6 I. CALL TO ORDER
7 The regular meeting was called to order at 8:30 a.m. by Chair Comiter.
8 II. PLEDGE OF ALLEGIANCE
9 III. ROLL CALL
10 PRESENT: Chair Andrew Comiter, Vice Chair Dennis Beran, Mark Schulte, David Middleton.
11 ABSENT: Mark Feldmesser.
12 ALSO PRESENT: Finance Administrator, Staff Liaison Allan Owens; Deputy Finance
13 Administrator, Sean O'Brien.
14 IV. ADDITIONS, DELETIONS, AND MODIFICATIONS
15 None.
16 V. APPROVAL OF MINUTES for the October 22, 2020 meeting.
17 Board Member Middleton made a motion to approve the October 22, 2020 meeting minutes.
18 Vice Chair Beran seconded.
19 Motion passed 4-0.
20 VI. REGULAR AGENDA
21 A. FY 2020 Audit Review
22 Finance Administrator, Allan Owens presented an overview of the Comprehensive Annual
23 Financial Report for fiscal year ending on September 30, 2020. Discussion ensued.
24 B. FY 2022 BUDGET UPDATE
25 Finance Administrator, Allan Owens provided the budget preparation update for FY 2022. The
26 estimated property values are expected to be released on May 28, 2021. The City is currently
27 reviewing FY 2022 budget requests, estimating FY 2021 revenues and expenditures and projecting
28 FY 2022 revenues. The American Rescue Plan, which was signed into law on March 11, 2021, was
29 also discussed including payment distributions, eligible expenditures, the City's revenue loss and
30 reporting requirements. The tentative millage rate will be reviewed at the July 15, 2021 City Council
31 meeting and the City Council meetings to adopt the FY 2022 budget will occur on September 8,
32 2021 and September 22, 2021. Discussion ensued.
33 The Board agreed to set the next meeting date to July 22, 2021 at 8:30 a.m.

40 X. COMMENTS BY THE BOARD
41 Board Member Middleton stated he is looking forward to the budget review process.

Board Member Middleton made a motion to adjourn the meeting.
Vice Chair Beran seconded.
Motion passed 4-0.
Chair Comiter adjourned the meeting at 9:20 a.m.
The next meeting will be held on July 22, 2021.
