CALL TO ORDER 7 The regular meeting was called to order at 6:00 p.m. by Chair Hansen. 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL 10 Members Present: 11 Chair Randolph Hansen, Vice Chair Erez Sela, L. Marc Cohn, Roma Josephs, Christopher Oftedal, 12 Timothy Coppage and First Alternate Robert Savel (served on the dais). 13 Members Absent: None. 14 Also Present: City Attorney, R. Max Lohman; Director of Planning & Zoning, Natalie Crowley; 15 Principal Planner, Martin Fitts, and Senior Planner, Dawn Sonnebom. 16 IV. ADDITIONS, DELETIONS, MODIFICATIONS 17 None. 18 V. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY 19 Director of Planning and Zoning, Natalie Crowley shared the resignation news of former Board 20 Member Carl Sabatello effective August 9, 2021 and offered appreciation for his service. 21 Appointments to the Board will occur in October 2021 by the City Council. The Avenir Panther 22 National master site plan and Avenir Panther National golf course site plan and major conditional 23 use petitions, Resolution 43, 2021 and Resolution 44, 2021, were unanimously approved by the 24 City Council at the August 5, 2021 meeting. In addition, the Downtown Palm Beach Gardens 25 petitions, Ordinance 6, 2021, Ordinance 7, 2021, Resolution 41, 2021 and Resolution 42, 2021, 26 were all approved. 27 VI. APPROVAL OF MINUTES 28 Board Member Josephs made a motion to approve the July 13, 2021 meeting minutes. 29 First Alternate Savel seconded. 30 Motion passed 7-0. 31 VII. PUBLIC HEARINGS 32 1. Recommendation to City Council (Public Hearing) 33 LDRA-21-06-000083 - City -initiated Land Development Regulations Amendment to update 34 the City's Outdoor Seating Ordinance. 35 A City -initiated request to amend Chapter 78 - Land Development, Article V - Supplementary 36 District Regulations, Section 78-191 — Outdoor seating, and Section 37 78-345 — Number of parking spaces required, Table 33: Required Off -Street Parking Spaces. 38 Chair Hansen opened the public hearing. 39 Petitioner presentation: None. 40 Staff presentation: Principal Planner, Martin Fitts. 41 Staff recommended approval of LDRA-21-06-000083 - City -initiated Land Development 42 Regulations Amendment to update the City's Outdoor Seating Ordinance. 43 Public comment: None. 44 Chair Hansen closed the public hearing. 45 Board Member Oftedal made a motion to recommend to City Council LDRA-21-06-000083 - 46 City -initiated Land Development Regulations Amendment to update the City's Outdoor Seating 47 Ordinance. Motion passed 7-0. VIII. OLD BUSINESS Chair Hansen inquired on the progress of the Roan Lane self -storage facility off Northlake Boulevard. Director of Planning and Zonine, Natalie Crowley shared the project is moving forward. They have inquired about the Art in Public Places options and are currently deciding what to do.
