8 The regular meeting was called to order at 6:00 p.m. by Chair Hansen.

11 Members Present:
12 Chair Randolph Hansen, Vice Chair Erez Sela, Carl Sabatello, L. Marc Cohn, Roma Josephs,
13 Christopher Oftedal and First Alternate Robert Savel (serving in the absence of Timothy Coppage).
14 Members Absent: Timothy Coppage.
15 Also Present: City Attorney, R. Max Lohman; Director of Planning & Zoning, Natalie Crowley;
16 Assistant Planning & Zoning Director, Peter Hotheinz; Planning Manager, Joann Skaria; Principal
17 Planner, Martin Fitts and Senior Planner, Samantha Morrone.

20 V. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY
21 Director of Planning and Zoning, Natalie Crowley reported the car wash site plan and major
22 conditional use was approved unanimously by City Council on May 6, 2021.
23 VI. APPROVAL OF MINUTES
24 Board Member Josephs made a motion to approve the April 13, 2021 meeting minutes.
25 Board Member Oftedal seconded.
26 Motion passed 7-0.
27 VII. PUBLIC HEARINGS
28 Those preparing to give testimony were sworn in.
29 1. Recommendation to City Council (Public Hearing) - QUASI-JUDICIAL HEARING
30 PCDA-20-02-000039 - Avenir proposing an amendment to the PCD Standards, Master Plan,
31 PCD roadway cross -sections and buffers and development order conditions
32 A request from Avenir Holdings, LLC and Avenir Development, LLC for a Planned Community
33 Development (PCD) Amendment to modify development parcel boundaries; create a new
34 Workplace Parcel J; realIocate professional office square footage to certain development parcels;
35 add two external driveway connections to Northlake Boulevard and modify certain elements of the
36 internal roadway network; update PCD and roadway buffer landscape plans; update PCD
37 Development Standards and list of permitted uses; and modify certain Conditions of Approval in
38 Resolution 4, 2016. The Avenir PCD is generally located on the north side of Northlake Boulevard,
39 east of Grapeview Boulevard, west of Bay Hill Drive, and south of Beeline Highway.
40 Chair Hansen asked for ex parte communication.
41 All Board Members declared ex parte communication for having met with the applicant and staff
42 during separate agenda review meetings.
43 Chair Hansen opened the public hearing.
44 Petitioner presentation: Ken Tuma, Urban Design Kilday Studios.

I Staff recommended approval of PCDA-20-02-000039 - Avenir proposing an amendment to the PCD
2 Standards, Master Plan, PCD roadway cross -sections and buffers and development order
3 conditions.
4 Public comment: None.
5 Chair Hansen closed the public hearing.
6 Board Member Oftedal made a motion to recommend to City Council PCDA-20-02-000039 -
7 Avenir proposing an amendment to the PCD Standards, Master Plan, PCD roadway cross -sections
8 and buffers and development order conditions.
9 First Alternate Savel seconded.
10 Motion passed 7-0.
11 2. Recommendation to City Council (Public Hearing)
12 CPMA-20-04-000030 - DPBG requesting a Comp Plan Map Amendment to change the Future
13 Land use designation from Professional Office (PO) to Mixed Used (MXD) for approximately
14 49.04 acres
15 A request by Excel Gardens, LLC requesting a Large -Scale Comprehensive Plan Future Land Use
16 Map Amendment to change the land use designation of an approximately 49.04-acre parcel in size,
17 more or less, from Professional Office (PO) to Mixed Use Development (MXD). The property is
18 located on the east side of Alternate A I A between Kyoto Gardens Drive and Gardens Parkway.
19 Chair Hansen opened the public hearing.
20 Petitioner presentation: Nicole Plunkett, Cotleur and Hearing. Combined presentation with Item 3
21 REZN-20-04-000023 - DPBG requesting to rezone approximately 49.04 acres from Planned
22 Community Development (PCD) Overlay with an underlying General Commercial (CG-1) zoning
23 district to PCD overlay with an underlying Mixed Use (MXD) zoning district.
24 Staff presentation: None.
25 Director of Planning and Zoning, Natalie Crowley clarified these two petitions are not approving
26 any site plan. They are cleaning up the existing land use conditions, providing for the mixed use land
27 designation and the appropriate compatible rezoning. The site plan petition is approximately one
28 month ahead.
29 Staff recommended approval of CPMA-20-04-000030 - DPBG requesting a Comp Plan Map
30 Amendment to change the Future Land use designation from Professional Office (PO) to Mixed Used
31 (MXD) for approximately 49.04 acres.
32 Public comment: None.
33 Chair Hansen closed the public hearing.
34 Board Member Sabatello made a motion to recommend to City Council CPMA-20-04-000030 -
35 DPBG requesting a Comp Plan Map Amendment to change the Future Land use designation from
36 Professional Office (PO) to Mixed Used (MXD) for approximately 49.04 acres.
37 First Alternate Savel seconded.
38 Motion passed 7-0.

44 from Planned Community Development (PCD) overlay with underlying zoning designations of
45 General Commercial (CG-1) and Professional Office (PO) to Planned Community Development
46 (PCD) overlay with an underlying zoning designation of Mixed Use Development (MXD). The

Board Member Sabatello made a motion to recommend to City Council quasi-judicial hearing
REZN-20-04-000023 - DPBG requesting to rezone approximately 49.04 acres from Planned
Community Development (PCD) Overlay with an underlying General Commercial (CG-1) zoning
district to PCD overlay with an underlying Mixed Use (MXD) zoning district.
First Alternate Savel seconded.
Motion passed 7-0.
