PLEDGE OF ALLEGIANCE 8 II. ROLL CALL 9 PRESENT: Mayor Woods, Vice Mayor Litt, Councilmember Marciano, Councilmember Reed. 10 ABSENT: None. 11 III. ADDITIONS, DELETIONS, MODIFICATIONS 12 None. 13 IV. ANNOUNCEMENTS AND PRESENTATIONS 14 a. PBGYAA UPDATE BY TONY BADALA, PRESIDENT. 15 Tony Badala provided an update of the Palm Beach Gardens Youth Athletic Association, which 16 provides opportunities for children to participate in youth sports activities regardless of their 17 physical ability, ethnicity, or financial resources. The PBGYAA currently represents over 6,000 18 children in seven sport programs and teams that have won multiple state and national awards, 19 including the Florida Youth Soccer Association and Babe Ruth Baseball. Staffing consists of three 20 full-time employees, one part-time employee and more than 600 volunteers are actively engaged 21 in service. Approximately $520,000 has been raised over the past three years for designated 22 scholarships and financial assistance. The PBGYAA is currently planning for 2021 with the 23 creation of a new golf program, Get Girls in the Game initiative, community partnerships with 24 schools, plus soccer, baseball, softball, football, and basketball divisions and sport camps. 25 Tony Badala thanked PBGYAA board members, staff, volunteers, Councilmembers and City staff 26 for their continuous involvement and support. 27 Mayor Woods thanked Tony Badala for his outstanding work and commitment. On behalf of the 28 entire community, Councilmembers expressed their appreciation and congratulations, presenting 29 him with a commemorative wall picture of the PBGYAA recreation fields. 30 V. COMMENTS FROM THE PUBLIC 31 Brendan Rodriguez, 127 1S` Terrace, Palm Beach Gardens, FL 33418. 32 VI. CITY MANAGER REPORT 33 City Manager, Ron Ferris, presented the Achievement Excellence in Procurement Award from 34 the National Procurement Institute to Purchasing and Contracts Director, Km! Ra, for the 35 seventh year in a row. The City of Palm Beach Gardens is only I of 32 agencies in the state and 36 only 1 of 69 agencies in the United States and Canada to have achieved this momentous honor. 37 Secondly, reimbursement of City expenditures related to the COVID-19 pandemic has been 38 requested for repayment through the Municipal Cares Reimbursement Program. A total request of 39 $291,557.28 is currently under review by Palm Beach County. Lastly, due to the holidays, the next 40 City Council meeting will be held on January 14, 2021. This change of date was approved under 41 Resolution 69, 2020. 42 VII. CONSENT AGENDA 43 Councilmember Reed requested Item B, Purchase Award — Gardens Park Sports Lighting Retrofit, 44 be pulled from the Consent Agenda. 45 a. APPROVE MINUTES FROM THE NOVEMBER 5, 2020 CITY COUNCIL MEETING. 46 c. PURCHASE AWARD — INSTALLATION OF GARDENS PARK SPORTS LIGHTING 47 RETROFIT. 48 d. A RESOLUTION OF 4 THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA, APPROVING 5 THE LEASE PURCHASE OF A BACKHOE FROM DOBBS EQUIPMENT, LLC, AN 6 AUTHORIZED DEALER FOR JOHN DEERE INDUSTRIAL EQUIPMENT IN THE STATE OF 7 FLORIDA; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS 8 NECESSARY TO EFFECTUATE SUCH LEASE PURCHASE AGREEMENT; PROVIDING AN 9 EFFECTIVE DATE; AND FOR OTHER PURPOSES. 10 g. RESOLUTION 68, 2020 — ALTON TOWN CENTER ADDITIONAL SPECIAL EVENTS. A 11 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, 12 FLORIDA, APPROVING ADDITIONAL SPECIAL EVENTS FOR THE ALTON TOWN 13 CENTER COMMERCIAL RETAIL DEVELOPMENT, LOCATED AT THE SOUTHEAST 14 CORNER OF THE INTERSECTION OF DONALD ROSS ROAD AND ALTON ROAD WITHIN 15 PARCEL C OF THE ALTON PLANNED COMMUNITY DEVELOPMENT (PCD), AS MORE 16 PARTICULARLY DESCRIBED HEREIN; PROVIDING CONDITIONS OF APPROVAL; 17 PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 18 Councilmember Marciano made a motion to approve the Consent Agenda without Item B. 19 Vice Mayor Litt seconded. 20 Motion passed 4-0. 21 b. PURCHASE AWARD — GARDENS PARK SPORTS LIGHTING RETROFIT. 22 Councilmember Reed thanked City staff for their hard work and collaborative effort and 23 commented on the sustainability initiative and cost savings provided with the LED lighting. 24 Councilmember Reed made a motion to approve Item B, Purchase Award — Gardens Park Sports 25 Lighting Retrofit. 26 Vice Mayor Litt seconded. 27 Motion passed 4-0. 28 VIII. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST: 21 Councilmember Reed, recognizing the City's commitment to sustainability, recommended the 22 City consider the adoption of a policy to eliminate the use of all polystyrene foam products on 23 City -owned property and would like appropriate measures be taken to formulate this initiative. 24 Discussion ensued. 25 City Manager, Ron Ferris, offered to research and discuss this issue with the City Attorney in 26 determining the most suitable way to address the polystyrene foam issue, noting the City has 27 already worked to diminish the use of polystyrene foam across all facilities. 28 Councilmembers thanked the City Manager and looked forward to receiving further guidance. 29 Mayor Woods expressed appreciation to City staff for all the festive decorations in Veteran's 30 Plaza for the holiday season. 31 City Manager, Ron Ferris, thanked Mayor Woods for the idea to decorate the City Hall complex 32 and Military Trail in the holiday fashion. 33 Vice Mayor Litt wished everyone a safe and happy holiday. 34 Councilmember Marciano shared the virtual Christmas tree lighting will take place on December 35 9, 2020 at 5:30pm and thanked Councilmembers for their continuous support and engagement in 36 the community and hoped that future new members will likewise be committed and involved in 37 keeping the City great. 38 XI.
