty in attaining meaningful results and motivating 12 staff members to do their best in realizing the goals of the City Council. Shared his support for 13 naming the new City Hall, the Ronald M. Ferris Municipal Complex. 14 Noel Martinez, President and CEO of Palm Beach North Chamber of Commerce, shared that 15 Ron Ferris' strong leadership qualities have always been successful in fostering teamwork and 16 challenging the status quo to achieve the best results. Stated that he is a well-respected, public- 17 facing leader as evidenced by the City's wonderful reputation, hard-working employees, and 18 award-winning programs brought forth in large measure through his vision being transformed into 19 realistic accomplishments. Exemplified how economic incentives have attracted and maintained 20 high-quality businesses and created public-private partnerships in formulating a strong foundation 21 for the City's future. Expressed that Ron Ferris' direct and unfiltered approach to management 22 has afforded him the ability to get things done. Commented that now is the time to show how 23 much we appreciate all he has done for Palm Beach Gardens as City Manager. 24 Tony Badala, President of Palm Beach Gardens Youth Athletic Association, stated that the 25 Association's Executive Board and its 5,000 families and 800 volunteers share the foregoing 26 sentiments. Articulated his appreciation of Ron Ferris' direct answering style and team-building 27 leadership skills as evident in the development of Palm Beach Gardens with its beautiful 28 buildings and parks. Shared how it would be a pleasure to see Ron Ferris honored for his great 29 vision, and naming City Hall after him would be a great testimony to a great man. 30 Mayor Woods introduced Resolution 49, 2020 naming the new City Hall Municipal Complex, 31 the Ronald M. Ferris Municipal Complex, in recognition of the City Manager's extraordinary 32 performance. 33 Mayor Woods passed the gavel to Vice Mayor Marino so he could make a motion. 34 Mayor Woods made a motion to add Resolution 49, 2020 to the agenda at this point. 35 Councilmember Reed seconded. 36 Motion passed 5-0. 37 Mayor Woods made a motion to approve Resolution 49, 2020. 38 Councilmember Marciano seconded. 39 The City Clerk read Resolution 49, 2020 by title. 40 RESOLUTION 49, 2020 -A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM 41 BEACH GARDENS, FLORIDA, HONORING RONALD M. FERRIS FOR TWENTY YEARS OF 42 DEDICATED SERVICE TO THE CITY OF PALM BEACH GARDENS AS THE CITY MANAGER 43 BY NAMING AND DEDICATING CITY HALL THE "RONALD M. FERRIS MUNICIPAL 44 COMPLEX", AND COMMENDING HIM FOR HIS UNSELFISH COMMITMENT TO MUNICIPAL 45 LEADERSHIP, GOVERNANCE , AND EXEMPLARY PUBLIC SERVICE; PROVIDING AN 46 EFFECTIVE DATE; AND FOR OTHER PURPOSES. 47 Councilmembers recounted Ron Ferris' accomplishments and shared insights of his visionary 48 leadership during his exceptional tenure as City Manager. The City's many accomplishments and CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING 07-16-2 0 PAGE 2 1 awards resulted in large part from his steady hand as both a compassionate and skillful 2 professional in managing municipal operations. 3 Motion passed 5-0. 4 A standing ovation was conducted by Councilmembers, City staff and all attendees. 5 City Manager, Ron Ferris, expressed his sincere appreciation, humbleness and thanked 6 everyone for this extraordinary honor. He cherished their kind words and accolades and 7 acknowledged a leader is only as good as the sum that puts together the team. Thanked 8 Councilmembers for their direction and appreciated City staff for their daily work and 9 collaboration in coming together to do the best for the City. 10 Additionally, Mayors Woods proposed to move the start time for all future City Council 11 meetings to 6:00 p.m. 12 Councilmembers discussed their positive support in favor of changing to a 6:00 p.m. start time. 13 City Manager, Ron Ferris concurred that staff supports this idea as it provides more consistency 14 to be productive to start City business. 15 Mayor Woods asked the City Attorney for a Resolution. 16 Vice Mayor Marino made a motion to change the official start time for future City Council 17 meetings to start at 6:00 p.m. 18 Councilmember Reed seconded. 19 Motion passed 5-0. 20 VII.
