13 Mayor Woods asked for a motion to discuss filling the vacancy of the Vice Mayor position and
14 the vacancies of the external board and committee appointments under Item X --- Items for Council
15 Action/Discussion and Items of Interest.
16 Councilmember Marciano made a motion to add filling the vacancy of the Vice Mayor position
17 and vacancies of the external board and committee appointments under Item X.
18 Councilmember Reed seconded.

20 IV. ANNOUNCEMENTS AND PRESENTATIONS
21 a. WORKFORCE HOUSING STUDY AND REPORT, CDBG CARES ACT AMENDMENT, AND
22 CDBG CONSOLIDATED PLAN.
23 Director of Planning and Zoning, Natalie Crowley, recognized Bob Gray from Strategic
24 Planning Group, Inc., and Kimberly Spence from the Florida Housing Coalition who both assisted
25 in formulating recommendations as well as staff members, Planning Manager, Joann Skaria and
26 Planner, Olivia Ellison.
27 Planning Manager, Joann Skaria, delivered the combined presentation of the Workforce
28 Housing Study and Report (Resolution 66, 2020), CDBG Cares Act Amendment (Resolution 64,
29 2020) and CDBG Consolidated Plan (Resolution 63, 2020).

33 VI. CITY MANAGER REPORT
34 City Manager, Ron Ferris announced that the Mayor's Veterans Golf Tournament for Saturday,
35 November 7, 2020 has been rescheduled to Saturday, November 21, 2020 due to inclement weather
36 and recognized Veteran's Day on Wednesday, November 11, 2020 as City Hall will be closed and
37 there will be no ceremony this year due to the COVID-19 pandemic.

27 Mayor Woods requested a motion to fill the vacancy of the Vice Mayor position.
28 Councilmember Marciano made a motion to nominate Rachelle Litt to be Vice Mayor for the
29 end of this term.

32 Mayor Woods stated the filling of the vacancies of the external board and committees to be
33 appointed as follows: North County Intergovernmental — Appointee Vice Mayor Litt Alternate —
34 None; Palm Beach County Transportation Planning Agency — Appointee Councilmember Reed
35 Alternate Mayor Woods; Loxahatchee River Coordinating Council — Appointee Vice Mayor Litt
36 Alternate None; Treasure Coast Regional Planning Council — Appointee Tequesta Mayor Brennan
37 Alternate None; Multi -Jurisdictional Issues Coordination Forum — Appointee Councilmember

39 Vice Mayor Litt made a motion to accept the appointments.

42 Vice Mayor Litt requested a motion for the City to give a $2,500 dollars donation in support of
43 the Vh annual Philip D. Lewis Center Luncheon of the Homeless Coalition of Palm Beach County.
44 City Manager, Ron Ferris, confirmed $2,500 dollars is available in the budget.
45 Councilmember Reed made a motion to donate the $2,500 dollars from the City to support the
46 Homeless Coalition.

1 Councilmember Reed shared Pie it Forward is happening by Meals on Wheels and for $30 dollars
2 a week of meals for a homebound senior. Project Thanksgiving in partnership with the United Way
3 of Palm Beach County is occurring and needs help packing food on November 13, 2020. Alton
4 Town Center is working with Adopt -A -Family of the Palm Beaches and are doing their first non-
5 perishable food drive from November 4-14, 2020, and the Arc of Palm Beach County is also
6 holding a Thanksgiving food drive.
