SEAL OF EXCELLENCE AWARD FROM THE NATIONAL FALLEN FIREFIGHTERS 16 FOUNDATION. 17 Jeremy Hurd from the National Fallen Firefighters Foundation presented the Everyone Goes 18 Home Seal of Excellence Award to the Palm Beach Gardens Fire Rescue Command staff. Division 19 Chief of Training Safety, Andrew Lezza, on behalf of the City's Fire Rescue, expressed 20 appreciation to Councilmembers, the City Manager and City staff for their support and dedication 21 in helping to provide services to our residents. District Vice President for Local 2928, Jeffrey 22 Green thanked everyone for providing the behavioral, mental and physical well-being support for 23 its firefighters and paramedics. 24 V. CITY MANAGER REPORT 27 City Manager, Ron Ferris's report included: Community Development Block Grant Programs 28 (CDBG), Avenir Preserve brush fire, 2021 Hurricane Season, request for City's assistance at 29 Dwyer High School, relocation of the employee health center, Bayhill traffic signal update, 30 temporary outdoor seating, and Palm Beach County Property Appraiser's preliminary values. 31 Planning Manager, Joann Skaria presented an update on the CDBG CARES Act Rent and 32 Mortgage Assistance Program consisting of 43 completed applications submitted to date since the 33 program opened on March 5, 2021. Twelve of these were approved, eight for rental and four for 34 mortgage, representing awards totaling $145,900.82. Nine applications have been denied due to 35 not meeting eligibility requirements or non-responsiveness. Validation of other submitted 36 applications is still pending. The program has received televised news coverage and has been 3 7 widely advertised. Another 89 applications are in-progress but have not yet been submitted for 38 consideration. The CDBG Infrastructure Project to install water lines at Mary Circle and Dania 39 Drive is progressing. The City is currently securing the right of way acquisitions, engaging a 40 consultant to conduct the HUD required environmental assessment and discussing pre-award costs 41 approval. Next steps include the Annual Action Plan for the second year of the Infrastructure 42 Project, finalization of the right-of-way acquisitions and environmental review, organizing a 43 community meeting and designing and permitting the water mains. The CDBG Owner-Occupied 44 Residential Rehabilitation Assistance Program has received 35 applications to-date since opening 45 in May 2016. Eight applicants were ineligible or non-responsive. A total of 19 homes have been 46 completed. Four homes have been approved or are under construction, and four applications are 47 currently under review. The average length of applicant residency in the City is 22 years. CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING 06-03-2021 PAGE 1 1 Approximately $272,599.73 in funds remains, which covers the rehabilitation work of an estimated 2 11 additional homes. 3 Deputy Fire Chief of Operations, James Ippolito reported on the A venir Preserve brush fire that 4 occurred on May 24, 2021 , which burned roughly 600 acres due to dry and windy conditions. The 5 fire was caused by a heavy machinery vehicle clearing the area. The collaborative effort among 6 Palm Beach Gardens Fire Rescue, Palm Beach County Fire Rescue, Florida Division of Forestry, 7 and Palm Beach County Sheriffs Office extinguished the fire in 53 hours. The City's Police 8 Department also offered assistance and the City's Fleet Operations Department had the fuel trailer 9 and technicians on site. No homes were threatened. The City's fire brush trucks were instrumental 10 and worked flawlessly. Discussion ensued. 11 Community Services Administrator, David Reyes presented an update on the City's 12 preparations for the 2021 Hurricane Season. The City's communication protocols are in place. 13 Emergency response vendors have been notified. Contact information and operating procedures 14 have been updated. Six emergency task force teams are ready and located throughout the City. 15 Each team has been designed to operate independently should communication be interrupted. 16 Following a storm, the City's rapid response team of building inspectors will assess any damage. 17 Additional support teams include debris clean-up, stormwater and infrastructure, facility and fleet 18 teams . Drone technology is now assisting in visuals. He encouraged residents to create their own 19 emergency plan and visit the City's website for the 2021 Hurricane Guide and sign up for 20 notifications. 21 Deputy City Manager, Stephen Stepp reported on the request from resident Lisa Wade who 22 asked for the City's assistance in improving football field conditions at Dwyer High School. At 23 the direction of the City Manager, a meeting was held on May 11 th at Dwyer with Lisa Wade, 24 Principal Corey Brooks, the head football coach, and City staff. Dwyer representatives asked the 25 City to consider a partnership to construct an artificial turf multi-purpose field, estimated to cost 26 $1.5 million. Dwyer is slated to receive $22 million from Palm Beach County's one-cent sales tax. 27 However, no funding was included to repair the football field and the reallocation of sales tax 28 monies is beyond their control. The City suggested parents contact Palm Beach County District 1 29 School Board Member, Barbara McQuinn , for assistance and reach out to the School District's 30 Independent Sales Surtax Oversight Committee to express concerns with unsafe field conditions. 31 The cost to resod the field is approximately $150,000 and would require a higher degree of contract 32 maintenance. Soon thereafter, Palm Beach Gardens High School also contacted the City regarding 33 a partnership for their field. A future meeting is planned with Palm Beach County School Board 34 District representatives at Dwyer next week. Discussion ensued. 35 City Manager, Ron Ferris remarked on the opening of the newly relocated Employee Health and 36 Wellness Center as it moved from Fire Station 3 to Fire Station 1. Celebrating its tenth year, the 37 official ribbon-cutting ceremony was held on April 22, 2021. The employee utilization of 38 appointments is up to 90-94% at the new location. Primary urgent care services save an average 39 of $555,000 in annual costs of office visits, labs and medications compared to the private sector 40 and saving $772,000 annually in health claim cost avoidance in treating high risk health conditions. 41 Recognition was given to Human Resources Administrator, Sheryl Stewart and her staff for its 42 management. 43 An update was given on the progress of the traffic signal on Northlake, Bayhill and Sandhill Crane 44 Drive. The County had sent a recommendation to include four conditions in the City's interlocal 45 agreement. The County recognized the City's right to warrant the signal and would be giving the 46 City the permit. The interlocal agreement was sent on May 18th with the requested changes. No 4 7 response has been received from the County , and communication with the County Administrator 48 stated they are looking into it. CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING 06-03 -2021 PAGE 2 1 An extension of the temporary outdoor seating was proposed for 90 days until September 30, 2021 . 2 Removal of temporary signage would be required to be taken down by June 30, 2021 . This 3 extension gives time to look at the existing ordinances and be more accommodating. Collaboration 4 would be engaged with PGA Corridor Association and Palm Beach North Chamber of Commerce. 5 Discussion ensued and Councilmembers concurred. 6 A report was shared on the taxable property preliminary values being up at 3 .21 %. The Palm Beach 7 County Property Appraiser Office's explanation was that residential properties were increased 8 arbitrarily by 5%. Single family residences make up 65% of our community and condos another 9 6%. However, homestead properties make up 56% of the City's tax roll . The homestead exemption 10 cap at 1 .4% pulled down the total increase. Commercial properties were adjusted at 3%. Final 11 numbers will be released in July . Discussion ensued. 12 VII. Discussion ensued. 24 Motion passed 5-0. 25 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST: 26 a. CITY MANAGER EVALUATION. 27 Councilmember Woods shared City Manager, Ron Ferris has a firm grasp on the vision for 28 Palm Beach Gardens. City staff adores him, and the City's superior performance is appreciated by 29 the community, staff and Councilmembers. 30 Councilmember Marciano commented he is extremely happy with the City Manager's 31 performance and highlighted communication as he shares a lot of information with 32 Councilmembers. The City runs extremely well, and the City's excellent leadership team is second 33 to none. 34 Vice Mayor Reed referenced his excellent achievements including managing budgets, operations, 35 and staff. He is approachable. His door is always open, and his phone is always answered. Being 36 extremely informative, he listens and provides constant and transparent information. His 3 7 leadership during the past year has been outstanding. As a true professional, he invites 38 collaboration and freely gives compliments to others. 39 Councilmember Tinsley echoed all the previous comments and feels blessed to live in the City. 40 One of the reasons for the City's success is the City Manager's leadership. The City's award- 41 winning departments reflect his professionalism and management skills. He has the City's best 42 interest at heart with every decision made. 43 Mayor Litt expressed appreciation for the City Manager's leadership, diligence and work ethic 44 during a difficult year. She appreciates his forward-thinking and planning in achieving objectives 45 and maintaining financial stability. City staff are loyal and highly-valued testifying to his 46 leadership ability. 47 City Manager, Ron Ferris thanked Councilmembers indicating this is his twenty-first year 48 serving the City. He is looking forward to the next twenty years. CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING 06-03 -2021 PAGE 6 1 Mayor Litt congratulated Vice Mayor Reed on her Leadership Palm Beach County graduation. 2 Mayor Litt provided a brief overview of the second joint workshop with Palm Beach County 3 Water Resources Task Force and Broward County Water Advisory Board held on June 2, 2021 in 4 West Palm Beach. Federal funding was approved last week by President Biden for the Central and 5 South Florida System Flood Risk Management Infrastructure Resiliency Study which will need to 6 be approved by Congress. Presentation documentation was provided to Councilmembers. 7 Vice Mayor Reed thanked Mayor Litt and City staff for the Memorial Day video and Lauren 8 Berkson for her work with the Gold Star families. 9 Councilmember Woods discussed the delay in the City receiving the County's permit authorizing 10 the traffic signal at the intersection of Northlake Boulevard and Bay hill Drive. 11 City Attorney, R. Max Lohman recommended to let the City Manager continue to work with 12 County Administrator Verdenia Baker to put the traffic signal into play. 13 City Manager, Ron Ferris stated he is going through the process and is hopeful the permit will 14 be issued soon. Discussion ensued. 15 Councilmember Marciano shared his son's Palm Beach Gardens soccer team may be advancing 16 to play in the Nationals held in North Carolina this July with 64 teams from around the country. 17 The City's teams, fields and programs have received national attention. 18 Vice Mayor Litt noted the number of emails that Councilmembers receive has increased with so 19 much happening in the City. To avoid overlapping, she requested emails be forwarded to the City 20 Manager. The response can be in one voice, and everyone can be copied with the same 21 information. 22 City Manager, Ron Ferris shared all Councilmembers are copied on email communication. 23 XI. CITY ATTORNEY REPORT 24 City Attorney, R. Max Lohman acknowledged the City was served in the mobility lawsuit.
