CALL TO ORDER 7 The regular meeting was called to order at 6:00 p.m. by Chair Hansen. 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL 10 Members Present: 11 Chair Randolph Hansen, Erez Sela, L. Marc Cohn, Roma Josephs, Timothy Coppage, Robert Savel 12 and First Alternate Zachary Seth Mansfield (serving in the absence of Vice Chair Christopher 13 Oftedal). 14 Members Absent: Vice Chair Christopher Oftedal. 15 Also Present: City Attorney, R. Max Lohman; City Clerk, Patricia Snider; Director of Planning & 16 Zoning, Natalie Crowley; Assistant Planning & Zoning Director, Peter Hofheinz; Planning Manager, 17 Joann Skaria; Senior Planner, Brett Leone and Planner, Olivia Ellison. 18 IV. BOARD ORIENTATION 19 City Attorney, R. Max Lohman conducted the annual board member orientation. 20 V. ADDITIONS, DELETIONS, MODIFICATIONS 21 None. 22 VI. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY 23 Director of Planning & Zoning, Natalie Crowley reported the PGA National Resort Core Project 24 which included the land use change, the zoning change, the PCD (Planned Community Development) 25 amendment and the site plan amendment passed unanimously at the December 2, 2021 City Council 26 meeting (Ordinance 13, 2021, Ordinance 14, 2021, Resolution 60, 2021 and Resolution 61, 2021). Per 27 the applicant's request, Resolution 61, 2021 was modified to remove the waterslide based on the 28 concerns of residents. Landscape and hardscape features will be provided in lieu of the waterslide. 29 VII. APPROVAL OF MINUTES 30 Board Member Josephs made a motion to approve the October 12, 2021 meeting minutes. 31 Board Member Coppage seconded. 32 Motion passed 7-0. 33 VIII.PUBLIC HEARINGS 34 Those preparing to give testimony were sworn in. 35 1. Recommendation to City Council (Public Hearing) — QUASI-JUDICIAL HEARING 36 SPLN-20-12-000046 - Avenir requests a site plan approval for 139 SF homes within Panther 37 National Pod 12 38 A request by Centaur (Palm Beach) Owner LLC for site plan approval to allow the development 39 of a 139-lot residential subdivision on approximately 70.49 acres within Panther National Master 40 Plan Residential Pod 12. The Panther National community is located within the Avenir Planned 41 Community Development (PCD) that is generally located on the north side of Northlake 42 Boulevard, east of Grapeview Boulevard, west of Bay Hill Drive, and south of Beeline Highway. 43 Chair Hansen asked for ex parte communication for Item 1 SPLN-20-12-000046. 44 No ex parte communication declared. 45 Chair Hansen opened the public hearing. 46 Petitioner presentation: George Missimer, Cotleur & Hearing; Scott Hedge, Panther National. 47 Staff presentation: None. Recommendation to City Council (Public Hearing) - QUASI-JUDICIAL HEARING to SPLA-21-06-000060 - Old Palm PCD Clubhouse requesting construction of a new 17,637 11 SF Lifestyle Center 12 A request by Old Palm Golf Club, Inc. to modify the site plan for Phase 2 of the Old Palm Planned 13 Community Development (PCD) Clubhouse parcel (Parcel F1) to add a 17,637-square-foot 14 Lifestyle Center. The property is located within the Old Palm PCD that is generally located north 15 of PGA Boulevard between Central Boulevard and Florida's Turnpike. 16 Chair Hansen asked for ex parte communication for Item 2 SPLA-21-06-000060. 17 No ex parte communication declared. 18 Chair Hansen opened the public hearing. 19 Petitioner presentation: Bryan Donahue, Insite Studio. 20 Staff presentation: None. 21 Staff recommended approval of SPLA-21-06-000060 - Old Palm PCD Clubhouse requesting 22 construction of a new 17,637 SF Lifestyle Center. 23 Public comment: None. 24 Chair Hansen closed the public hearing. 25 First Alternate Mansfield made a motion to recommend to City Council SPLA-21-06-000060 - 26 Old Palm PCD Clubhouse requesting construction of a new 17,637 SF Lifestyle Center. 27 Board Member Josephs seconded. 28 Motion passed 7-0. 29 3. Recommendation to City Council (Public Hearing) — QUASI-JUDICIAL HEARING 30 SPLA-19-12-000055 - Avenir SP 3 (PODS 6, 7 & 8 — Pulte Homes) requesting approval of 31 model homes, a model row, and an updated entry feature for each parcel 32 A request by Pulte Home Company, LLC for a site plan amendment to approve architectural floor 33 plans, elevations, and lot landscaping for Avondale at Avenir (residential Pod 6, Pod 7, and Pod 8 34 of Site Plan #3) within the Residential District (Parcel A) of the Avenir Planned Community 35 Development (PCD). Avondale at Avenir is located north of Avenir Drive and east of Coconut 36 Boulevard within the Avenir PCD that is generally located on the north side of Northlake 37 Boulevard, east of Grapeview Boulevard, west of Bay Hill Drive, and south of Beeline Highway. 38 Chair Hansen asked for ex parte communication for Item 3 SPLA-19-12-000055. 39 No ex parte communication declared. 40 Chair Hansen opened the public hearing. 41 Petitioner presentation: Ken Tuma, Urban Design Studio. 42 Staff presentation: None. 43 Staff recommended approval of SPLA-19-12-000055 - Avenir SP 3 (PODS 6, 7 & 8 — Pulte Homes) 44 requesting approval of model homes, a model row, and an updated entry feature for each parcel. 45 Public comment: None. 46 Chair Hansen closed the public hearing.
