REPORT BY GROWTH MANAGEMENT ADMINISTRATOR: KARA IRWIN 21 Growth Management Administrator Kara Irwin reported City Council approved both 22 Ordinance 5, 2010 Amending the Code or Ordinance for Pain Management Clinics, and Regions 23 Bank. 24 VI. APPROVAL OF MINUTES 25 Barry Present made a motion to approve the February 9, 2010 minutes. 26 Amir Kanel seconded. 27 Motion passed 7 -0. 28 VII. PUBLIC HEARINGS 29 1. MNSP- 10-02- 000007 Frenchman's Creek Planned Community District (PCD) 30 Minor Site Plan Amendment - Final Approval 31 A request from Jennifer Morton, the agent for Frenchman's Creek, Inc., to approve a site plan 32 amendment to the clubhouse facility and fitness center within the Frenchman's Creek Planned 33 Community District (PCD), located east of Alternate AIA, north of Hood Road, and south of 34 Donald Ross Road. The proposed amendment includes a 9,600 square foot addition to the 35 existing clubhouse, and a 12,000 square foot addition to the fitness center. 36 Communication with staff was declared by Randolph Hansen, Vice Chair Michael Panczak, 37 Amir Kanel, Joanne Koerner and Roma Josephs. 38 Vice Chair Panczak and Joy Hecht each declared a conflict of interest on item MNSP- 10 -02- 39 000007 and filled out Form 8b. Vice Chair Panczak passed the gavel to Acting Chair Present 40 and left the dais. Due to an injury Joy Hecht did not leave the dais but sat back from the dais 41 desk. A quorum was declared. 42 Presentation by: Jennifer Morton, Land Design South. 43 Staff Presentation: Planner Kath n Wilson. 44 Public Comment: None. 45 Randolph Hansen made a motion for approval. 46 Amir Kane[ seconded. Recommendation to City Council 5 SPLA- 09- 04- 000014 Palm Beach Gardens Emergency Operations and Communications 6 Center,[EOCQ — Maior Site Plan Amendment 7 A City initiated request to approve an amendment to the City Hall Complex Site Plan, located on 8 the east side of Military Trail approximately 0.4 miles south of PGA Blvd. The proposed 9 amendment includes a 10,800 square foot EOCC building to be constructed between the existing 10 City Hall and Police Department buildings. Fire Chief Bergel. 12 Staff Presentation: Planner Kathryn Wilson. 13 Public Comment: None. 14 Amir Kanel made a motion for approval and recommendation to City Council. 15 Barry Present seconded. 16 Randolph Hansen requested the motion be ammended so that continents by the board regarding 17 architectural enhancements be included. 18 City Attorney Lohman advised that the amendment is acceptable with the agreement of the 19 motion maker, Amir Kanel. 20 Amir Kanel agreed to the amendment. 21 City Attorney Lohman advised that the motion is so amended. 22 Motion passed 7 -0. 23 VIII. OLD BUSINESS 24 None. 25 IX. NEW BUSINESS 26 Amir Kanel requested the status of Downtown at the Gardens. Growth Management 27 Administrator Kara Irwin explained the schedule for the screening of the dumpster bays.
