July 28, 2020
6 I. CALL TO ORDER
7 The special public workshop (held via Zoom teleconference) was called to order at 6:01 p.m. by
8 Chair Hansen.
9 II. PLEDGE OF ALLEGIANCE
10 Director of Planning & Zoning, Natalie Crowley, showed the United States flag as all said the
11 Pledge of Allegiance.
12 Agenda Coordinator, Renata Schwedhelm, provided Zoom instructions for participants.
13 III. ROLL CALL

15 Chair Randolph Hansen, Vice Chair Michael Panczak, Carl Sabatello, L. Marc Cohn Goined in at
16 6:07 p.m.), Roma Josephs, Christopher Oftedal, Erez Sela, 2nd Alternate Timothy Coppage.
17 Members Absent: None.

19 Assistant Planning & Zoning Director, Peter Hofheinz; Planning Manager, Joann Skaria.
20 IV. ADDITIONS, DELETIONS, MODIFICATIONS

22 V. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY
23 At the June 25, 2020 City Council special meeting, the Downtown Palm Beach Gardens site plan
24 petition was approved. Based on the recommended improvements from the June 9, 2020 Planning,
25 Zoning and Appeals Board meeting, the applicant made several enhancements to the carousel area
26 including traffic calming measures, lighting improvements, landscaping and other various safety
27 protocols which were incorporated into the final plan presented before City Council. At the July 16,
28 2020 City Council regular meeting, the petitions for the Roan Lane self-storage facility including the
29 rezoning, the text amendment, and site plan on Northlake were approved on second and final reading.
30 In addition, the petitions for the A venir Master Signage Program and the A venir site plan for
31 residential Pod 5 were also approved.
32 VI. PUBLIC WORKSHOP
33 NO ACTION WILL BE TAKEN ON THIS ITEM
34 1. PCDA-20-02-000039-Avenir proposing an amendment to the PCD Standards, Master
35 Plan, PCD roadway cross-sections and buffers and development order conditions.
36 A request from A venir Development, LLC for a Planned Community Development (PCD)
37 Amendment to modify parcel boundaries, relocate approved square footages for professional
38 office from Parcel C Workplace to Parcel D Workplace, modify external PCD driveway
39 connections to Northlake Boulevard, revise PCD and roadway buffer landscape plans update
40 development standards and list of permitted uses, and to modify Resolution 4, 2016 Conditions of
41 Approval. The A venir PCD is generally located on the north side of Northlake Boulevard, east of
42 Grapeview Boulevard, west of Bay Hill Drive, and south of Beeline Highway, and the proposed
43 Town Center site plan is located northeast of the intersection of Northlake Boulevard and Coconut
44 Boulevard.
45 Petitioner presentation: Ken Tuma, Urban Design Kilday Studios.
46 Staff presentation: None.
47 Chair Hansen brought the Item back for discussion. Discussion ensued.

IX. ADJOURNMENT
Board Member Josephs made a motion to adjourn the meeting.
Board Member Oftedal seconded.
Motion passed 7-0.
Chair Hansen adjourned the meeting at 7:43 p.m.
The next regular meeting will be held on August 11, 2020.
