PLEDGE OF ALLEGIANCE 8 II. ROLL CALL 9 PRESENT: Mayor Woods, Vice Mayor Marino , Vice Mayor Pro Tern Litt, Councilmember 10 Marciano, Councilmember Reed . (Due to the Coronavirus Pandemic, Vice Mayor Pro Tern Litt 11 attended the meeting remotely via Zoom). 12 ABSENT: None. 13 III. ADDITIONS, DELETIONS, MODIFICATIONS 14 None. 15 IV. ANNOUNCEMENTS AND PRESENTATIONS 16 a. FLORIDA'S TURNPIKE WIDENING PROJECT BY BRANDON BOBO, P.E., PROJECT 17 MANAGER, FROM HNTB (HOWARD NEEDLES TAMMEN AND BERGENDOFF 18 ARCHITECTURE). 19 Brandon Bobo , Turnpike Design Project Manager from HNTB , introduced Andrew Velasquez, 20 Turnpike Program Director for Planning and Traffic from Atkins, Carol Scott, FDOT Turnpike 21 Planning Manager and Steven Waterston, Engineering Design Consultant from HDR, Inc . 22 Presented a preliminary design overview of the Florida Department of Transportation 's (FDOT) 23 plans to widen Florida's Mainline Turnpike (SR 91) in Palm Beach County from north of Beeline 24 (SR 710) to West Indiantown Road (SR 706) with a construction start date planned in 2025. 25 Councilmembers stressed the importance of FDOT's ongoing communication to the City and 26 residents about the details and timetable of this project. 27 b. 2020 MISSION: AMERICAN HEART ASSOCIATION LIFELINE EMS AWARD. 28 Fire Division Chief, EMS, Cory Bessette recognized the Palm Beach Gardens Fire Rescue 29 Department for their outstanding accomplishment in receiving the American Heart Association 's 30 2020 Mission Lifeline Gold Plus Lifeline EMS Award, the fourth such consecutive award, 31 acknowledging the Department's devotion to the community and its exceptional service. Thanked 32 paramedics, EMTs, and other City resources for their participation in meeting the strict 33 requirements for this prestigious Award. 34 V. COMMENTS FROM THE PUBLIC 35 None. 36 VI. CITY MANAGER REPORT 37 City Manager, Ron Ferris shared results of the Economic Recovery Act, Resolution 37 , 2020, 38 unanimously approved at the City Council meeting on May 7, 2020, which transferred $1.3 million 39 from the City's Economic Development Fund. In partnership of the Palm Beach North Chamber of 40 Commerce and the PGA Corridor Association, the Economic Recovery Act Grant Fund dedicated 41 $1 million to the Small Business Relief Fund and $300,000.00 to the Unemployed Residents Relief 42 Fund. In Phase 1 of the Small Business Relief Fund, 21 locally-owned businesses within the City's 43 limits and each having no more than 25 employees, received a total of$403,895.00 in grant money. 44 Also , during Phase 2, an additional 8 businesses received awards totaling $120,000.00. Phase 3 saw 45 another 40 businesses receive grants totaling $465,000.00. Overall, a total of 69 eligible small 46 businesses received a total of $988,895 .00. The City allocated $10,000.00 for the Palm Beach North 47 Chamber of Commerce's #ilovelocal campaign which encouraged consumers to support local 48 businesses. CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING 08 -06-2 0 PAGE 1 1 In the Unemployed Resident Relief Fund, a $250.00 Publix gift card was provided to unemployed 2 qualifying residents affected by the COVID-19 economic slowdown. Phase 1 was conducted on May 3 18 th to May 2 1st at the Gardens North County District Park where 803 residents received a total of 4 $200,750.00 in Publix gift cards. Phase 2 was held on May 28 th at the Gardens North County District 5 Park where 323 residents were given $80,750.00 in Publix gift cards. Phase 3 was conducted July 6 27 th -July 30 th at the Burns Road Community Center where 122 residents were aided with 7 $30 ,500.00 in Publix gift cards. In total 1,248 residents received a total of $312,000.00 in Publix gift 8 cards . The City Manager recognized and thanked City staff, Councilmembers, and volunteers from 9 Christ Fellowship Church for their extraordinary help in assisting this community-wide event. 10 Provided an update on the Planning and Zoning Department's outdoor seating and use approvals for 11 expansions and/or modifications necessitated by COVID-19 CDC guidelines . Also shared a reported 12 update on COVID-19 including potential encounters and the statuses of hospital/assisted living 13 facilities and nursing homes. Commented on the COVID-19 expenses that may be eligible for 14 reimbursement under FEMA 's Public Assistance Program, noting to date, expenditure of$65,900.00 15 in personnel costs and $171,883.00 in operating costs totaling $237 ,783.00. 16 City Manager, Ron Ferris, introduced Deputy Community Services Administrator, Angela 17 Brown , and Operations Manager, Jennifer Nelli, who shared an update on the Capital 18 Improvements Projects (CIP) which includes 44 active construction projects representing a total of 19 $62.4 million in capital expenditures. Projects highlighted included the new Tennis Center 20 Clubhouse, the Tennis Center Court's renovations and expansion, the Fire Apparatus and Central 21 Supply -Logistics Center, the Fueling Station , City Hall renovations and expansion, Police 22 Department renovation, Fire Station 1 renovation, Riverside Youth Enrichment Center renovations, 23 Golf Turf Care Facility demolition replaced by the new Golf Course Maintenance building, the new 24 Public Safety Training Complex and the Gardens Park Baseball Complex expansion. Thanked all 25 City departments and staff for their close involvement and assistance in expediting projects which 26 resulted in saved time and reduced costs. 27 Mayor Woods and Councilmembers expressed their appreciation for a great job. 28 Vice Mayor Marino noted these projects are an impressive use of the tax dollars the City receives 29 in planning for future growth. 30 VII. CONSENT AGENDA 31 a. APPROVE MINUTES FROM THE JULY 16, 2020 CITY COUNCIL MEETING. 32 b. RESOLUTION 32, 2020 -PURCHASE AWARD -REPLACEMENT OF BUSINESS 33 MANAGEMENT AND COMMUNITY DEVELOPMENT SYSTEMS. A RESOLUTION OF THE 34 CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA, APPROVING AN 35 AWARD OF A SOFTWARE AS A SERVICE AGREEMENT WITH TYLER TECHNOLOGIES, 36 INC. FOR REPLACEMENT OF BUSINESS MANAGEMENT AND COMMUNITY 37 DEVELOPMENT SYSTEMS FOR THE CITY'S ENTERPRISE RESOURCE PLANNING 38 SOLUTION; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES . 39 c . RESOLUTION 50, 2020 -SETTING THE START TIME OF CITY COUNCIL MEETINGS TO 40 6 :00 P.M. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH 41 GARDENS, FLORIDA, PROVIDING FOR REGULAR MEETINGS OF THE CITY COUNCIL 42 TO CONVENE AT 6:00 P.M. ON THE FIRST THURSDAY OF EACH MONTH , OR AS 43 OTHERWISE SCHEDULED; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER 44 PURPOSES. 45 d. PROCLAMATION-FLORIDA WATER PROFESSIONAL MONTH. 46 e. PROCLAMATION-NATIONAL OVERDOSE AWARENESS DAY. 47 Councilmember Marciano made a motion to approve the Consent Agenda. 48 Vice Mayor Marino seconded. 49 Motion passed 5-0. RESOLUTIONS 4 The City Clerk read Resolution 4 7, 2020 by title. 5 a. RESOLUTION 47, 2020 -MASTER FEES AND CHARGES SCHEDULE. A RESOLUTION 6 OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA, 7 UPDATING THE SCHEDULE OF FEES AND CHARGES FOR VARIOUS SERVICES 8 RENDERED BY THE CITY OF PALM BEACH GARDENS FOR ITS CITIZENS AND OTHER 9 MEMBERS OF THE PUBLIC FOR FISCAL YEAR 2020/2021 ; PROVIDING AN EFFECTIVE 10 DATE; AND FOR OTHER PURPOSES. 11 Petitioner presentation: None. 12 Staff presentation: Deputy Finance Administrator, Sean O'Brien. 13 Public comment: None. 14 Vice Mayor Marino made a motion to approve Resolution 47, 2020. 15 Vice Mayor Pro Tern Litt seconded. 16 Mayor Woods brought the item back for discussion. Discussion ensued. 17 Motion passed 5-0. 18 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST: 19 Councilmember Reed encouraged all residents to vote in Palm Beach County's upcoming 20 primary election on August 18, 2020 and shared ways residents can obtain their ballot and then 21 vote, referencing the Supervisor of Elections website for more information. 22 Councilmember Marciano, Mayor Woods and other Councilmembers expressed best wishes 23 to Vice Mayor Marino on her candidacy for Palm Beach County Commission, District 1. 24 Vice Mayor Marino wished everyone a safe and happy Labor Day. 25 XI.
