ADJOURNMENT CITY OF PALM BEACH GARDENS MEMORANDUM DATE: March 4, 2010 TO: Art in Public Places Board Members FROM: Kate Wilson, Planner, THRU: Kara Irwin, AICP, Growth Management Administrator SUBJECT: Public Workshop — The Pointe Planned Unit Developme The Pointe PUD is a 9.18 acre site located at the intersection of I -95 and Military Trail, south of the Sabal Ridge development. The project was approved in December 2005, and includes two (2) 75,000 square foot four (4) story professional office buildings and a four (4) story parking garage. The project will be constructed in two (2) phases. The first phase, which is already underway, includes one (1) of the office buildings and surface parking. The first office building will be occupied by Nova Southeastern University (NSU) as a satellite campus. The second phase includes the second office building and the parking garage. On September 20, 2005, Anne Booth, on behalf of The Pointe PUD, came before the Art in Public Places (AIPP) Board for a workshop. The feedback from the AIPP Board was centered mainly on the location of the art. Three (3) alternatives were identified; the plaza adjacent to the lake, the traffic rotary in front of the second building, and within the lake. Additionally, three (3) conditions of approval were placed on the approving development order, Resolution 175, 2005, regarding the AIPP requirement (see attached Resolution 175, 2005). The Applicant requested a second workshop to receive input from the Board regarding the previously selected art locations, their selected Artist, and their conceptual art designs. Staff will be present to answer any questions regarding the petition. Explain the nature of the request This is a request for a workshop to discuss the location of the proposed Art In Public Places required by the City's Land Development Regulations. Although the artist has been selected, the art has not been chosen. At such a time when the art work has been selected, it is the intent of the petitioner to return to the Art in Public Places Advisory Board for approval prior to be scheduled for the final review and approval by the City Council. 2 2. The applicant would like to discuss the direction they are taking with regard to the proposed art, and to solicit the input of the Committee in that process. The Pointe PUD is a 9.18 acre site located at the point of the intersection of I -95 and Military Trail, just south of the Sabal Ridge development. The PUD was approved by the City Council in December of 2005. The approved plan of development includes two 75,000 square foot four -story professional office buildings and a 4 '/2 level parking garage. The proposed site plan will be constructed in two phases with one office building and the ground parking being constructed initially, to be followed by the second building and the parking garage. The applicant intends to provide art for each separate phase of development. The development has recently broken ground on the first of the two buildings which will be occupied by Nova Southeastern University. In September of 2005, this project was brought before the AIPP board to discuss the possible locations for the art. Three alternative sites were identified, two on land and one in the lake. The upland locations included the plaza adjacent to the lake and the traffic rotary in front of the second building. In conformance with the discussions with the AIPP Committee, there were three conditions of approval which were included in the Development Order which addressed the Art in Public Places requirement. They include: Condition #4 If the on -site Art in Public Places is located within the lake, the applicant shall install a seating area which shall include a shade structure such as a landscape trellis in the general area of the proposed art location adjacent to the lake prior to issuance of the last Certificate of Occupancy for Phase I, subject to review and approval by the Growth Management Department. (PZ) Condition #6 Prior to issuance of the first building permit, the applicant shall post escrow or make payment in -lieu for the Art in Public Places in accordance with City Code Section 78 -262. (PZ) Condition #7 Prior to issuance of the first Certificate of Occupancy, the City Council shall review and approve the artwork design, and the approved art shall be installed prior to issuance of the last Certificate of Occupancy for Phase I. The Art in Public Places Advisory Board may require the artwork to be cumulative for both phases, and if the cost of the artwork in Phase I exceeds the AIPP requirements for Phase 1, the additional cost shall count towards Phase II AIPP requirements. If the fountain is incorporated into the AIPP, credit may be given for the fountain subject to review and approval by the Art in Public Places advisory Board and the City Council. (PZ) 477 S. Mr. Ullberg has worked with the University previously by creating a monumental sculpture of their school mascot, a Mako shark. Representative examples of Mr. Ullberg's work have been included in this submission, along with photographs of the sculpture at the main campus. Further information about his work and accomplishments can be viewed on his website at http: / /www.kentullberg.net /. The University would like to utilize a smaller truncated version of the shark sculpture located at the main campus at this project. The current economic climate has slowed development of this property and delivering a quality development while maintaining the projected budgets for every aspect of the development are a primary and necessary goal of the applicant. The applicant has posted escrow, in the amount of $46,000, which is one percent of the construction costs of the first building. They have been exploring the alternatives for location, size and design of the possible art. Unfortunately, installation concerns, and lake water table fluctuation issues associated with installation of the sculpture have discouraged the applicant from committing to installation of the art in the lake. As an alternative they are focusing their efforts toward installation of the art in the plaza. The plaza is located on the north side of the lake and includes seating, and landscape planters. The plaza will be visible from the Military Trail sidewalk, the I -95 overpass and the interior of the building. As part of the lake design, a bulkhead will flank the northern edge of the lake with an open rail fence, bench seating and a large plaza area. The plaza design is intended to invite and encourage its use. The applicant believes that placing art in the plaza will further reinforce the intent of the plaza as a gathering place and allow for greater appreciation and enjoyment of the art. The second area envisioned for the placement of art is the cul -de -sac located at the entrance to the second building. This area will be a prominent location for all occupants and visitors into the site as it is in the center of the drive aisle, and directly in front of the building. The rotary will not be constructed until the second phase of the development, at the time of the construction of the second building and the parking garage. A native of Sweden, Kent Ullberg is recognized as one of world's foremost wildlife sculptors. He studied at the Swedish Konstfack University College of Art in Stockholm and at museums in Germany, the Netherlands and France. He lived for seven years in Botswana, Africa, and served the last four years there as curator at the Botswana National Museum and Gallery. He has made his home permanently in the United States living on Padre Island, Corpus Christi, Texas. He also maintains a studio in Loveland, Colorado. Ullberg is a member of numerous art organizations that have honored him with many awards. These include, in New York City: the National Academy of Design, the Allied Artists of America, the National Arts Club, the National Sculpture Society and the Society of Animal Artists. In 1990 his peers at the National Academy of Design elected him a frill academician, making him the first wildlife artist since John James Audubon to receive this tribute. His memberships include the American Society of Marine Artists, the Society of Wildlife Art of the Nations in Sandhurst, United Kingdom, and the Explorers Club. He is best known for the monumental works he has executed for museums and municipalities from Stockholm, Sweden to Cape Town, South Africa. His Fort Lauderdale, Florida and Omaha, Nebraska installations span several city blocks. In 1993 and again in 2008, Ullberg received the Henry Hering Medal from the National Sculpture Society for outstanding collaboration between architect, sculptor and patron in a monumental sculpture. In 1998 he won the Prix de West Purchase Award. Ullberg's work has appeared in major museums and corporate headquarters incl. the National Museum of Natural History in Stockholm, Sweden; the Salon d'Automne, Paris, France; the National Gallery in Botswana, Africa; and the National Geographic Society, Washington, DC. His sculptures can be found in the private collections of world leaders and celebrities. He is a major supporter of wildlife conservation. All of the subject steel pieces were salvaged from the buildings after the disaster on September 11, 2001. In October 2009, a committee was created to discuss and conceptualize the 9/11 memorial project. On October 20, 2009, a request was brought before the Art in Public Places (AIPP) Board to utilize art impact funds for a 9/11 Memorial Plaza at Fire Station No. 3. The AIPP Board recommended support of this request to the City Council. On November 5, 2009, the City Council approved up to $60,000 of art impact funds to be used for a City of Palm Beach Gardens' 9/11 Memorial Plaza. On February 16, 2010, a workshop was held with the AIPP board to present conceptual drawings and elements of the memorial plaza. 167BUP &7iC L, The project committee came before the AIPP board for a workshop on February 16, 2010, to present the artist, Mark Fuller, conceptual drawings, and elements of the 9/11 Memorial Plaza. The board was unanimously pleased with the conceptual plaza, and encouraged the committee to continue to finalize the project. At the time of the workshop, the piece of steel the City would receive was not known. Additionally, the board appointed Cable Neuhaus as a liaison to the artist, on behalf of thc,, board, should the artist requ ;c,st input concerning the chc,, gi=n steel piece. BUDGET A total of $60,000 was allocated by the City Council for the proposed 9/11 Memorial Plaza. The total estimated cost of the project is about $165,000. In order to cover the expenses, the committee has been actively seeking contributions from businesses and individuals throughout our community. To date, the committee has received numerous contributions that include professional services, products, and monetary donations. At this time, many of the donations are verbal in nature; however, a finalized account of the donations will be provided to the City Council. (Please see attached Budget). The subject budget includes materials, installation, transportation of steel piece, consulting fees, and plaza amenities. Additionally, a Maintenance Plan has been included that details the future costs of the plaza and art maintenance over a period of 25 years. It is estimated that $38,827 will need to be set aside for future maintenance (Please see attached Maintenance Plan). PROJECT DETAILS Location The subject site, known as Fire Station No. 3, is 7.64 acres, and is located on the north side of Northlake Boulevard approximately one -half ('/2) mile west of Military Trail, at 5161 Northlake Boulevard (see attached Location Map). Meeting Date: March 16, 2010 Petition: AIPP- 10 -02- 000025 Page 3 of 4 The plaza is proposed to be located on the southwest portion of the site in an open space that fronts Northlake Boulevard. The plaza has a diameter of approximately 50 feet, and has incorporated a pedestrian walkway connecting the existing parking lot to the existing sidewalks along Northlake Boulevard and Howell Lane. Artist The project artist is Mark Fuller, who is an environmental graphic and industrial design artist. Mr. Fuller has been participating in the public art forum since 1992, and has vast experience in creating public art, which establishes a strong sense of place unique to individual communities. He has created a number of public art pieces, each of which were designed to symbolically or abstractly reference its specific environment. Due to nature of the proposed project, Mr. Fuller has graciously volunteered his services, and has created an artistic plaza that will respectfully memorialize this tragic historical event for generations to come. (see attached Artist Resume). Proposed Art The plaza has been designed to reflect the shape of the Maltese cross, which is a widely recognized symbol for fire departments, using permeable paver bricks. The permeable paving system proposed reduces runoff by 100 percent for low intensity storms, can reduce drainage and detention requirements, meets the U.S. Environmental Protection Agency's standards, and contributes to LEED points in seven (7) categories. The steel piece obtained from the World Trade Center will be located at the center of the plaza (see attached Artifact Photo). The piece consists of two (2) vertical columns that are slightly distorted, and are approximately 36 feet in length, 30 inches in height, and 50 inches wide. The artifact was part of the north tower, and was located within the jet impact zone (see attached Artifact Location Drawing). Also within the plaza will be approximately eight (8) glass panels, on which all the victim's names will be engraved. C'he panels are eight (8) feet high and four (4) feet wide. The glass is one -half ('/2) inch thick {-grid will sit on a stainless sr, -d base cabinet and be co `.,fined on all sides by a steel frame. The lettering on the glass is approximately one -half ('/2) inch in height. To identify those victims who served in a Police or Fire Department, a circular red or blue glass piece will be imbedded into the panels adjacent to their respective names. Additionally, names of victims who were residents or closely related to residents of Palm Beach Gardens will be italicized. Around the outer edges of the cross feature, elevated bench features are situated for seating. (See attached Artistic Renderings). Landscaping A four (4) foot landscape berm is proposed at the northwest portion of the site to provide elevated visibility of the memorial. Along both sides of the plaza will be approximately six (6) to eight (8) Palms with a Cocoplum hedge at the base of each tree. A planting area of Parsons Juniper is proposed along the outsides of the bench features on the east side of the memorial. The existing Holly trees will be removed from the site to avoid conflicts with the berm and, if possible, relocated to the southeast area of the Fire Station parcel, which is currently vacant. Additionally, a Cocoplum hedge is proposed along the new walkway as well as along the north, west and a portion of the east edges of the plaza (See attached Landscape Plan). Signage There is an existing monument sign located on the west side of the Fire Station driveway that will be relocated to the east side to avoid visibility conflicts between the Memorial Plaza and the sign. Also, the existing flagpole in the middle of the proposed plaza area will be relocated closer to the Fire Station building on the west side of the driveway. No additional signage is proposed with the subject petition. The walkway to the memorial plaza will be lit using aluminum mushroom lights that sit approximately 28 inches off the ground, and will be spaced evenly along the entire path. Lighting is also proposed to be located on the inside of each of the concrete benches facing the steel piece. The steel piece will be lit using ground mounted fixtures at points within the plaza. The ground mounted lights will also be used to illuminate the palm trees and possibly the flag pole. The lights are adjustable and allow for mounting at heights of two (2) to twelve (12) inches above grade. (see attached Lighting Details). His work has primarily been oriented towards creating sculptural identity elements that help to establish a strong sense of place. In addition to his public art, his design experience includes urban street furniture such as seating elements, bollards, lighting fixtures, tree grates, and telephone kiosks. His Art In Public Places installations have included kinetic constructions, compression- tension cable structures, and static free - standing elements. While the style of Mark's work is not characterized by a specific'look'; it is highly stylized by his research into the unique function, architecture, environmental and cultural aspects that surround each project . As a result, the visual characteristics of Fuller's installations flex and change with appropriate sensitivity for the project at hand.
