6 The regular meeting was called to order at 1:33 p.m. by Chair Fennon.
7 I. CALL TO ORDER

10 PRESENT: Chair Valerie Fennon, Vice Chair Kelly Rogers, Kendra Haywood, Nicholas
11 Russo, Matthew Zudans, First Alternate Jason Moraes (sitting in for Gregory Chetta) and Second
12 Alternate Keith Ahronheim (sitting in for Andrew Heim).
13 ABSENT: Gregory Chetta and Andrew Heim.

20 IV. ELECTION OF CHAIR
21 Vice Chair Rogers made a motion to appoint Valerie Fennon as Chair.
22 Board Member Russo seconded.

24 V. ELECTION OF VICE CHAIR
25 Chair Fennon made a motion to appoint Kelly Rogers as Vice Chair.
26 Board Member Russo seconded.

28 VI. ADDITIONS, DELETIONS, MODIFICATIONS
29 None.
30 VII. APPROVAL OF MINUTES from the January 27, 2020 meeting.
31 Board Member Haywood made a motion to approve the January 27, 2020 minutes.
32 Vice Chair Rogers seconded.
33 Motion passed 7-0.
34 VIII. BOARD ORIENTATION
35 City Attorney, R. Max Lohman conducted the annual board member orientation.
36 IX. ITEMS BY STAFF LIAISON
37 Staff Liaison, Deputy Leisure Services Administrator, Daniel Prieto, Operations Manager
38 Leisure Services, Monette Preston, Recreation Supervisor, Amy Stepper, Operations Manager
39 Sports, Tim Ford, and Director of Public Services, Cory Wilder.
40 A. Tennis and Pickleball Center Project Completion
41 Deputy Leisure Services Administrator, Daniel Prieto presented the completion of the Tennis and
42 Pickleball Center Project with a ceremonial ribbon cutting by Councilmembers. Discussion ensued.
43 B. Gardens Art Program
44 Operations Manager Leisure Services, Monette Preston introduced Recreation Supervisor, Amy
45 Stepper who gave an overview presentation of the Gardens Art Program which was founded in
46 1989 to increase cultural exchange opportunities between local artists and the community. There
47 is no fee for the artist to participate and all exhibits and receptions are free and open to the public.

1 Art exhibits are showcased at Burns Road Community Center, the City Hall lobby, Sandhill Crane
2 Golf Club, and the new Tennis and Pickleball Center. Discussion ensued.
3 C. Miracle League Opening Day
4 Operations Manager — Sports, Tim Ford shared the events of the Miracle League of Palm Beach
5 County Inaugural Opening Day on October 14, 2020. Discussion ensued.
6 D. Joseph Russo Athletic Complex Playground Project
7 Director of Public Services, Cory Wilder shared the progress of the playground construction and
8 the John Russo Hypar Sail. Discussion ensued.
9 X. NEW BUSINESS
10 A. Main Pool Renovation
11 Deputy Leisure Services Administrator, Daniel Prieto introduced Operations Manager —
12 Aquatics, Robin Cousins who is overseeing the main pool replacement and renovation project. As
13 the main pool was built in 1982, the construction objectives include updating to current codes,
14 maximizing programmable recreation space, lap swim capability, a dive well, zero -depth entry, an
15 updated gutter system, pool surface and filtration system improvements as well as play features
16 including a bigger slide, slide runouts and spray elements. Discussion ensued.
17 XI. COMMENTS BY THE PUBLIC
18 None.
19 XII.COMMENTS BY THE BOARD
20 Board Member Zudans inquired about what is currently open and what is currently closed due to
21 COVID-19 pandemic.
22 Deputy Services Administrator, Daniel Prieto stated that indoor facilities at Burns Road
23 Community Center are closed as it is being used for childcare. Everything else is open with restricted
24 access to the pool to maximize social distancing. Regular programming at Burns Road Community
25 Center is currently being reviewed for 2021.
26 Board Member Russo asked about the status of the Daddy Daughter event for 2021 and the shade
27 for the splash pad at the Gardens North County District Park.
28 Deputy Services Administrator, Daniel Prieto shared that special events through the end of 2020
29 have been cancelled and 2021 special events are being looked at due to the fluctuating situation of
30 the on -going COVID-19 pandemic.
31 Director of Public Services, Cory Wilder stated that proposals for the splash pad shade are
32 currently being reviewed.
33 Board Member Haywood asked about the status of basketball playing.
34 Deputy Services Administrator, Daniel Prieto shared the outside basketball courts are being fully
35 utilized on all City parks.
36 Second Alternate Ahronheim inquired about an update on raising of funds for the Sportsplex.
37 Leisure Services Administrator, Charlotte Presensky, shared that the Palm Beach North Athletic
38 Foundation has asked for an extension for the fund-raising and for the construction due to the
39 COVID-19 pandemic. The City has granted that request and the timeline is still fully on track to
40 meet all date obligations.
41 XIII. SET QUARTERLY MEETING DATE
42 The board unanimously selected January 25, 2021 as the next quarterly meeting date.

XIV. ADJOURNMENT
Board Member Haywood made a motion to adjourn the meeting.
Second Alternate Ahronheim seconded.
Motion passed 7-0.
Chair Fennon adjourned the meeting at 2:55 p.m.
The next meeting will be held on January 25.2021.
