MILITARY TRAIL, PALM BEACH GARDENS, FL 33410 CALL TO ARTISTS PUBLIC ART PROJECT REQUEST FOR PROPOSALS for LAKE CATHERINE PARK HISTORY ART PROJECT RFP #2009-XXX The City of Palm Beach Gardens is celebrating being incorporated for 50 years and is in search of an artist to design, fabricate, and install outdoor art piece(s), or aesthetic enhancement(s) to be placed / installed as an entrance/signage to Lake Catherine on the southeast corner of the park as well as a historical walk adjacent to the lake at the at the southern portion of Lake Catherine Park, site located at 9470 MacArthur Boulevard, Palm Beach Gardens, Florida. The selected artist will design a historical art work which can be viewed from several different vantage points. The exterior art and amenities project should be conceptually unique and shall include memorializing important events in history for the City of Palm Beach Gardens. The budget for the project is $195,000.00 and covers all costs associated with the project including artist fee, design, fabrication, construction, installation, and travel / transportation. The successful Artist will have demonstrated through the submission of proposal materials, the capability to successfully complete the project with an innovative approach to the exterior space. Criteria utilized by the City of Palm Beach Gardens for determining the most responsible Proposer includes, but is not limited to, cost, whether the Proposer meets the City of Palm Beach Gardens published specifications, the Proposer's experience, skill, ability, financial capacity, and any other factors which could reasonably be asserted as being relevant to successful performance of Proposer. Proposers should anticipate the City may negotiate some or all of the components of a Proposal with one or more of the Proposers in order to obtain the best value of services offered. 2 PROPOSAL#2009-xxx Lake Catherine History Art Call To Artists Drafted 11/13/09 CITY OF PALM BEACH GARDENS Lisa Scalabrin — Staff Accountant Patricia Snider, CMC, City Clerk Publish: Palm Beach Post TBD 3 PROPOSAL#2009-xxx Lake Catherine History Art Call To Artists Drafted 11/13/09 PROJECT SUMMARY Project: LAKE CATHERINE PARK HISTORY ART PROJECT - CALL TO ARTIST Location: Lake Catherine Park- 9470 MacArthur Boulevard, Palm Beach Gardens, FL 33410 Budget: $195,000.00 covers all costs associated with the project including artist fee, design, fabrication, lighting, construction, installation, and travel / transportation. BACKGROUND City of Palm Beach Gardens, Florida The City of Palm Beach Gardens is residence to over 49,000 people and is located on the southeast coast of Florida; approximately 10 miles north of West Palm Beach, FL (Exhibit 1). The City was founded in 1959 and therefore is currently celebrating 50 years as a City. Art in Public Places Ordinance The City has had in place an Art in Public Places Ordinance since 1988. This Ordinance requires that all non-residential developments over $1-million in total development cost provide a percentage of the development cost to public art, or contribute to the City's art fund. From the art fund, the Art in Public Places Board is authorized to make recommendation to the City Council to purchase works of art for public spaces in and around the City. Art in Public Places Board and Parks and Recreation Advisory Board Both the Art in Public Places Advisory Board (AIPP) and Parks and Recreation Advisory Board (RAB) are comprised of City residents from a variety of professions, all with a strong interest and commitment to serving in the best interest for the public, both in art and in parks. PROJECT SCOPE In order to commemorate the 50 years of history, the City of Palm Beach Gardens is in search of an artist to design, fabricate, and install outdoor historical art piece(s), or aesthetic enhancernent(s) to be placed as an entrance/signage to Lake Catherine Park (Exhibit 2) on the southeast corner of the park (Exhibit 3) along MacArthur Boulevard as well as adjacent to the lake at the southern portion, located at 9470 MacArthur Boulevard, Palm Beach Gardens, Florida (Exhibit 4). The selected artist will design work of art which can be viewed from several different vantage points. The entryway/signage shall be eye-catching and connect to the historical art element adjacent to the lake. The exterior art and amenities project should be conceptually unique and shall serve to memorialize important events in history of the City of Palm Beach Gardens. The successful Artist will have demonstrated through the submission of proposal materials, the capability to successfully complete the project with an innovative approach to the exterior space as well as incorporating the history of the City of Palm Beach Gardens. Exhibit 5 includes ideas and concepts from the Art in Public Places Board and Palm Beach Gardens Historical Society for categories of history, however, it would be advantageous for the artist(s) to research the history and include their graphic interpretation within the art piece(s). The art piece(s) should be developed as a place-specific installation which responds to the characteristics of the designated space within the park, including, but not limited to, the history, physical environment and diversity of the people within the community. The project should have a clear benefit to and involvement of the community. The budget includes artist fees, gallery commission (if applicable), all materials, fabrication, transportation, on-site project management, installation including any site modifications required, installation equipment, engineering fees, insurance fees, all artist travel costs to and from the site, per diem expenses, project documentation, plaques and/or signage, and a contingency to cover unexpected expenses and all fees, including permits, for all items associated with the art piece(s). ARTIST ELIGIBILITY Open to all Artists at least 18 years old. An artist, as defined in Section 78-261 of the City's Land Development Regulations, means a practitioner in the visual arts, generally recognized by critics and peers as a professional of serious intent and ability. Indications of a person's status as a professional artist include, but are not limited to, training in the arts, income realized through the sole commission of artwork, frequent or consistent art exhibitions, placement of artwork in public institutions or museums, and receipt of honors and awards in the art field. Artists must be able to demonstrate through the submission of proposal materials, a proven tract record for having successfully integrated artwork and/or amenities into outdoor areas utilizing the materials necessary to meet the project goals and guidelines provided below. PROJECT GOALS The goal of the project is to commission artwork for Lake Catherine Park located at 9470 MacArthur Boulevard, Palm Beach Gardens, Florida that: (1) Commemorates John D. and Catherine T. MacArthur. (2) Art incorporates the documentation of history of Palm Beach Gardens. (3) User-friendly - be accessible to everyone in the community including children. (4) May incorporate some type of technology with no maintenance. (5) Unorthodox approach to a history monument in the City.- something "Fascinating". (6) Take into account the environment and green initiatives. (7) Art of an original, site specific design. (8) Provide the opportunity for area residents, visitors and employees to experience the history of the City of Palm Beach Gardens. (9) The art should be innovative and engaging works of public art that also function as public amenities and enhancements. (10) Incorporate and depict important events/milestones of history for the City of Palm Beach Gardens both horizontally and vertically. PROJECT GUIDELINES The artwork, amenities and enhancements must: (1) Include shade and seating areas for visitors to see the art/history. (2) History to be viewed from off the pathway as well as along the pathway (uses on the site must not be negatively impacted). (3) Be fabricated in materials that will withstand the heat, humidity, wind, drought and other environmental and climatic conditions common to the region as specified by regulatory codes. One (1) original hardcopy and twelve (12) compact disc copies in PDF format of the preliminary proposal submissions must be delivered by 2:00 p.m. E.S.T. on TBD. Submissions not delivered by the time and date specified will be returned to Artist unopened. Label the name of the single pdf files as: "artist name_lake_catherine_history_art_project" Please send proposal materials to: City of Palm Beach Gardens City Clerk 10500 N. Military Trail Palm Beach Gardens, FL 33410 2. The artist must complete, sign and date the application attached. Application should be typed or handwritten in ink, in clear legible print. 3. Place application on top of other proposal materials. 4. Artists who submit incomplete proposals may be eliminated from the review process. 5. The City of Palm Beach Gardens will make every effort to protect proposal materials. However, the City shall nof be held responsible for the loss or damage of any materials submitted. SUBMISSION CHECK LIST To be considered for this project, the following items must be included in the preliminary submissions. Submissions must be complete for consideration. The twelve (12) compact discs shall be labeled with name of applicant and "Lake Catherine History Art Project". The name of the single .pdf files shall be titled as follows: "artist name lake_catherine history_art_project_(insert document title)". For example, "John- Smith_lake_catherine_history_art_project_application". Exception — Images must be in .jpeg format. The original hardcopy sheet/document should be labeled with name of applicant. Collate in exact order, using 8-1/2" x 11" sheets: (1) Application Form: Complete, sign and date application attached. (2) Artist Resume: A current resume emphasizing public art experience including budget size of past projects. (3) Images: Not to exceed ten (10) digital images printed in color. On compact discs, images must be in .jpeg format not to exceed 1.8 megabytes. The files should be named on the disc with name and corresponding number as listed on a separate visual image identification sheet. Discs not meeting these requirements will not be eligible for review. These images should be indicative of the type of work that would be appropriate for this project. (4) Image List: An annotated image list identifying slides/digital images by number, artist surname, title of work/project, location of project, major materials used, dimensions, project timeline (from contract to completion), budget, name of commissioning agency, Project Manager's name and phone number, and commissioning agency's goals for the project. (5) Preliminary Concept Drawings: It is at the Artist's discretion to submit no more than five drawings to illustrate a preliminary proposal and design concepts. Bonus points shall be awarded for submitted drawings that demonstrate exceptional aesthetic quality. (6) Written Proposal: No more than two pages outlining the relationship between the slides presented and Artist's proposal; how the proposed work meets the project's goals and guidelines; and background information that support the Artist's qualification to complete the project together with all drawings and design concepts to be attached. SELECTION PROCESS The selection process will occur in two phases. In the first phase, the Art in Public Places Advisory Board and Parks and Recreation Advisory Board will review the submission material, and select no more than XX semi-finalists. In the second phase, the semi-finalists will present an in-person, fully-conceived proposal including images, scale models, or other materials which will illustrate the concept of the proposal to the Board. An itemized budqet must also be included in the proposal. Each semi-finalist that makes a live presentation will receive an honorarium of $XX for all materials, transportation and lodging for site visits and presentation of the proposal, and any other costs associated with the proposal. Following the presentations, the Art in Public Places Advisory Board and Parks and Recreation Advisory Board will select a finalist. The finalist's proposal will be reviewed by the Boards for comment, and then recommended to the City Council for approval. SEMI-FINALISTS' REQUIREMENTS The semi-finalists will be required to perform the work under contract with the City of Palm Beach Gardens, a sample of which is attached hereto and incorporated herein as Exhibit 7. Semi-finalists will be required to make a live presentation of their proposal to the Art in Public Places Advisory Board and Parks and Recreation Advisory Board on TBD. Presentation materials must be delivered to the City Clerks Department that day and need to include: (1) Conceptual Approach: Provide a three-dimensional model or up to four (4) detailed drawings to define proposal and design concepts. Drawings will need to be disc in pdf format. (2) Written Statement: A typewritten proposal that specifies: a. In detail the proposed public art project; b. How the conceptual approach relates to the site; c. How the artwork(s), amenities and/or enhancements address site needs; and d. How the artwork(s) will be maintained. (3) Schedule: Provide a proposed schedule in days from "Notice to Proceed" through "Ribbon Cutting"; total timeline can not exceed 18 months. PROPOSAL#2009-xxx Lake Catherine History Art Call To Artists Drafted 11/13/09 (4) Budget: Include a breakdown of the proposed project budget to include the following: artist fees, gallery commission (if applicable), all materials, fabrication, transportation, on-site project management, installation including any site modifications required, installation equipment, engineering fees, insurance fees, all artist travel costs to and from the site, per diem expenses, project documentation, plaques and/or signage, and a contingency to cover unexpected expenses and all fees, including permits, for all items associated with the art piece(s). (5) Material List: A list of proposed materials to be used to design, fabricate, and install the project. (6) References (*see note below): Provide three (3) verifiable references from projects of a similar scale completed in the last eight (8) years. Please include name, address, telephone number and e-mail address for each reference. (7) SASE: An appropriately sized self-addressed, stamped envelope, mailing tube, carton, etc. for return of proposal materials. * References to include name, address, telephone number and e-mail address of the three references who have commissioned Artist on similar- or larqe-scale proiects within the last eiqht (8) vears shall be submitted to the City Clerk within two weeks after formal notification of selection as a Semi-Finalist. FINALIST'S REQUIREMENT The finalist will be required to perform the work under contract with the City of Palm Beach Gardens, a sample of which is attached hereto and incorporated herein as Exhibit 8. Prior to contract execution, the finalist will be required to seek input from the Art in Public Places Advisory Board and Parks and Recreation Advisory Board, and to meet with the City of Palm Beach Gardens Project Manager to develop a detailed plan, budget and timeline based on the proposal presented. The contract fees, time frame, installation/construction requirement will be negotiated between the finalist and the City. Regardless of the foregoing, the Finalist shall be required to comply with the contract terms including, but not limited to insurance and permit requirements. Upon execution of contract, a Notice to Proceed ("NTP") will be issued. SELECTION CRITERIA In the Preliminary Review Phase, a combined scoring system of pass/fail and points will be utilized to select up to XX semi-finalists based on the following criteria: 1. Scores will be based on the following criteria as demonstrated in the presentation, proposal materials and through reference check. 1. TBD The City is not required to select semi-finalists nor is it under any obligation to select a finalist or bring the project to completion if in the City's sole judgment, Artists or proposals do not meet eligibility requirements, project goals and/or guidelines. We pledge our full support ta your efforts. In reflecting on the discussions at you.r jointi meeting, it became apparent to me that there is perhaps a better way to combine history with art forms. By setting up the individual viewing areas that would be ernbellished in some way by an art form and dividing these into blocks of time would not be as meaningfixl as establishing themes for each of these areas. In that way the artist/s would have different themes to incorpo�rate in their work, as opposed to tiying to capture time o� one of the events that occurred during the period. May I suggest �he following? I thinlc the information needs to be broken down into two categories: Dates and Quantities. The city has had "historically significant changes" over time and "quantitative changes" over time. I thinlc we should have both fioin the Historical Group to give an artist all the necessary data to come up with an interesting and inforinative history wallc. I will elaborate below. To show how the city has grown and may continue to grow, I thinlc it would provide visual significance to have year dates and quantities for various tangible items: These categories might be: Police cars Fire trucics Residents Acreage or Sq. Miles City budget City staff size Other categories that can be easily quantified over the 5 decades of the city's life This inforination might be useful for an artist to graphically show years and people count to provide an iminediate understanding of the city's growth. So, something like: POLICE CARS: 1960: 1 police car. 1970: 25 police cars 1980: 35 police cars 1990: 45 police cars 2000: 60 police cars POPULATION: 1960: 1,500 residents 1970: 4,000 residents 1980: 10,000 residents 1990: 25,000 residents 2000: 35,000 residents 2010; 48,000 residents CITY� ��JDG�T: 1960: $500,000 city budget 1970: $2 inillion city budget CITY AREA: 1960: 25 Sq. Miles etc. I thii�lc you get the picture. My thought is that the quantitative information can be loolced at like a mother's charm bracelet. As each new child is added to a mother's family, another charm is added to the bracelet. This quantitative information might help provide an artist with something to grasp to show the city's growth over time. It will allow future generations to then add to those graphic elements as the city continues to grow but at a slower pace. Other points of historical significance might be: 1. Years when the city hall location and structure changed. Photos of those various city hall buildings. An artist then may malce pre-cast models of each of those structures to visually show how the city went from using a portable trailer to the building that is currently city hall. 2. Maps of the city boundaries when it was first established (1959) and then again in 1970, 1980, 1990, 2000, and what its boundaries will look like in 2010. The art can be used as an indentifying feature to draw attention to where something is happening along the existing path that will become the "history wallc" display. The art shall be distinctive and provide an attentive draw into the park and the history walk when viewed from the street. It will serve as the "calling card" for the history walk. The art shall not impede the existing use of the gravel walking path to a height of 12 feet tall. The art sllould attempt to define a horizontal and vertical space under which the history walk and displays will occur. Any art above the walking path may define an "implied covering" over the path to give a sense of protection and enclosure but should not provide a physical "roof covering" over the history walk area of the path. The "entry feature art" should be designed in context with the art to be installed along the history walk so that it provides an implied link from the entrance to the history wall< without tllere being a physical comlection between tl�e two areas. The enhy feature art should draw one from the entrauce out near the sh-eet to the history wallc area by the subconscious connection between the two art areas and without the need for directional signage saying so. Provide for artistic yet noticeable signage on the entry feat�ire art that says "Lake Catherine Parl<— City of Pahn Beach Gardens." The history walk, consisting of graphic eleinents depicting the city's history, shall be placed along the sides of the existing gravel path so that full use of the path width is unimpeded. It will be acceptable to meander the historical displays out away from the path in a way that provides side paths to view the city's histoiy. Keep in mind that any "side paths" will need to be wide enough to accominodate a classroom of school children who might visit the park and history wall< to learn about the city's history. One mandatoiy requirement of the history walk will be to fabricate busts or bas-relief plaques of John D. and Catherine T. MacArthur and to describe their role ui founding the city. These should be the starting point along the history walk because the city did not exist before founding by MacArthur. The l�istoiy walk ai�t shall be passive and respectful of the Lake Catherine neighborhood that surrounds the park.
