PLEDGE OF ALLEGIANCE 8 11. ROLL CALL 9 PRESENT: Mayor Woods, Vice Mayor Marino, Vice Mayor Pro Tern Litt, Councilmember 10 Marciano, Councilmember Reed. 11 ABSENT: None. 12 I11. ADDITIONS, DELETIONS, MODIFICATIONS 13 None. 14 IV. ANNOUNCEMENTS AND PRESENTATIONS 15 Mayor Woods, recognized Vice Mayor, Maria Marino for her many years of service and 16 commitment to the City of Palm Beach Gardens. On November 17, 2014, she began serving the 17 residents of Palm Beach Gardens as a member of the Parks and Recreation Advisory Board. 18 Subsequently, she was elected a City Councilmember for Group 2 on March 15, 2016, being sworn 19 in on April 7, 2016. During her terms of office, Maria Marino attended 69 City Council meetings 20 and workshops, approved 68 City Council minutes, 235 proclamations, 104 ordinances, and 338 21 resolutions. She has served on numerous boards including the Palm Beach County League of 22 Cities, North County Intergovernmental Committee, Palm Beach County Metropolitan County 23 Planning Organization, Palm Beach County Transportation Planning Agency, Bioscience Land 24 Protection Advisory Board, Palm Beach Workforce Alliance Consortium, Palm Beach North 25 Economic Development Committee, Palm Beach North Government Affairs Committee, Treasure 26 Coast Regional Planning Council, and Loxahatchee River Coordinating Council. She was 27 appointed to serve as the City's Mayor in 2017 and 2018 and Vice Mayor in 2020. For her 28 outstanding performance in leading the City, she was named "Woman of the Year" by the Palm 29 Beach North Chamber of Commerce in 2017, a 2019 Women of Excellence Award Honoree 30 having been chosen by the National Foundation of Women Legislatures, an ambassador of the 31 Honda Classic and a graduate of Leadership Palm Beach County Class of 2010. As a long-time 32 business owner, she has stated, "You can be a huge success in business, but what have you done 33 for your community? At the end of the day, that's what it's about." On behalf of the City Council, 34 City Manager, residents, and staff, Mayor Woods congratulated Vice Mayor Marino for her 35 dedication to public service and presented her with a crystal gavel to commemorate her many years 36 of commitment to our community. She will be moving on to serve as the District 1 member of the 37 Palm Beach County Commission. 38 Vice Mayor Marino thanked Councilmembers, staff and residents for the privilege to serve. She 39 also recognized family and friends that were in attendance. Saying it was a bittersweet moment, "I 40 look forward to having a partnership with the City and the County. I'm not going away. I will be 41 back. My door will always be open. The City of Palm Beach Gardens is special. I've been here for 42 35 years. CITY MANAGER REPORT 12 City Manager, Ron Ferris shared the city-wide initiative to implement Cultural Competency 13 training and introduced Human Resources Administrator, Sheryl Stewart and Barbara 14 Cheives, President and CEO of Converge & Associates Consulting who further explained the 15 city-wide Cultural Competency inter -active training and diversity program to educate 640 full- 16 time and part-time city staff in all areas of diversity. 17 VII. CONSENT AGENDA 18 Vice Mayor Marino requested Item E — Proclamation Florida City Government Week be pulled 19 from the Consent Agenda. 20 a. APPROVE MINUTES FROM THE SEPTEMBER 24, 2020 CITY COUNCIL MEETING. 21 b. PURCHASE AWARD — ITB2020-123PS, FACILITIES MAINTENANCE SUPPORT — 22 PLUMBING SERVICES. 23 c. ROOF REPLACEMENT FOR FIRE RESCUE STATION NO. 4. 24 d. RESOLUTION 60, 2020 — NETMOTION SOFTWARE, INC. END -USER LICENSE 25 AGREEMENT. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH 26 GARDENS, FLORIDA, PURCHASING A NETMOTION MOBILITY SOFTWARE PROGRAM, 27 KNOWN AS VIRTUAL PRIVATE NETWORK (VPN), USED BY POLICE OFFICERS TO 28 SECURE AND ENCRYPT DATA COMMUNICATIONS BETWEEN MOBILE DEVICES AND 29 PRIVATE NETWORKS; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER 30 PURPOSES. 31 f. RESOLUTION 56, 2020 — APPOINTMENTS AND RE -APPOINTMENTS TO THE PARKS 16 AND RECREATION ADVISORY BOARD. RESOLUTION 57, 2020 — APPOINTMENTS AND RE -APPOINTMENTS TO THE 30 PLANNING, ZONING AND APPEALS BOARD. A RESOLUTION OF THE CITY COUNCIL 31 OF THE CITY OF PALM BEACH GARDENS, FLORIDA, APPROVING THE APPOINTMENT 32 OF REGULAR AND ALTERNATE MEMBERS TO THE PLANNING, ZONING, AND 33 APPEALS BOARD; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 34 Staff presentation: None. 35 Public comment: None. 36 Mayor Woods brought the item back for discussion. Discussion ensued. 37 Vice Mavor Marino made a motion to approve Resolution 57, 2020 with the recommendation to 38 reappoint Randolph Hansen as regular member in accordance with Section 2-90 (thereby 39 maintaining the professional composition of the PZAB Board), reappoint L. Marc Cohn and 40 Christopher Oftedal as regular members, appoint Timothy Coppage as regular member, and 41 appoint Robert Savel as the first alternate member, and Zachary Seth Mansfield as the second 42 alternate member. 43 Vice Mayor Pro Tem Litt seconded. 44 Motion passed 5-0. 45 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST: 46 a. ALCOHOLIC BEVERAGES — PERMITTED HOURS OF SALE. 47 Councilmembers discussed the proposal for selling alcoholic beverages an hour earlier in the 48 morning, moving the permitted start time to 7:00 a.m., to be in accordance with the surrounding CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING PAGE 10-01-20 1 communities. Councilmembers also discussed moving the stop time of sale from 3:00 a.m. to 2 2:00 a.m., an hour earlier. 3 City Attorney, R. Max Lohman stated that 3:00 a.m. is the latest limit of sale and not a 4 requirement to stay open. 5 After speaking with Police Chief, Clint Shannon, the City Manager, Ron Ferris noted there is 6 no issue with the current closing hour of 3:00 a.m. and the most impactful issue at this time would 7 be addressing the 7:00 a.m. start time. 8 Councilmembers concurred to allow the sale of alcoholic beverages to be permitted between the 9 hours of 7:00 a.m. to 3:00 a.m. and directed the City Attorney to write an ordinance and bring it 10 to a future meeting. 11 City Attorney, R. Max Lohman, agreed to write an ordinance to move the permitted start time 12 of sale to 7:00 a.m. 13 XI.
