GARY SYPE K, DEPUTY DIR ECTO R OF AIRPORTS -PRO POSED EXT ENSION OF 16 RUNWA Y 14-32 AND RE LATED IMPROVEMENTS AT THE NORTH PALM BEA CH 17 COUNTY G ENERAL AVIATION AIRPORT . 18 Gary Sypek, Depu ty Director of Airports, provided a brief history of the North Palm Beach 19 County General Aviation Airport (F45) and referenced the interlocal agreement between the 20 County and the City. Discussion ensued. 21 Di strict 1 Palm Beach County Commissioner, Maria M a rino expressed her support for the 22 Airport's project. 23 a. 2021 POS T-SESSION LEGISLATIVE UPDATE-SENATOR BOBBY POWELL. 24 Senator Bobby Powell highlighted specific actions taken by the 2021 Legislature. ITEM H, UNDER CONS E NT , GROU P HEAL TH INSURANC E PLAN (SELF-FU NDED) AND 27 PHARMACY BENEF ITS MANAGE R. 28 Human Re sources Administrator, Sheryl Stewart introduced J eloika C ru z, Manager of 29 Retention and Administrative Support, for Florida Blue in South Florida and Se nior Human 30 Re sources Generalist, Lauren Ferreira. The City's Selection Committee concurred that Florida 31 Blue continues to offer the best option both medically and financially delivering quality, 32 accessibility, and superior services. Discussion ensued. 33 V . COMMENTS FROM THE PUBLIC 34 None. 35 VI. CITY MANAGER REPORT 36 City Manager, Ron Ferris's report included: Capital Improvement Projects updates, Fire Rescue 37 Surfside deployment, building safety inspections, Emergency Response Task Force Teams and 38 Storm Ready video presentation. 39 Community Services Administrator, David R ey es referenced 47 active Capital Improvement 40 Projects. City Engineer, Todd Engle expanded upon Campus Drive mobility improvements 41 including a roundabout traffic circle, a wider multi-use sidewalk path and increased stacking on 42 the right hand lane approaching PGA Boulevard. The intersection of Campus Drive and Fairchild 43 Avenue will be closed from July 23, 2021 to August 6, 2021 for the construction of the roundabout. 44 Gardens Park Improvements include an ADA playground, bankshot basketball courts and a shade 45 structure for the bleachers with estimated completion in November 2021. Aquatic complex 46 renovations and main pool completion is estimated for completion in March 2022, and the 6,200 4 7 square foot aquatic center building is estimated to be done in September 2022. The Nicklaus 48 Design 18-Hole Par-3 Golf Course and Sandhill Crane Access Road project is comprised of the CITY OF PALM BEACH GARDENS REGULAR COUNC IL MEETING 07-15-20 21 PAGE 1 1 Nicklaus Design 18 hole golf course, the exten sion of the Sandhill Crane access road to A venir 2 and the construction of a new clubhou se, and the es ti mated completion date is November 2022. 3 He thanke d the City Manager for his leadershi p and each City Dep artment for their coordination 4 and hard work in supp ort ing all these projec ts. Di scuss ion ens ued. 5 City Manager, Ron Ferris re p orted on the deployment of 16 City personnel to Surfside to assist 6 in the co ndo tragedy from July 5 to July 10. Palm Beach County has no mandatory buil ding safety 7 in spections and guidance is needed from the Flo ri da Legislature . The City has issued letters to 8 pro perty owners of 24 properties with four building stories or more encouraging them to do 9 structural and electri cal inspecti ons and keep the City informed . 10 Community Services Administrator, David Reyes shared details about the City's six Emergency 11 Res ponse Task Force teams with one ass igned to each of the City's five fire stations and the sixth 12 team at the Sandhill Cran e Golf Club hou se. Each team is des igned to op erate fu ll y indep endent of 13 each other should communicat ion be lost in an emerge nc y. Additi onal suppo rt teams are located 14 at the Burns Road Co mmunity Center, the Operatio ns Center, and the EOC, Emergency Operations 15 Center. 16 Public Media Relations Director, Candice Temple de bute d the City's Storm Ready video which 17 teac hes the community about the City's personnel and equipment and reminds residents the 18 imp ortance of prep aring their own safety plan. ITEMS FOR COUNCIL A CTIONIDIS CUSSION AND IT E MS OF INT ERE ST: 16 Vice Mayor Reed reported the Palm Beach Transportation Planning Agency's (TPA) Bicycle- 17 Trailways-Pedestrian Advisory Committee (BTPAC) ranked the County's corridor that will be 18 resurfaced on Prosperity Farms Road from Northlake Boulevard to Donald Ross Road. A bike lane 19 will be install ed that is not separated, and she asked for a proper review of the bike lane as so much 20 is being done to advance mobility. A presentation was given on Senate Bill 950 pertaining to 21 bicyclist and pedestrian safety, and she would share this with the City Manager, Councilmembers, 22 and the North County Neighborhood Coalition (NCNC). 23 Councilmember Tinsley attended last month's TPA meeting on behalf of Vice M ayor Reed 24 where an update was given on quiet zones relating to Brightline trains. Quiet zones are already in 25 effect in West Palm Beach south. North of 15 th Street in West Palm Beach, safety measures needed 26 have been identified. Thorough testing of these areas will follow once construction is completed, 27 and funding is already in place for Phase II quiet zones. In September/October, Brightline will 28 give a presentation to TP A that will include an updated schedule for the Phase II project. TP A is 29 drafting their mobility project for transit corridors and transit stops. She shared her support in 30 working with TP A to advance the PGA Station and thanked City staff and Building Official, S cott 31 Danielski and his team for writing the build ing safety letter to designated property owners 32 following the Surfside tragedy. 33 Mayor Litt inquired if all Brightline train track changes were finished in the City. 34 City Engineer, Todd Engle reported the City is completely done. In tandem with other entities 35 from West Palm B each to Jupiter, the City will be applying for needed quiet zones. The TPA will 36 work with the City through this process. Discussion ensued. 37 XI. CITY ATTORNEY REPORT 38 City Attorn ey, R. Ma x Lohman provided an update on the mobility lawsuit between the County 39 and the City. After the County's prayer for injunction relief, the City filed a motion to dismiss the 40 County's complaint for lack of subject matter jurisdiction. A case management conference was 41 held last week. The City's motion to dismiss will be heard August 17 between 10 and 12 . The 42 injunctive relief hearing was originally scheduled for August 16 -August 18 and has been 43 rescheduled for August 31 -September 2 if it happens. The City is filing its memorandum in 44 support of its motion to dismiss by Friday.
