ELECTION 12 The City Clerk read Resolution 18, 2021 by title. 13 a. RESOLUTION 18, 2021 -DECLARING THE RESULTS OF THE MUNICIPAL ELECTION. A 14 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, 15 FLORIDA, DECLARING THE RESULTS OF THE GENERAL ELECTION HELD ON MARCH 16 9, 2021, PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 17 Councilmember Reed made a motion to approve to Resolution 18, 2021. 18 Councilmember Marciano seconded. 19 Motion passed 3-0. 20 b. ADMINISTER OATH OF OFFICE. 21 City Clerk, Patricia Snider, administered the Oath of Office to Councilmember-elect Marcie 22 Tinsley. 23 Councilmember Tinsley took her seat on the dais and thanked the City voters, her campaign team, 24 family, friends, colleagues, City staff and fellow Councilmembers. 25 IV. REORGANIZATION 26 1. APPOINTMENT OF MAYOR. 27 2. APPOINTMENT OF VICE MAYOR. 28 The City Clerk read Resolution 19, 2021 by title. 29 3. RESOLUTION 19, 2021 -APPOINTMENT OF MAYOR AND VICE MAYOR. A RESOLUTION 30 OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA, 31 APPOINTING THE MAYOR AND VICE MAYOR FOR THE CITY; PROVIDING AN 32 EFFECTIVE DATE; AND FOR OTHER PURPOSES. 33 Councilmember Marciano made a motion to appoint Rachelle Litt for Mayor and Chelsea Reed 34 for Vice Mayor. 35 Councilmember Tinsley seconded. 36 Motion passed 4-0. 37 Mayor Litt thanked Mayor Woods and City Manager, Ron Ferris for their service and 38 leadership this past year during the COVID-19 pandemic. She thanked fellow Councilmembers, 39 family, residents and businesses and looks forward serving this next year as Mayor to keep Palm 40 Beach Gardens the best place to live and raise a family. 41 V. CITY MANAGER REPORT CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING 04-01-2021 PAGE 1 1 City Manager, Ron Ferris provided an update on the progress of the Palm Beach Gardens 2 CARES Mortgage and Rent Assistance Program approved by Council last month. $482,975.00 3 has been allocated to this program. To-date, 38 complete applications have been received. Eight 4 have been denied for ineligibility . Four have been approved, one for mortgage and three for rent, 5 totaling approximately $41,000. Additional information has been requested from 26 applicants. 6 Another 77 incomplete applications are in the queue for consideration and have not been submitted 7 yet. 8 The COVID-19 vaccination site at Burns Road Community Center has given approximately 9,000 9 vaccine doses during 12 days of operation. Next week, the site will be open four days on Monday, 10 Tuesday, Thursday and Friday. 3,689 Moderna doses are now scheduled for individuals 48 years 11 of age and older. Appointments can be made at the Palm Beach County Health District website at 12 vaccine.hcdpbc.org or by calling 561-804-4115 . 13 The 19 Hole Par-3 Golf Course at Sandhill Crane Golf Club received seven design proposals. The 14 Nicklaus Design team was chosen for the project and is in the process of negotiating a contract. 15 The City has received three letters in support of the City's Mobility Plan and Ordinance and in 16 opposition of the County's attempt to lien private property from the PGA Corridor Association, 17 the Palm Beach North Chamber of Commerce and the Transportation Planning Agency. The City 18 has notified all the private property owners targeted by the County that may be subject to possible 19 liens and has identified various legal options for their consideration. The County will now hear 20 this matter of placing liens on property on April 20, 2021. Accompanied by the City Attorney and 21 City Manager, it was recommended the Mayor address the Board of County Commissioners by 22 presenting these three letters in support of the business community of Palm Beach Gardens. 23 Due to the ongoing COVID-19 pandemic, a 90-day extension has been granted to the outdoor 24 restaurant seating provisions which will go through the end of June. 25 The Brightline train crossing closures have all been completed except for Kyoto Gardens Drive 26 which will close on April 26, 2021 and reopen on May 16, 2021. 27 The American Rescue Plan Act, signed into law on March 11, 2021, provides $1.9 trillion in relief 28 funds to individuals, businesses, schools, state and local governments. $130 billion was 29 appropriated to metropolitan cities with a population of 50,000 or more, to which Palm Beach 30 Gardens qualifies. COVID-19 relief payments would be based upon a Community Development 31 Block Grant formula under the Housing and Community Development Act of 1974. Using this 32 calculation, the City would receive an allocation of $5.92 million in two payments. On May 10, 33 2021, the first installment of $2.96 million would be made and the second installment of $2.96 34 million would follow 12 months afterwards. However, this is preliminary information and subject 35 to change. No official announcement from the Secretary of the Treasury has been issued as to the 36 amount or what these funds could be used for. 37 IX. CONSENT AGENDA 38 a. Currently about 3 .5 million 46 people are being vaccinated a day in the United States. In Florida, 35% of the cases are new 47 variants of the virus and infections are increasing in younger individuals. Palm Beach County 48 remains under a mandatory mask mandate until April 18, 2021. On April 5, 2021 , adults over the CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING 04-01-2021 PAGE 4 1 age of 18 will be eligible to rec eive the vaccine. As a pharmacist, she encouraged everyone to get 2 the vaccine and to continue to follow CDC guidelines. 3 Councilmember Marciano , as a doctor, concurred his support of the vaccine as technology is 4 much more advanced and scientists know how this virus works. 5 Councilmember Tinsley shared her support and would join Mayor Litt at the County 6 Commissioners meeting. 7 Mayor Litt would discuss the best course of action with the City Manager and City Attorney. 8 Councilmember Marciano shared ongoing efforts requesting the United States Post Office to 9 properly maintain their building and grounds. As the facility is on Federal property , a letter was 10 sent to Congressman Brian Mast seeking his assistance. Congressman Mast offered to meet 11 Councilmember Marciano on the site to clean it up. While the offer is appreciated, he declined 12 as a permanent solution is needed. On March 31 , 2021 , Congressman Mast had a meeting with the 13 United States Post Office and his office should be receiving a response letter this week. 14 XIII.
