6 I. CALL TO ORDER
7 The regular meeting was called to order at 8:27 a.m. by Chair Comiter.
8 H. PLEDGE OF ALLEGIANCE

10 PRESENT: Chair Andrew Comiter, Vice Chair Dennis Beran, Mark Schulte, David Middleton.
11 ABSENT: Mark Feldmesser.
12 ALSO PRESENT: Finance Administrator, Staff Liaison Allan Owens; Deputy Finance
13 Administrator, Sean O'Brien; Finance Manager, Arienne Panczak.
14 IV. ADDITIONS, DELETIONS, AND MODIFICATIONS
15 None.
16 V. APPROVAL OF MINUTES for the May 27, 2021 meeting.
17 Vice Chair Beran made a motion to approve the May 27, 2021 meeting minutes.
18 Board Member Schulte seconded.
19 Motion passed 4-0.
20 VI. REGULAR AGENDA
21 A. FY 2021 / 2022 Budget Update
22 Finance Administrator, Allan Owens provided the FY 2021/2022 proposed operating and capital
23 budget presentation. The FY 2022 property valuation is 13.5 billion, the proposed millage rate stays
24 the same at 5.55, and the debt rate is .0. Significant budget factors for FY 2022 include personnel,
25 operating and capital projects which include maintenance and repairs, and the American Rescue
26 Plan Act. The City Council Public Hearings for the budget are scheduled for September 8 and
27 September 22, 2021. Discussion ensued.
28 The Board agreed to set the next meeting date to August 26, 2021 at 8:30 a.m.

Vice Chair Beran seconded.
Motion passed 4-0.
Chair Comiter adjourned the meeting at 9:30 a.m.
