CALL TO ORDER 8 The regular meeting was called to order at 6:02 p.m. by Chair Hansen. 9 II. PLEDGE OF ALLEGIANCE 10 III. ROLL CALL 11 Members Present: 12 Chair Randolph Hansen, Vice Chair Erez Sela, Carl Sabatello, L. Marc Cohn, Roma Josephs, 13 Christopher Oftedal and Timothy Coppage. 14 Members Absent: None. 15 Also Present: City Attorney, R. Max Lohman; Director of Planning & Zoning, Natalie Crowley; 16 Senior Planner, Dawn Sonneborn and Planner, Samantha Morrone. 17 IV. ADDITIONS, DELETIONS, MODIFICATIONS 18 None. 19 V. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY 20 The City Council unanimously approved Resolution 70, 2020, the Regency Clubhouse, at the 21 December 3, 2020 City Council meeting. 22 VI. APPROVAL OF MINUTES 23 Board Member Josephs made a motion to approve the November 10, 2020 meeting minutes. 24 Board Member Oftedal seconded. 25 Motion passed 7-0. 26 VII. PUBLIC HEARINGS 27 1. Recommendation to City Council (Public Hearing) 28 LDRA-20-11-000081 - City -initiated Land Development Text Amendment to allow Dental or 29 Medical Laboratory, accessory to Professional Office, as a Minor Conditional Use. 30 A City -initiated request to amend the City's Code of Ordinances at Chapter 78. Section 159. in 31 order to permit Laboratory, Dental or Medical use as an Accessory and Minor Conditional Use to 32 Office, Professional or Business use in the General Commercial (CG-1) zoning district. 33 Chair Hansen opened the public hearing. 34 Petitioner presentation: None. 35 Staff presentation: Planner, Samantha Morrone. 36 Staff recommended approval of LDRA-20-11-000081 - City -initiated Land Development Text 37 Amendment to allow Dental or Medical Laboratory, accessory to Professional Office, as a Minor 38 Conditional Use. 39 Public comment: None. 40 Chair Hansen closed the public hearing. 41 Chair Hansen brought the item back for discussion. Discussion ensued. 42 Board Member Oftedal made a motion to approve LDRA-20-11-000081 - City -initiated Land 43 Development Text Amendment to allow Dental or Medical Laboratory, accessory to Professional 44 Office, as a Minor Conditional Use. 45 Board Member Josephs seconded. 46 Motion passed 7-0. 47 PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING Page 1 12-08-20 1 2. Recommendation to City Council (Public Hearing) 2 CPTA-20-10-000039 - City -initiated Comprehensive Plan Text Amendment to update the 5- 3 Year Schedule of Capital Improvements. 4 A City -initiated request to update the Capital Improvements Element (CIE) of the City's 5 Comprehensive Plan to update the 5-Year Schedule of Capital Improvements (Table 9A) and 6 Summary of Capital Improvements Program for Palm Beach County School Board (Table 913), in 7 accordance with Section 163.3177(3)(a)5.(b), Florida Statutes. 8 Chair Hansen opened the public hearing. 9 Petitioner presentation: None. 10 Staff presentation: Senior Planner, Dawn Sonneborn. 11 Staff recommended approval of CPTA-20-10-000039 - City -initiated Comprehensive Plan Text 12 Amendment to update the 5-Year Schedule of Capital Improvements. 13 Public comment: None. 14 Chair Hansen closed the public hearing. 15 Chair Hansen brought the item back for discussion. Discussion ensued. 16 Board Member Cohn made a motion to approve CPTA-20-10-000039 - City -initiated 17 Comprehensive Plan Text Amendment to update the 5-Year Schedule of Capital Improvements 18 (Tables 9A and 913). 19 Board Member Josephs seconded. 20 Motion passed 7-0. 21 VIII. OLD BUSINESS 22 Chair Hansen inquired about the accumulating cell towers on the building located on the corner 23 of PGA Boulevard and Fairchild Gardens Avenue. 24 Director of Planning and Zoning, Natalie Crowley, stated that state statutes authorize those 25 antennas, and the City always requests that they be pushed back as far as possible and aesthetically 26 painted to match the buildings. 27 Board Member Sabatello commented on the beautiful entrance of City Hall with the festive 28 holiday decorations and wished everyone a very holiday season and New Year. 29 Director of Planning and Zoning, Natalie Crowley, gave recognition to Mayor Woods for the 30 decorating idea, thanked City staff for their implementation in decorating Veteran's Plaza, Military 31 Trail and the City Hall lobby, and wished everyone a happy and healthy holiday and a prosperous 32 and safe New Year in 2021. 33 IX. ADJOURNMENT Chair Hansen adjourned the meeting at 6:20 p.m. The next regular meeting will be held on January 12, 2021.
