6 The regular meeting was called to order at 6:00 p.m. by Mayor Woods.

13 Mayor Woods congratulated Vice Mayor Marino on her primary victory for the Palm Beach
14 County Commission, District 1 seat and initiated a standing ovation as all Councilmembers
15 concurred their congratulations.

22 VI. CITY MANAGER REPORT (PART 1 OF 2)
23 City Manager, Ron Ferris, announced the official ribbon-cutting of the tennis center at 10:00
24 a.m. on October 1, 2020. Prior to its grand opening ceremony, Leisure Services Administrator,
25 Charlotte Presensky, and staff will be inviting Councilmembers, individually, to visit and receive
26 a personal tour of the fantastic facility . Mr. Ferris introduced, Director of Golf, Casey Mitchell,
27 who gave a presentation on the 14th Annual Mayor's Veterans Golf Classic happening on
28 Saturday, November 7, 2020 with 100% of proceeds to benefit the West Palm Beach VA Resource
29 Center.
30 Mayor Woods recognized the importance of the day's fund-raising activities in helping our local
31 veterans. In consultation with the City Manager, he was informed the City had a budgeted line
32 item and could contribute $5,000 as a community sponsor.
33 Vice Mayor Marino made a motion to donate $5,000 to the 14th Annual Mayor's Veterans Golf
34 Classic.
35 Councilmember Marciano seconded.
36 Motion passed 5-0.

38 offe red appreciatio n for ratifi cati on of the collective bargaining agreement.

44 City Manager, Ron Ferris , introduced Fire Chief, Keith Bryer, who shared an extraordinary
45 inc ident , noting that each qu arter Fire Rescue makes a nominati on for the Fire Dep artment's Call
46 of the Quarter A ward in recogni t io n of those who have gone above and bey ond in an emergency.
47 Police Officer, David Joy , was asked to come forwar d to be ho nore d for his hero ic actions that
48 saved a man 's life on Sunday , Se ptember 6, 2020. In add ition , Police Chief, Clint Shannon ,
49 prese nte d the Palm Beac h Gardens Pol ice Department's Life Saving Award for his extraordinary
50 pro fess io nalis m and call to duty . The refe renc ed incident was a severe vehicle crash that Police

1 Officer David Joy responded to and he immediately applied a tourniquet on the victim's severed
2 arm and stopped the bleeding, rescuing him. Keeping civilians back, he directed traffic until
3 backup arrived. Police Chief, Clint Shannon, also noted that all Palm Beach Gardens Police
4 Officers receive annual training on how to stop bleeding through tourniquet applications. A
5 standing ovation occurred to honor his valiant actions.
6 City Manager, Ron Ferris, shared that flags will be flown at half-mast in honor of Patriot's Day
7 marking the 19th anniversary of September 11 , 2001. Mr. Ferris introduced Police Maior, Paul
8 Rogers, and Deputy Fire Chief, James Ippolito, who gave remembrance and called for a standing
9 moment of silence in honor of the victims and those lives affected in this tragedy.
10 Councilmember Marciano referenced Palm Beach Gardens 9/11 Memorial in front of Fire
11 Station 3 on Northlake Boulevard, encouraging everyone to visit and honor those who suffered or
12 died on September 11 , 2001.
13 City Manager, Ron Ferris, announced the reopening of City Hall and the Building Department
14 effective September 21 , 2020 with self-monitoring stations with temperature and hand sanitizer
15 protocols at both the main City Hall Lobby and the Building Lobby entrances.

1 Councilmember Marciano indicated his prior statements on Ordinance 7, 2020, adopting the
2 budget for fiscal year 2020/2021 , were not meant to be political in nature.
3 Councilmember Reed shared the Ignite the Fight 5K, a new virtual fitness challenge in October,
4 and encouraged everyone to participate in this event to help families of firefighters, law
5 enforcement, EMS providers, and other first responders during times of need.
6 Mayor Woods announced a proposal to allow Palm Beach Gardens retail locations to serve alcohol
7 at 6:00 a.m. to accommodate the local fishing community. Currently alcohol cannot be sold before
8 8:00 a.m. in the City and boaters are going to other municipalities to purchase supplies.
9 Councilmembers concurred and asked the City Attorney, R. Max Lohman to research the
10 surrounding communities and gather some reasonable information before the October 1, 2020 City
11 Council meeting.
12 City Attorney, R. Max Lohman , agreed to investigate the matter to find out the general practice.
