2 BUDGET OVERSIGHT REVIEW BOARD
3 REGULAR MEETING
45 July 23, 2020
6 I. CALL TO ORDER
7 The regular meeting (held via Zoom conference) was called to order at 8:31 a.m. by Chair Comiter.
8 Agenda Coordinator, Renata Schwedhelm, provided Zoom instructions for participants.
9 II. PLEDGE OF ALLEGIANCE

11 PRESENT: Chair Andrew Comiter, Vice Chair Dennis Beran, Mark Schulte, Mark Feldmesser,
12 David Middleton.
13 ABSENT: None.
14 ALSO PRESENT: Finance Administrator, Staff Liaison Allan Owens; Deputy Finance
15 Administrator, Sean O'Brien.
16 IV. ADDITIONS, DELETIONS, AND MODIFICATIONS
17 None.
18 V. APPROVAL OF MINUTES for the June 25, 2020 meeting.
19 Board Member Middleton made a motion to approve the June 25, 2020 meeting minutes.
20 Vice Chair Beran seconded.
21 Motion passed 5-0.
22 VI. REGULAR AGENDA
23 A. FY 2020/2021 BUDGET UPDATE
24 Finance Administrator, Allan Owens presented an overview of the FY 2020/2021 budget stating
25 the FY 2021 property valuation is $13.09 billion, the proposed millage rate stays the same at 5.55%
26 and the debt rate is .0%. Shared significant budget factors for FY 2021 include personnel, operating
27 costs which include maintenance and repairs, and the uncertainty of the COVID-19 impact.
28 Personnel costs are up $3.9 million which include salaries, retirement, health and life insurance,
29 workers' compensation, and an addition of 7 new full-time positions. Communicated that COVID-19
30 has significantly impacted the State's process in producing the City and County revenues estimated
31 for the coming fiscal year as they have not been published to date. Staff will continue to monitor
32 estimates as they are published and make any necessary adjustments. The City Council Public
33 Hearings for the budget are scheduled for September 10 and September 24, 2020. Discussion ensued.
34 Finance Administrator, Allan Owens, set the next meeting date for August 27, 2020 at 8:30 a.m.
35 The Board agreed to set the next meeting date to August 27, 2020 at 8.30 a.m.

42 X. COMMENTS BY THE BOARD
43 Chair Comiter thanked everyone for their comments and stated the Board's discussion will be
44 incorporated into the report that will be sent to Allan Owens one week prior to the August 27,
45 2020 meeting.

Board Member Feldmesser made a motion to adjourn the meeting.
Board Member Middleton seconded.
Motion passed 5-0.
Chair Comiter adjourned the meeting at 9:46 a.m.
The next meeting will be held on August 27, 2020.
