7 The regular meeting was called to order at 6:00 p.m. by Chair Hansen.

10 Members Present:
11 Chair Randolph Hansen, Vice Chair Erez Sela, Carl Sabatello, L. Marc Cohn, Roma Josephs,
12 Christopher Oftedal and Timothy Coppage.
13 Members Absent: None.
14 Also Present: City Attorney, R. Max Lohman; Director of Planning & Zoning, Natalie Crowley;
15 Assistant Planning & Zoning Director, Peter Hofheinz; Principal Planner, Martin Fitts and Senior
16 Planner, Samantha Morrone.

19 V. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY
20 Director of Planning and Zoning, Natalie Crowley reported the Avenir Planned Community
21 Development amendment (Resolution 27, 2021) and the second reading of the annexation of the
22 small parcel of land on the north side of PGA Boulevard and U.S. 1 (Ordinance 5, 2021) were
23 unanimously approved by City Council on June 3, 2021.
24 VI. APPROVAL OF MINUTES
25 Board Member Josephs made a motion to approve the May 11, 2021 meeting minutes.
26 Board Member Oftedal seconded.
27 Motion passed 7-0.
28 VII. PUBLIC HEARINGS
29 Those preparing to give testimony were sworn in.
30 1. Recommendation to City Council (Public Hearing) - QUASI-JUDICIAL HEARING
31 PCDA-20-04-000040- Downtown Palm Beach Gardens requesting to add a hotel and multi-
32 family entitlements to the Regional Center master plan.
33 A request by Excel Gardens, LLC to amend the Planned Community Development (PCD) Master
34 Plan to add 174 hotel rooms and 280 multi -family dwelling units to the Downtown Palm Beach
35 Gardens parcel within the Regional Center PCD Master Plan. The property is located on the east
36 side of Alternate A I A between Kyoto Gardens Drive and Gardens Parkway.
37 Chair Hansen asked for ex parte communication.
38 All Board Members declared ex parte communication for having met with the applicant and staff
39 during separate meetings and Board Member Sabatello also visited the property.
40 Chair Hansen opened the public hearing.
41 Petitioner presentation: Kevin Mysliwiec, Shopcore Properties; Nicole Plunkett, Cotleur and
42 Hearing; Donaldson Hearing, Cotleur and Hearing; Kona Gray, EDSA; Brian Seymour, Gunster,
43 Yoakley, & Stewart, P.A. Combined presentation with Item 2, SPLA-20-04-000057- Downtown
44 Palm Beach Gardens requesting to amend the existing Downtown site plan to add a mixed -use tower
45 and multi -family residential building.

4 Chair Hansen closed the public hearing.
5 Board Member Cohn made a motion to recommend to City Council PCDA-20-04-000040-
6 Downtown Palm Beach Gardens requesting to add a hotel and multi -family entitlements to the
7 Regional Center master plan.
8 Board Member Josephs seconded.
9 Motion passed 6-1.
10 Board Member Sabatello opposed.
11 2. Recommendation to City Council (Public Hearing) - QUASI-JUDICIAL HEARING
12 SPLA-20-04-000057- Downtown Palm Beach Gardens requesting to amend the existing
13 Downtown site plan to add a mixed -use tower and multi -family residential building
14 A request by Excel Gardens, LLC to amend the Site Plan for Downtown Palm Beach Gardens to
15 allow for a 167,006 square -foot mixed use tower with a 174-room hotel and a 280-dwelling unit
16 multi -family residential tower; to add an east -west drive aisle connecting the west loop road and
17 Lake Victoria Gardens Avenue; to establish Design Guidelines; to update the Master Signage Plan;
18 and to make landscape and hardscape changes. The property is located on the east side of Alternate
19 AlA between Kyoto Gardens Drive and Gardens Parkway.
20 Chair Hansen asked for ex parte communication.

38 Motion passed 6-1.
39 Board Member Sabatello opposed.
