6 The regular meeting was called to order at 1:32 p.m. by Vice Chair Rogers.
7 I. CALL TO ORDER
8 II. PLEDGE OF ALLEGIANCE
9 III. ADMINISTER OATH OF OFFICE
10 Agenda Coordinator, Renata Schwedhelm, administered the Oath of Office to Board Member
11 Bobby Wunderlich and Second Alternate Ron McElhone.
12 IV. ROLL CALL
13 PRESENT: Vice Chair Kelly Rogers, *Kendfa Haywood, Matthew Zudans, Nicholas Russo
14 (arrived at 1:40p.m.), Jason Moraes, Keith Ahronheim, and Bobby Wunderlich.
15 ABSENT: None.

30 VII. ADDITIONS, DELETIONS, MODIFICATIONS

32 VIII. APPROVAL OF MINUTES from the September 27, 2021 meeting.
33 Board Member Ahronheim made a motion to approve the September 27, 2021 minutes.

36 IX. BOARD ORIENTATION
37 City Attorney, R. Max Lohman conducted the annual board member orientation.
38 X. ITEMS BY STAFF LIAISON
39 A. Recreation Overview & Events
40 Deputy Service Administrator, Daniel Prieto provided an overview on how the City delivers
41 recreation to the community, discussed the Riverside Youth Enrichment Center and introduced the
42 different divisions within the Recreation Department. Operations Manager Leisure Services,
43 Monette Preston discussed community programs, City-wide events, cultural arts and community
44 outreach and partnerships. Director of Tennis & Pickleball, Wendy Tatum shared the programs,
45 leagues, tournaments, and special events happening in the Tennis & Pickleball Center. Operations
46 Manager Sports, Tim Ford discussed the tournaments and facility permitting related to the
47 athletics division. Operations Manager Aquatics, Erin Anderson discussed the pools including
48 the main pool renovation and classes offered in aquatics. Director of Public Services, Cory Wilder

I discussed the public services involvement in the community through the construction, operations, and
2 maintenance of the City's infrastructure, parks, buildings, and sports fields.
3 B. Gardens Art Program
4 Recreation Supervisor, Amy Stepper gave an overview of the Gardens Art Program including the
5 rotating art exhibits in City buildings, artist demonstrations at the GreenMarket and art classes offered.
6 Discussion ensued.
7 C. Capital Improvement Plan (CIP) Project Updates — Parks/Aquatics
8 Deputy Leisure Services Administrator, Daniel Prieto presented an update on the main pool
9 renovation. Director of Public Services, Cory Wilder presented the progress of the sports field LED
10 retrofit lighting, Gardens Park Fields 1 and 2 renovations, the Gardens Park playground expansion
11 and bleacher covers expansion, bank shot basketball courts, and the shading for Gardens North
12 County District Park. Discussion ensued.
13 XI. NEW BUSINESS
14 A. Discussion of the 2022 Land and Water Conservation Fund Program (LWCF) grant
15 application in the amount of $500,000 for the improvements to Mirasol Park.
16 Director of Public Services, Cory Wilder discussed the grant application for the Mirasol LED sports
17 field lighting retrofit project and the replacement of the playgrounds. Discussion ensued.
18 B. Capital Improvement Plan (CIP) 2021/2022 Presentation
19 Leisure Services Administrator, Charlotte Presensky provided an overview and asked for input
20 on the Burns Road Community Center renovation and expansion plan. Discussion ensued.
21 XII. COMMENTS BY THE PUBLIC
22 None.
23 XIII. COMMENTS BY THE BOARD
24 Vice Chair Russo expressed appreciation to staff for their hard work in the Fall Festival and
25 thanked Operations Manager Sports, Tim Ford for the economic impact the athletics division
26 brings to the City. He inquired about the means of getting more information distributed to the
27 residents. Deputy Leisure Services Administrator, Daniel Prieto shared an annual report to capture
28 the City's successes is in the works. Discussion ensued.
29 Chair Rogers remarked on the condition of the fence located on softball field 1 as it needs repair
30 maintenance. Discussion ensued.
31 XIV. SET QUARTERLY MEETING DATE
32 The board selected March 21, 2022 as the next quarterly meeting date.

XV. ADJOURNMENT
Board Member Ahronheim made a motion to adjourn the meeting.
Vice Chair Russo seconded.
Motion passed 7-0.
Chair Rogers adjourned the meeting at 3:02 p.m.
The next meeting will be held March 21, 2022.
*Determined Null and Void and will be brought forward to the March 21, 2022, for Board action
and approval.
