PLANNING, ZONING AND APPEALS BOARD
REGULAR MEETING
April 13, 2021
I. CALL TO ORDER
The regular meeting was called to order at 6:00 p.m. by Chair Hansen.
A moment of silence was observed in honor of former Board Member Michael Panczak, who passed
away on March 2, 2021. Recognition was expressed for his many years of service and dedication
to the City.

Members Present:
Chair Randolph Hansen, Vice Chair Erez Sela, Carl Sabatello, L. Marc Cohn, Roma Josephs,
Christopher Oftedal and Timothy Coppage.
Members Absent: None.
Also Present: City Attorney, R. Max Lohman; Planning & Zoning Assistant Director, Peter Hofheinz;
Principal Planner, Martin Fitts and Senior Planner, Dawn Sonneborn.

VI. APPROVAL OF MINUTES
Board Member Josephs made a motion to approve the December 8, 2020 meeting minutes.
Board Member Cohn seconded.
Motion passed 7-0.
VII. PUBLIC HEARINGS
Those preparing to give testimony were sworn in.
1. Recommendation to City Council (Public Hearing)
ANNX-21-03-000016 - Voluntary annexation request for 1881 Bomar Drive
A request from Sheela Shah MD PLLC for the approval of a voluntary annexation petition for a
parcel of real property comprising 0.13 acres, more or less, generally located on the north side of
Bomar Drive, approximately 400 feet west of U.S. 1.
Chair Hansen opened the public hearing.
Petitioner presentation: None.
Staff presentation: Principal Planner, Martin Fitts.
Staff recommended approval of ANNX-21-03-000016 - Voluntary annexation request for 1881
Bomar Drive.
Public comment: None.
Chair Hansen closed the public hearing.
Board Member Oftedal made a motion to recommend to City Council ANNX-21-03-000016 -
Voluntary annexation request for 1881 Bomar Drive.
Board Member Josephs seconded.
Motion passed 7-0.

2 PUDA-20-05-000078/CUMJ-20-05-000061 - National Express Wash (El Car Wash)
3 requesting a PUD Amendment along with a Major Conditional Use approval for a car wash
4 facility at 3855 Northlake Boulevard
5 Tricore International, LLC is requesting approval of a Planned Unit Development (PUD)
6 Amendment and Site Plan approval, along with a Major Conditional Use approval for an automated
7 express car -wash facility on a 1.54f acre vacant parcel. The parcel is located on the north side of
8 Northlake Boulevard, approximately 200 feet west of Sunrise Drive.
9 Chair Hansen asked for ex parte communication for quasi-judicial hearing PUDA-20-05-
10 000078/CUMJ-20-05-000061 - National Express Wash (El Car Wash) requesting a PUD
11 Amendment along with a Major Conditional Use approval for a car wash facility at 3855 Northlake
12 Boulevard.
13 All Boardmembers declared ex parte communication for having met with the applicant and staff
14 during separate agenda review meetings.
15 Chair Hansen opened the public hearing.
16 Petitioner presentation: Donaldson Hearing, Cotleur & Hearing; Brian Seymour, Attorney,
17 Gunster Law Firm; David Milledge, Cotleur & Hearing; Justin Landau, Owner, Tricor
18 International, LLC.

20 Staff recommended approval of PUDA-20-05-000078/CUMJ-20-05-000061 - National Express
21 Wash (El Car Wash) requesting a PUD Amendment along with a Major Conditional Use approval
22 for a car wash facility at 3855 Northlake Boulevard.
23 Public comment: Kevin Dalton, 4109 Northlake Boulevard, Palm Beach Gardens, FL 33410.
24 Chair Hansen closed the public hearing.
25 Board Member Cohn made a motion to recommend to City Council quasi-judicial hearing PUDA-
26 20-05-000078/CUMJ-20-05-000061 - National Express Wash (El Car Wash) requesting a PUD
27 Amendment along with a Major Conditional Use approval for a car wash facility at 3855 Northlake
28 Boulevard.
29 Board Member Josephs seconded.
30 Motion passed 6-1.
31 Board Member Sabatello opposed.
32 Planning and Zoning Assistant Director, Peter Hofheinz stated a separate vote needed to be
33 made for the Major Conditional Use.
34 Board Member Cohn made a motion to recommend to City Council CUMJ-20-05-000061
35 requesting a Major Conditional Use approval for a car wash facility at 3855 Northlake Boulevard.
36 Board Member Josephs seconded.
37 Motion passed 7-0.

42 Planning and Zoning Assistant Director, Peter Hofheinz shared it was nice to have the Board
