CALL TO ORDER The regular meeting was called to order at 5:32 p.m. by Chair Terence Brady. IL PLEDGE OF ALLEGIANCE III. ROLL CALL PRESENT: Chair Terence Brady, Vice Chair David Anderson, Bernard Elias, Frances Heaslip (arrived at 5:35 p.m.), Mark Lenow, 1St Alternate Kelly Hanna (sitting for Dan Hackman). ABSENT: Rosie Carr, Dan Hackman. ALSO PRESENT: Vice Mayor, Council Liaison David Levy; Community Services Operations Manager, Staff Liaison Angela Wong; Community Services Superintendent, Alternate Staff Liaison Cynthia Unger. IV. ADDITIONS, DELETIONS, MODIFICATIONS Staff Liaison Wong announced the agenda had been modified by removing the chair and vice chair elections because the elections had taken place at the November 4, 2009 meeting. V. MINUTES FOR APPROVAL Mark Lenow made a motion for approval of the November 4, 2009 minutes. David Anderson seconded. Motion passed 6 -0. VI. ITEMS BY COUNCIL LIAISON Council Liaison David Levy reported the success of the Adopt -A- Street program. VII. ITEMS BY STAFF LIASION None. VIII. OLD BUSINESS A. Development of Environmental Quality Awards Program Discussion ensued regarding the criteria being considered and the brochure to be used. Consensus was reached for nomination submissions by September 30, 2010. Beautification Award nominees are due to Staff Liaison Wong by February 15, 2010. IX. NEW BUSINESS None. X. COMMENTS BY THE PUBLIC None. XI. COMMENTS BY THE BOARD None. XII. SELECT QUARTERLY DATE Mark Lenow made a motion for April 7, 2010 as the second quarter meeting date. Frances Heaslip seconded. Through the awards, the City looks to recognize and show appreciation for those who give back to the environment, and encourage others to get involved! ELIGIBILITY: Open to any citizen, business, or organization based within the City limits, or schools with at least 10 percent of their students being City residents, that have demonstrated outstanding efforts to improve Palm Beach Gardens' environment - either for a single project or over a period of time. SCOPE OF THE AWARDS: Examples of environmen- tally- friendly programs and projects include, but are not limited to: Pollution prevention / green purchasing Recycling / waste reduction Greenhouse gas emissions reductions Generation or purchase of alternative energy Energy and water conservation measures Environmental Management Systems Tree planting and management Invasive species and integrated pest management (IPM) Stream monitoring and restoration programs Environmental education Other innovative environmental enhancement ideas or projects DEADLINE: Early submission is encouraged! The deadline is 5 p.m. on September 30th of each year. JUDGING: The Community Aesthetics Board will evaluate the applications based upon program effectiveness, innovation, and endurance. Program Description The Community Aesthetics Board is accepting Award Recipients nominations for the City of Palm Beach Gardens Any owner or renter of an Institutional *, commercial, Beautification Award Program. Awards are issued or residential property. (An Institutional property is a annually for the following three categories: religious facility, hospital /medical facility, biotech facility, educational facility, public property, or any • Institution - Includes religious facilities, other property as deemed appropriate by the hospitals, medical facilities, biotech facilities, Community Aesthetics Board.) The property must be colleges, schools, s, etc. located within the City of Palm Beach Gardens and • Commercial visible by the general public. An owner or renter of a • Residential property can nominate their own property or another property by submitting an application to the Selection Criteria Overall, selection will be based on the outside appearance of the structure and the landscaping grounds of the yard, as seen from the street. Winners will be selected based on the following: • Effort rather than cost • Creativity and effort combined • Tasteful landscaping, including but not limited to trees, shrubs and flowers • The property must be well maintained • Structural improvements Awards The Community Aesthetics Board will review and select a winner from the nominations submitted. The City Council in conjunction with the Community Aesthetics Board will present at a City Council meeting an award to the winner with the following accolades: • A Beautification Award presented at a City Council meeting • A recognition sign to be placed in the recipient's yard / front of the facility for a pe- riod of 30 days • Recognition on the partners website (if applicable) Revised 11/19/2009 City. Nomination forms must be received by the City at the address stated on the Nomination form, and by the following deadlines'_ .- • Institution - Submittal Deadline is February 15th • Commercial - Submittal deadline is May 15th • Residential - Submittal deadline is October 15th Award recipients will be notified by phone or mail. The award will be presented at the next available City Council meeting following each deadline date.
