PLEDGE OF ALLEGIANCE 8 II. ROLL CALL 9 PRESENT: Mayor Woods, Vice Mayor Litt, Councilmember Marciano, Councilmember Reed. 10 ABSENT: None. 11 III. ADDITIONS, DELETIONS, MODIFICATIONS 12 None. 13 IV. ANNOUNCEMENTS AND PRESENTATIONS 14 a. MAYORS VETERANS CHECK PRESENTATION. 15 Director of Golf, Casey Mitchell, presented an update on the 14th Annual Mayor's Veterans Golf 16 Classic Tournament hosted in November 2020. The event is the largest the Club hosts annually. 17 All funds received were raised through sponsorships, tournament registrations, competitions, 18 raffles, and a silent auction to benefit the Veterans Affairs Resource Center. Representatives in 19 attendance were Cory Price, Medical Center Director, Steven Tillman, Homeless Program 20 Sections Chief, and Julia Spence, Assistant Director. Recognition was given to event sponsors 21 and appreciation was shown to local businesses, volunteers, players and staff for their generous 22 support and participation in the tournament. The Mayor's Veterans Golf Classic raised a record 23 amount of$55,152.11 with a check presented to the VA Resource Center to help address the needs 24 of veterans. 25 b. 02-2020 FIRE RESCUE RECRUIT CLASS. 26 Division Chief of Training, Andrew Lezza, introduced a video of a new class of fire rescue 27 recruits receiving advanced training at the City's newly built fire training tower. Chief Training 28 Officer, David Silverberg, narrated the presentation, showcasing fire training exercises. 29 Appreciation was expressed to Councilmembers for authorizing the tower, which allows for the 30 in-house training of department personnel. 31 c. 2021 ARTIGRAS UPDATE. 32 Noel Martinez, President and CEO of Palm Beach North Chamber of Commerce, introduced 33 Bianca Colon, Director of Events, and thanked Councilmembers and City staff for all their support 34 in helping to facilitate the 2021 ArtiGras Fine Arts Festival at Gardens North County District Park 35 on February 13 -14, 2021. This year the Park provided ample space for social distancing, which 36 created a safe environment for artists and the public to enjoy the event. As a token of the 37 Chamber's appreciation, Noel Martinez presented the framed ceremonial red ribbon to 3 8 Councilmembers and looks forward to working with the City in the future. 39 City Manager, Ron Ferris, shared it was a privilege for the City to work with the Palm Beach 40 North Chamber of Commerce and thanked the Chamber's staff for their professionalism and 41 competency in planning the event. 42 d. COMMUNITY DEVELOPMENT BLOCK GRANT -CARES ACT MORTGAGE AND RENT 43 ASSISTANCE PROGRAM (CDBG-CV). 44 Planning Manager, Joann Skaria, presented an update to the City's CARES Act project, 45 describing in detail the Mortgage and Rent Assistance Program. This City initiative is designed to 46 help stem evictions and foreclosures to those directly impacted by the COVID-19 pandemic. 47 Funding of $482,975.00 is made available by the U.S. Department of Housing and Urban 48 Development through the Coronavirus Aid, Relief, and Economic Securities (CARES) Act. The CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING 03-04-2021 PAGE 1 1 Florida Housing Coalition was recognized and has provided the City with its consultation and 2 technical assistance. Kimberly Spence, Technical Advisor, was introduced as the project lead. 3 The Mortgage Rent and Assistance Program will approve up to $15,000 in total per household, 4 and assistance can be provided for up to six consecutive months. Eligible costs include rent or 5 mortgage, property tax and insurance, late fees and utilities. All approved payments will be made 6 directly to the identified landlord or mortgage servicer. No payments will be directed to applicants. 7 Acceptance of applications will begin on March 5, 2021. Funding will be available on a first 8 eligible, first-served basis only to qualifying Palm Beach Gardens' residents. The Mortgage and 9 Rent Assistance Program will be highlighted on the City's website and announced further through 10 email marketing, news organizations, social media channels, and print flyers. Joann Skaria 11 thanked City departments and staff for all their assistance, coordination and ongoing management 12 of the CARES Act program. Discussion ensued. 13 V. COMMENTS FROM THE PUBLIC 14 Ramona Bean, 5439 Cicada Way, Palm Beach Gardens, FL 33418. 15 VI. CITY MANAGER REPORT 16 City Manager, Ron Ferris, shared the organizational success of the Burns Road Community 17 Center vaccination site opened in coordination with Palm Beach County. The City's Police 18 Department is providing security and traffic control, and the City's Recreation Department is 19 helping to facilitate the process. In addition, three of Palm Beach Gardens ' paramedics are on site 20 daily to offer their assistance. A total of 1,871 vaccinations have been given in three days of the 21 venue's first week open. This week, with one more day to go, 1,141 vaccinations have taken place 22 for a total of 3,285. Plans for next Monday and Tuesday call for a 1,000, plus or minus, 23 vaccinations each day offered by appointment only. Ron Ferris shared the City was very proud 24 and fortunate to help the Health Care District of Palm Beach County and crews in providing this 25 great service and seamless process to our citizens. 26 Mayor Woods asked which vaccines Palm Beach County would be administering and if the 27 availability of those approved would be blended to accelerate the vaccination process. 28 City Manager, Ron Ferris, shared the Modema vaccine has been used to-date and it is believed 29 Pfizer's vaccine will be utilized in the next round. 30 Fire Chief, Keith Bryer, commented Palm Beach County is focusing on one manufacturer at a 31 time (Modema or Pfizer), storing sufficient doses of that vaccine to allow those vaccinated to 32 receive a follow-up second inoculation. The Johnson & Johnson vaccine only requires one dose. 33 Approved vaccines will largely depend on their availability, the receipt of which is impacted by 34 the vaccine's manufacture and distribution process. 35 VII. CONSENT AGENDA 36 a. APPROVE MINUTES FROM THE FEBRUARY 4, 2021 CITY COUNCIL MEETING. 37 b. RESOLUTION 5, 2021 -LEASE OF MOBILE COMMAND UNIT FOR POLICE 38 DEPARTMENT. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH 39 GARDENS, FLORIDA, APPROVING THE LEASE OF A MOBILE COMMAND UNIT FROM 40 EMERGENCY VEHICLES, INC., AN AUTHORIZED FLORIDA DEALER FOR RECHTEIN 41 INTERNATIONAL TRUCKS, INC., UNDER A CONTRACT WITH THE FLORIDA SHERIFFS 42 ASSOCIATION COOPERATIVE PURCHASING PROGRAM, AND FINANCED BY BB&T 43 BANK (NOW TRUIST BANK); AUTHORIZING THE CITY MANAGER TO EXECUTE ALL 44 DOCUMENTS NECESSARY TO EFFECTUATE SUCH LEASE AGREEMENT; PROVIDING 45 AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 46 c. PURCHASE AWARD-GENERATOR FOR LOGISTICS CENTER. 47 d. PURCHASE AWARD -ITB2021-133PS, JANITORIAL SERVICES FOR TENNIS CENTER 48 AND GOLF CLUB. 49 e. PROCLAMATION-FLORIDA BICYCLE MONTH. PROCLAMATION -VI ETNAM VETERANS DAY. 5 Councilmem her Marciano made a motion to approve the Consent Agenda. 6 Councilmember Reed seconded. 7 Motion passed 4-0. 8 VIII. PUBLIC HEARINGS: (*Designates Quasi-Judicial Hearing) 9 None. 10 IX. RESOLUTIONS 11 The City Clerk read Resolution 16, 2021 by title. 12 a. RESOLUTION 16, 2021 -FDOT/TPA TRANSPORTATION ALTERNATIVES GRANT. A 13 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, 14 FLORIDA, SUPPORTING THE SUBMITTAL OF AN APPLICATION FOR A 2021 15 TRANSPORTATION ALTERNATIVES PROGRAM GRANT TO THE FLORIDA 16 DEPARTMENT OF TRANSPORTATION THROUGH THE PALM BEACH 17 TRANSPORTATION PLANNING AGENCY (TPA) FOR THE CONSTRUCTION OF A 18 SEPARATED TWO-WAY BICYCLE TRACK ON BURNS ROAD; PROVIDING AN 19 EFFECTIVE DATE; AND FOR OTHER PURPOSES. 20 City Manager, Ron Ferris , explained the significance of this transportation alternatives grant 21 application to the Florida Department of Transportation and its correlation to the City's mobility 22 plan, which will allow for the construction of a separated two-way bicycle track on Bums Road. 23 Petitioner presentation: None. 24 Staff presentation: Planning Manager, Joann Skaria. 25 Staff recommended approval of Resolution 16, 2021. 26 Public comment: None. 27 Vice Mayor Litt made a motion to approve Resolution 16, 2021. 28 Councilmember Reed seconded. 29 Mayor Woods brought the item back for discussion. Discussion ensued. 30 Motion passed 4-0. 31 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST: 32 Councilmember Reed noted March is Florida Bicycle Month statewide and thanked 33 Councilmembers for passing the Florida Bicycle Month proclamation. The Palm Beach 34 Transportation Planning Agency (TPA) has created a website, www.WalkBikePalmBeach.org, to 35 provide pedestrian and bicycle-related information to the public. A Florida Bicycle Month Ride 36 has been scheduled for March 26, 2021 and timely information on safe bicycling is available on 3 7 the website. 38 Mayor Woods commented he was very proud the City opened the Miracle League Baseball Field 39 for our handicapped kids and shared with Public Media Relations Director, Candice Temple, 40 how stunning the artwork for the program was, as it is wonderful to see these challenged 41 youngsters be able to enjoy playing ball with other children. 42 XI.
