6 The regular meeting was called to order at 6:00 p.m. by Mayor Litt.

14 IV. ANNOUNCEMENTS AND PRESENTATIONS
15 a. PALM BEACH GARDENS POLICE EXPLORERS -FIRST PLACE AT STATE
16 COMPETITION.
17 Police Chief, Clint Shannon congratulated the Palm Beach Gardens Police Explorers on
18 becoming the 2021 Florida Association of Police Explorers State Champions at the annual State
19 Competition held in Lake Mary , Florida on July 18-24, 2021. In addition, they won first place in
20 the individual competitions of In-Progress Burglary Response, Crisis Intervention, Crime Scene
21 and third place in the Active Shooter Response and Traffic Stop scenarios. Furthermore, they
22 received second place in the Pistol Team competition and third place in the Explorer Shooting
23 competition. Recognition was given to Police Officer, Jason Sharon, Police Officer, Bethany
24 Abraira, and Police Sergeant, Jeneve Labossiere and the entire Police Department.

30 a . APPROVE MINUTES FROM THE SEPTEMBER 8, 2021 CITY COUNCIL MEETING.
31 b. PURCHASE AWARD -RENEWAL OF AGREEMENT FOR PROPERTY AND CASUAL TY
32 INSURANCE PROGRAM .
33 Councilmember Marciano made a motion to approve the Consent Agenda.
34 Councilmember Tinsley seconded.
35 Motion passed 5-0.
36 • Prior to the Public Hearings, Mayor Litt addressed budget comments received and the City's
37 budget process following the City Council's meeting on September 8, 2021. The City's stability
38 and fiscal responsibility has enabled it to establish and build up three financial reserves:
39 unassigned , budget stabilization, and economic development. These reserves allowed the City to
40 balance the budget this year without use of Recovery Act funding. These reserves also enabled the
41 City to be proactive in meeting vital community needs resulting from the COVID-19 pandemic
42 with grants to eligible businesses and distribution of food support gift cards to eligible residents.
43 Upon receipt of CARES (Coronavirus Aid, Relief, and Economic Security) Act funding, the City
44 set up a mortgage and rental assistance program, a home repair and upgrade program, and a
45 neighborhood program for clean drinking water. Applications for assistance continue to be
46 available to residents on the City 's website. In addition, the City is incentivizing workforce
47 housing development. The pandemic adversely affected the City's tax revenue resulting in a
48 budgetary decrease, the funds of which would have gone to infrastructure spending. The American

1 Rescue Plan funds are intended for a city's use to offset shortfalls in revenue received during the
2 pandemic and are not a recurring source of revenue and not as a direct supplement to residents.
3 These funds will be spent for infrastructure dedicated for recreational purposes. She noted a non-
4 ad valorem bond issue is financing the western golf course and will be paid for by the proceeds
5 generated by the course, not by taxpayers. The City's proposed budget is balanced at the same
6 stab le tax rate as in the past without an increase. The proposed budget provides for the same level
7 of municipal services to residents, moves the City forward in areas of mobility, workforce housing
8 and infrastructure and gives allowance should an unexpected natural event or emergency occur.

11 a. RESOLUTION 36, 2021 -ADOPTING A TAX LEVY AND MILLAGE RATE. A RESOLUTION
12 OF THE CITY COUNCI L OF THE CITY OF PALM BEACH GARDENS, FLORIDA,
13 ADOPTING A TAX LEVY AND MILLAGE RATE FOR THE CITY OF PALM BEACH
14 GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2021 , AND ENDING
15 SEPTEMBER 30, 2022 ; DIRECTING THE CITY CLERK TO FORWARD A CERTIFIED
16 COPY OF THIS RESOLUTION TO THE PALM BEACH COUNTY PROPERTY APPRAISER
17 AND TAX COLLECTOR WITHIN THREE (3) DAYS AFTER ITS ADOPTION; PROVIDING
18 AN EFFECTIVE DATE; AND FOR OTHER PURPOSES .

25 Vice Mayor Reed made a motion that the City of Palm Beach Gardens adopt a final operating
26 and total millage rate of5.5500 mills, which is greater than the rolled-back rate of 5.4253 by 2.3%.
27 Councilmember Woods seconded.
28 Mayor Litt brought the item back for discussion. Discussion ensued.
29 Motion passed 3-2.
30 Councilmember Marciano and Councilmember Tinsley opposed.
31 Councilmember Woods made a motion to approve Resolution 36, 2021 , setting the final millage
32 rate for fiscal year 2021/2022 at 5.5500 mills.
33 Vice Mayor Reed seconded.
34 Mayor Litt brought the item back for discussion. No discussion.
35 Motion passed 3-2.
36 Councilmember Marciano and Councilmember Tinsley opposed.

40 PALM BEACH GARDENS , FLORI DA, ADOPTING THE BUDGET FOR THE CITY OF PALM
41 BEACH GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2021, AND
42 ENDING SEPTEMBER 30, 2022 ; PROVIDING A CONFLICTS CLAUSE AND A
43 SEVERABILITY CLAUSE ; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER
44 PURPOSES .

31 IX.RESOLU TIONS
32 None.
33 X. ITEMS FOR COUNCIL ACTION/DIS CUS SION AND ITEMS OF INTEREST:
34 Mayor Litt shared the Literacy Coalition, in conjunction with the Florida League of Cities, will
35 hold their Read for the R ecord Day on October 28, 2021. Cities are encouraged to reach as many
36 children as possible. A contest among small, medium, and large cities has been announced. Many
37 cities are going with a virtual option. Vice Mayor Reed has been working with the Women 's Club
38 of Palm Beach Gardens in reaching out to elementary schools to do a virtual reading program as
39 well. Nick Uhren , Executive Director, at the TPA (Transportation Planning Agency) spoke on
40 mobility between the County and municipalities at the Florida League of Cities general
41 memb ership meeting. He will give the presentation at next month's Council meeting. The City
42 will be hosting the League of Cities meeting at Sandhill Crane Golf Club next month. Mayor Litt
43 expressed appreciation to Rim Bis hop , Executive Director at Seacoast Utility Authority, and his
44 staff for an amazing tour of our water facility.
