2 BUDGET OVERSIGHT REVIEW BOARD
3 REGULAR MEETING
I August 27, 2020
6 I. CALL TO ORDER
7 The regular meeting (held via Zoom conference) was called to order at 8:30 a.m. by Chair Comiter.
8 Agenda Coordinator, Renata Schwedhelm, provided Zoom instructions for participants.
9 II. PLEDGE OF ALLEGIANCE
10 III. ROLL CALL
11 PRESENT: Chair Andrew Comiter, Vice Chair Dennis Beran, Mark Schulte, Mark Feldmesser,
12 David Middleton.
13 ABSENT: None.
14 ALSO PRESENT: Finance Administrator, Staff Liaison Allan Owens.
15 IV. ADDITIONS, DELETIONS, AND MODIFICATIONS
16 None.
17 V. APPROVAL OF MINUTES for the July 23, 2020 meeting.
18 Board Member Middleton made a motion to approve the July 23, 2020 meeting minutes.
19 Board Member Feldmesser seconded.
20 Motion passed 5-0.
21 VI. REGULAR AGENDA
22 A. Discuss Budget Oversight Review Board Report to Council
23 Chair Comiter presented a draft of the FY 2020/2021 Proposed Operating & Capital Improvements
24 Budget 2020 Annual Report. Discussion ensued.
25 Chair Comiter noted that Board Members were in agreement that a millage increase was not
26 necessary and that certain Board Members felt that if it were not for the uncertainty of the COVID-19
27 pandemic, a reduction of the millage rate would have been in order. The City's financial position
28 continues to improve on an annual basis recognizing the City's strong and consistent leadership.
29 Board Members thanked Chair Comiter for drafting the report and Finance Administrator, Allan
30 Owens for all his hard work.

35 IX. COMMENTS BY THE PUBLIC
36 None.
37 X. COMMENTS BY THE BOARD
38 Chair Comiter suggested to forego a September Budget Oversight Review Board meeting if there
39 were no issues with the FY 2020/2021 Budget before the September 10, 2020 City Council meeting,
40 and then to reconvene again in October.
41 Board Members concurred.

2 Vice Chair Beran made a motion to adjourn the meeting.
3 Board Member Feldmesser seconded.
4 Motion passed 5-0.
5 Chair Comiter adjourned the meeting at 8:51 a.m.
