14 a. HONDA CLASSIC COMMUNITY IMPACT PRESENTATION.
15 Ken Kennerly, Executive Director of The Honda Classic, and Andrew George, Tournament
16 Director, presented an overview of The Honda Classic's 401h Anniversary, the longest -running
17 partnership on the PGA Tour. The 2021 Honda Classic will take place on March 15 — 21, 2021 at
18 PGA National Resort & Spa, which is the 18`h year the tournament has been held in the Signature
19 City. Last year, approximately 200,000 people attended The Honda Classic with a reported $5.3
20 million donated to charities. The economic impact is estimated to be over $62 million with a
21 broadcast television audience of one billion people internationally. Due to COVID-19, there will
22 be limited attendance at 20% capacity from normal levels with general admission Thursday —
23 Sunday. Health and safety upgrades will include deep cleaning of all locations, a revised venue
24 with expanded space, hand sanitizers and PPE, mandatory mask wearing, a health and safety
25 volunteer committee, a revised food and beverage service plan, a cashless tournament experience
26 and limited transportation capacity.
27 b. CARRIER CORPORATIONS' MOBILE APPLICATION.
28 Ernie Chan, General Manager of Digital Value Added Services for the BlueDiamond platform
29 and on the executive leadership team of the Global Access Solutions for Carrier Corporation,
30 reported on the development of an anonymous contact -tracing mobile application to help
31 businesses and organizations whereby their employees can work safely on -site during the COVID-
32 19 pandemic (Resolution 17, 2021 on the Consent Agenda).

39 IX. RESOLUTIONS
40 None.
41 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST:
42 Mayor Woods shared his support of the proposed resolution brought forth by resident Marcie
43 Tinsley. This resolution encourages Governor Ron DeSantis to direct COVID-19 vaccinations to
44 the City of Palm Beach Gardens as an approved point of distribution (POD).
45 Councilmember Reed shared the City has already had the opportunity to distribute 200 vaccine
46 doses safely and efficiently. Residents felt comfortable and it was a seamless process.
47 Vice Mayor Litt agreed and noted the City's Emergency Medical Technicians (EMTs) have the
48 medical capability to administer vaccines, and the City has the ability to provide proper storage.

All Councilmembers concurred and thanked Marcie Tinsley for her forward -thinking and
recommendation. Appreciation was also expressed to City staff for the implementation of the
City's vaccination initiative.
Councilmember Marciano noted her example demonstrates how residents have participated in
helping to enhance the City's quality of life.
City Attorney, R. Max Lohman inquired for the next resolution number assignment.
City Clerk, Patricia Snider assigned Resolution 20, 2021.

RESOLUTION 20, 2021 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
BEACH GARDENS, FLORIDA, ENCOURAGING GOVERNOR DESANTIS TO UTILIZE THE
CITY OF PALM BEACH GARDENS' APPROVED POINT OF DISTRIBUTION (POD) FOR THE
DISTRIBUTION OF THE COVID-19 VACCINE IN ORDER TO PROTECT THOSE INDIVIDUALS
WHO POSSESS COMORBIDITIES THAT RENDER THEM "AT -RISK" FOR COVID-19, TO
MORE EFFICIENTLY COMBAT THE PANDEMIC, AND TO PROTECT THE HEALTH, SAFETY,
AND WELFARE OF OUR CITIZENS AND THE PUBLIC AT LARGE; PROVIDING AN
EFFECTIVE DATE; AND FOR OTHER PURPOSES.
Councilmember Reed stated Resolution 20, 2021 establishes the ability for the City to provide
vaccines to those residents that care to receive it.
City Attorney, R. Max Lohman concurred noting vaccinations would not be mandatory. The
City would be encouraging the Governor to utilize the City's point of distribution to help facilitate
the inoculation and administration of the vaccine to those residents wishing to receive it.
Councilmember Marciano made a motion to approve Resolution 20, 2021.
Vice Mayor Litt seconded.
Motion passed 4-0.
Councilmember Reed shared her three hour experience touring Seacoast Utility Authority's
regional water, wastewater and reclaimed water facilities and appreciated a deeper understanding
of the circular economy of the City's water infrastructure. The management operations and tenure
of the staff are a great reflection of our City.
Councilmember Marciano thanked Fire Chief Bryer for the opportunity to tour with him the
City's new fire training facility.
Mayor Woods also expressed appreciation to Fire Chief Bryer for allowing the children to visit
the Fire Department, see its equipment, talk to firefighters, and learn about fire safety.
Vice Mayor Litt shared that Mayor Woods received a letter from Lawrence Milstein, Regional
Director of AJC Palm Beach County, requesting him to sign on to the US Conference of Mayors
Partnership with AJC Mayors United Against Antisemitism. Last year the Council approved
Resolution 13, 2020 in support of anti-semitism.
Vice Mayor Litt asked all Councilmembers to give Mayor Woods their support.
Councilmembers concurred and Mayor Woods accepted.
Although comments from the public are not normally responded to from the dais, Vice Mayor
Litt addressed the earlier public comments made by Robert Nanfro.
Vice Mayor Litt noted that each year Councilmembers deliver an evaluation at a Council meeting
of the City Manager. Evaluations are in the City's records and are based on the things
Councilmembers see daily in the City. In 2019, Palm Beach Gardens was voted the best City to
live in Florida. This happens from the top leadership down. The City has received numerous honors
for its award -winning Police Department, Fire Department, Recreation Department, Planning and
Zoning Department and Purchasing Department and is a Signature City. We appreciate what City
Manager, Ron Ferris does, and his leadership abilities are on view in the entire City every day
and he is evaluated on everything that he does.

I Mayor Woods agreed and expressed that he regularly hears from residents bragging about the
2 City. It is a great place to live, work and raise a family and everyone works hard.
