6 The regular meeting was called to order at 1:30 p.m. by Chair Fennon.
7 I. CALL TO ORDER
8 II. PLEDGE OF ALLEGIANCE
9 III. ROLL CALL
10 PRESENT: Chair Valerie Fennon, Vice Chair Kelly Rogers, Kendra Haywood (arrived late at
11 1:35p.m.), Nicholas Russo, Matthew Zudans, and First Alternate Jason Moraes and Second
12 Alternate Keith Ahronheim.
13 ABSENT: None.
14 ALSO PRESENT:
15 Staff Liaison, Deputy Leisure Services Administrator, Daniel Prieto; Director of Public Services,
16 Cory Wilder; Operations Manager Leisure Services, Monette Preston; Operations Manager Sports,
17 Tim Ford and Recreation Supervisor, Amy Stepper.
18 IV. ADDITIONS, DELETIONS, MODIFICATIONS
19 None.
20 V. APPROVAL OF MINUTES from the January 25, 2021 meeting.
21 Second Alternate Ahronheim made a motion to approve the January 25, 2021 minutes.
22 Vice Chair Rogers seconded.
23 Motion passed 6-0. (Board Member Haywood arrived after the vote was taken).
24 VI. ITEMS BY STAFF LIAISON
25 A. RAB Recognition
26 Deputy Leisure Services Administrator, Daniel Prieto thanked Chair Fennon for her years of
27 service as she will be leaving due to term limits.
28 B. Gardens Art Program — Update
29 Recreation Supervisor, Amy Stepper provided an update on the GardensArt program and local
30 artists' exhibits in the City Hall Lobby, Sandhill Crane Golf Clubhouse, Tennis Center and Burns
31 Road Community Center. Artists will be painting and doing live demos at the Sunday GreenMarket
32 starting on October 3, 2021.
33 C. City Events
34 Operations Manager Leisure Services, Monette Preston presented an overview of the upcoming
35 fall and winter scheduled events for the City.
36 Deputy Leisure Services Administrator, Daniel Prieto introduced Operations Manager
37 Aquatics, Erin Anderson and welcomed her to the Recreation Department.
38 VII. NEW BUSINESS
39 A. FRPA and USTA Recognition
40 Deputy Leisure Services Administrator, Daniel Prieto reported the National Recreation and Park
41 Association (NRPA) chose to highlight the Miracle League field and program in its national Parks &
42 Recreation magazine on its Park Bench feature page. The Palm Beach Gardens Tennis and Pickleball
43 Center has been recognized nationally by the United States Tennis Association as an outstanding
44 facility ofthe year. Eight recreation staff members have achieved the Certified Parks and Recreation
45 Professional honor and Leisure Services Administrator, Charlotte Presensky has achieved the
46 Certified Parks and Recreation Executive designation. The 2021 Florida Recreation and Park
47 Association's Health Innovative Programming Award was given for the Ignite the Fight Virtual

I 5K race for supporting the Firefighters to the Rescue foundation, and the Rising Star Award was
2 presented to Recreation Supervisor, Lyndsey Marsh.
3 B. Park Development
4 Director of Public Services, Cory Wilder presented an update on City projects including sports field
5 lighting in LED retrofit, the Plant Drive restroom completion, the renovation of Garden Park fields 1
6 and 2, the Gardens Park expansion of the playground, bank shot basketball courts and bleacher covers
7 and the resurfacing of the tennis and pickleball courts. Discussion ensued.
8 Deputy Leisure Services Administrator, Daniel Prieto reported on the main pool renovation at
9 Burns Road Community Center. Discussion ensued.
10 C. Economic Impact — Sport Tourism
11 Operations Manager Sports, Tim Ford defined sports tourism and economic impact and
12 highlighted recent City park openings and events including the 10U and 12U Youth World Series,
13 International Soccer and Cressey Sports Performance. Discussion ensued.
14 VIII. COMMENTS BY THE PUBLIC
15 None.
16 IX. COMMENTS BY THE BOARD
17 Board Member Russo inquired about the date for the annual Daddy Daughter Date Night.
18 Recreation Supervisor, Amy Stepper shared the Daddy Daughter Date Night is scheduled for
19 March 4, 2022 at Sandhill Crane.
20 Chair Fennon stated the need for more tennis courts, a senior playground and requested the board
21 receive invitation emails for City art receptions and special events.
22 Operations Manager Leisure Services, Monette Preston relayed information on the Gardens Art
23 programs and special events are available in the Signature City magazine.
24 Recreation Supervisor, Amy Stepper shared art receptions were on -hold during the COVID-19
25 pandemic and will be posted online as they begin again. Digital postcards can be forwarded.
26 X. SET QUARTERLY MEETING DATE
27 The board unanimously selected November 15, 2021 as the next quarterly meeting date.

Second Alternate Ahronheim seconded.
Motion passed 7-0.
Chair Fennon adjourned the meeting at 2:32 p.m.

In accordance with Section 2-89, General Provisions, members of boards and committees shall be a
resident of the city, maintain residency in the city during the term of appointment, and meet such other
eligibility requirements as may be established by ordinance or resolution.
Through the annual contact update form received by the city in January 2022, it was discovered that
Kendra Haywood had moved to Jupiter, FL in July 2021. However, she did not notify the staff liaison or
City Clerk's department of her change in residency.
At the last Parks and Recreation Advisory Board meeting held on November 15, 2021, Kendra Haywood
made several motions and votes. Since she was technically no longer a member of the Board, the items
which she took action on have been determined to be null and void.
Therefore, on the agenda for the March 21, 2022, meeting, the following items will be brought back for
the Boards discussion, action, and vote:
• Election of Chair
• Election of Vice Chair
• Approval of minutes from the September 27, 2021, meeting.
