BACKGROUND Citv of Palm Beach Gardens, Florida The City of Palm Beach Gardens is residence to over 49,000 people and is located on the southeast coast of Florida; approximately 10 rniles north of West Palm Beach, FL (Exhibit 1). The City was founded in 1959 and therefore is currently celebrating 50 years as a City. Lake Catherine Park Lake Catherine Park (Exhibit 2) is located on MacArkhur Roulevard east of Lake Catherine (named after the wife of John D. MacArthur). The park is directly across from the Howell Watkins Middle School. This passive park is approximately five (5) acres and contains a large expanse of green grass and various flowering trees. The park's amenities include a'/2 mile walking trail, boat launch and on-street parking. The park has t�e.en home to the Palm Beach Gardens Women's Club Hanor Park since 2000. Annual Arbor Day celebrations are conducted in January, which incl�de free plantings. The park is also a major site for the popular Plant-A- Tree Program. These programs haUe enabled this site to possess the widest variety of flowering trees. Art in Public Places Ordinance ;�_: ����� � The City has had in place an,A�t in Pubiic Places Ordinance since 1988. This Ordinance requires that all non-residential developments av�r $1-million in total development cost provide a percentage of the development cos� to public art, or contribute to the City's art fund. From the art fund, the Art in Public Places Board; is authorized to make recommendation to the City Council to purchase works of art for pubfic'spaces in and around the City. Art in Public Places Board and Parks and Recreation Advisorv Board Both the Art in Public Places Advisory Board (AIPP) and Parks and Recreation Advisory Board (RAB) are comprised of City residents from a variety of professions, all with a strong interest and commitment to serving in the best interest for the public, both in art and in parks. PROJECT SCOPE In order to commemorate the 50 years of history, the City of Palm Beach Gardens is in search of an artist to design, fabricate, an� install outdoor historical art piece(s), or aesthetic enhancement(s) to be placed as an entrance/signa�e to Lake Catherine Park on the southeast corner of the park (Exhibit 3) along MacArthur Baulevard as well as adjacent to the lake at the sauthern portionp located at 9470 IVIacArthur Boulevard, Palm Beach Gardens, Florida (Exhibit 4)e 4 PROPOSAL#2009-xxx Lake Catherine History Art Call To Artists Drafted 11/25/09 The selected artist will design a work of art which can be viewed from several different vantage points. The entryway/signage shall be eye-catching and connect to the historical art element adjacent to the lake. The exterior art and amenities project should be conceptually unique and shall serve to memorialize important events in history of the City of Palm Beach Gardens. The successfui Artist will have demonstrated through the submission of proposal materials, the capability to successfully complete the project with an innovative approach to the exterior space as well as incorporating the history of the City of Palm Beach Gardens. Exhibit 5 includes ideas and concepts from the Art in Public Places Board and Palm Beach Gardens Historical Society for categories of history, however, it would be advantageous for the artist(s) to research the history and include their graphic interpretation within the art piece(s). The art piece(s) should be developed as a place-specific installation which responds to the characteristics of the designated space within the park, including, but not limited to, the history, physical environment and diversity of the people within the community. The project should have a clear benefit to and involvement of the community. The project should support artistic excellence, and be of high quality. In addition, i# should also include a public outreach or education component. The project location is a passive park across from a middle school, the ideal concept would allow those to use the h�ark` as well as draw visitors to the park to learn about the history of the City. Exhibit 6 lists w�b..,links to audio files of actual meetings and discussions. PROJECT DESIGN CONCEPT Artistic and Graphic Display of the City's History The art doesn't have to have a relationship to the historical events to be depicted and displayed. The art can be used as an indentifying feature to draw attention to where something is happening along the existing path that will become the "history walk" display. The art shall be distinctive and provide ar� atte��iv� draw into the park and the history walk when viewed from the street. It will ser�r� �s the °callin� card" for the history walk. The "entry feature art" should be designeci;.in context with the art to be installed along the history walk so that it provides an implied link from the entrance to the history walk without there being a physical connection between the two areas. The entry feature art should draw one from the entrance out near the street to the history walk area by the subconscious connection between the two art areas and without the need for directional signage saying so. Provide for artistic, yet noticeable signage, on the entry feature art that says "Lake Catherine Park — City of Palm Beach Gardens." The history walk, consisting of graphic elements depicting the city's history, shall be placed along the sides of the existing gravel path so that full-use of the path width is unimpeded. It will be acceptable to meander the historical dispiays out away from the path in a way that provides side paths to view the City's history. �Ceep in mind that any "side paths" will need to be wide enough to accammodate a classroom of school children who might visit the park and history walk to learn about the City's history. 5 PROPOSAL#2009-xxx Lake Catherine History Art Call To Artists Drafted 11/25/09 One mandatory requirement of the history walk will be to commemorate John D. and Catherine T. MacArthur whereas to describe their role in founding the city. This commemoration should be the starting point along the history walk because the City did not exist before founding by MacArthur. The history walk art shall be passive and respectful of the Lake Catherine neighborhood that surrounds the park. BUDGET The total not-to-exceed budget for the commission is $195,000.00 ($45,000 from the MacArthur Foundation and $150,000 from the City's art impact fund). The budget includes artist fees, gallery commission (if applicable), all materials, fabrication,:- transportation, on-site project management, installation including any site modifications, required, installation equipment, engineering fees, insurance fees, all artist travel costs #o and' from the site, per diem expenses, project documentation, plaques and/or signage, and a confingency to cover unexpected expenses and all fees, including permits, for all items associated with,the art piece(s). ARTIST ELIGIBILITY Open to all Artists at least 18 years old. An artist, as defined in SectiQn��78-261 of the City's Land Development Regulations, means a practitioner in the visual arts, genecally recognized by critics and peers as a professional of serious intent and ability. Indications of a'person's status as a professional artist include, bu# are :not limited to, training in the arts, income realized through the sole commission of artwt�rk; frequent or consistent art exhibitions, placement of artwork in public institutions or museuti��, an�; re�eipt of honors and awards in the art field. Artists must be able to demonstrate through th'e sub�nission of proposal materials, a proven tract record for having successfully inte�ira#ed art�rvork�. al�d/or amenities into outdoor areas utilizing the materials necessary to meet the,prpj�ct��oals anc� �uidelines provided below. PROJECT GOALS The goal of the project is to commission MacArthur�Boutevard,�Palm Beach Gardens, for Lake Catherine Park located at 9470 that: __ ___. {�!) �Commemorafe� John D. and Catherine T. MacArthur. (2) Art incorporates the documentation of history of Palm Beach Gardens. (3) User-friendly - be:accessible to everyone in the community including children. (4) Ma}i ir��orporate some�type of technology with no maintenance. (5) Unorthadox approach to a history monument in the City.- something "Fascinating". (6) Take in�o account the environment and green initiatives. (7) Art of an or.iginal, site specific design. (8) Provide the opporfunity for area residents, visitors and employees to experience the history of the City of Palm Beach Gardens. (9) The art should be innovative and engaging works of public art that also function as public amenities and enhancements. (10) Incorporate anci depict important events/milestones of history for the City of Palm Beach Gardens both horizontally and vertically. PROJECT GUIDELINES The artwork, amenities and enhancements must: (1) Include shade and seating areas for uisitors to see the art/history. (2) History to be viewed from off the pathway as well as along the pathway (uses on the site must not be negatively impacted). Submissions must be complete for consideration. The fifteen (15) compact discs shall be labeled with name of applicant and "Lake Catherine History Art Project". The name of the single .pdf files shall be titled as follows: "artist name lake_catherine history_art_project_(insert document title)". For example, "John- Smith_lake_catherine_history_art_project_application". Exception — Images must be in .jpeg format. The original hardcopy sheet/document should be labeled with name of applicant. Collate in exact order, using 8-1/2" x 11" sheets: (1) Application Form: Complete, sign and date application attached. 7 PROPOSAL#2009-xxx Lake Catherine History Art Call To Artists Drafted 11/25/09 (2) Artist Resume: A current resume emphasizing public art experience including budget size of past projects. (3) Images: Not to exceed ten (10� digital images printed in color. On compact discs, images must be in .jpeg format not to exceed 1.8 megabytes. Images must be scanned at no less than 450 dpi and no greater than 600 dpi. The files should be named on the disc with name and corresponding number as listed on a separate visual image identification sheet. Discs not meeting these requirements will not be eligible for review. These images should be indicative of the type of work that would be appropriate for this project. (4) Image List: An annotated image list identifying slides/digital images by number, artist surname, title of work/project, location of project, major materials used, dimensions, project timeline (from contract to completion), budget, name of commissioning agency, Project Manager's name and phone number, and commissioning agency's goals for the project. (5) Preliminary Concept Drawings: It is at the Artist's discretion to submit no more than five drawings to illustrate a preliminary proposal and design concepts. Bonus points shall be awarded for subrriitted drawings that demonstrate exceptional aesthetic quality. Semi-finalists will be required to make a live presentation of their proposal to the Art in Public F'laces Advisory Board and Parks and Recreation Advisory Board on TBD. Presentation rr�aterials must be delivered to the City Clerks Department that day and need to include: (1) Conceptual Approach: Provide a three-dimensional model or up to four (4) detailed drawings to define proposal and design concepts. Drawings will need to be disc in pdf format. In detail the proposed public art project; b. How the conceptual approach relates to the site; c. How the artwork(s), amenities and/or enhancements address site needs; and d. Budget: Include a breakdown of the proposed project budget to include the following: artist fees, gallery commission (if applicable), all materials, fabrication, transportation, on-site project management, installation including any site modifications required, installation equipment, engineering fees, insurance fees, all artist travel costs to and from the site, per diem expenses, project documentation, plaques and/or signage, and a contingency to cover uriexpected expenses and all fees, including permits, for ali items associated with the art piece(s). Material List: A list of proposed materials to be used to design, fabricate, and install the project. SASE: An appropriately sized self-addressed, starrtped envelope, mailing tube, carton, etc. for return of proposal materials. ` FINALIST'S REQUIREMENT The finalist will be required to perForm the work under contract with the City,.of Palm Beach Gardens, a sample of which is attached hereto and incorporated herein as Exhibit 8. Prior to contract execution, the finalist will be required to seek input from the Art in Public Places Advisory Board and Parks and Recreation Advisory Board, and to meet with the City of Palm Beach Gardens Project Manager to develop a,,de�ailed plan, budget and timeline based on the proposal presented. The contract fees, fit7t� frari�e, installation/construction requirement will be negotiated between the finalist and the Gity. Regardless,of the foregoing, the Finalist shall be required to comply with the contract terms::..including�;�� but nat limited to insurance and permit requirements. Upon execution of contract, a Notice.to Proceed ("'NTP") will be issued. This quantitative information might help provide an artist with son�ething to grasp 10 show the city's growth over time. It will allow fiiture generations to then add to those graphic elements as the city continues Lo grow but at a slower pace. Other points of histoi•ical significance might be: 1. Years whe11 ihe city hall location and struciur� changed. Photos of those various city hall b�lildings. An artist then may malce pre-cast models of each of those structures to visually show how the city went from using a portable trailer to the building that is currently city hall. 2. Maps of the city bowidaries when it was first established (1959) and then again in 1970, 1980, 1990, 2000, and what its boundaries will look like in 2010.
